abstrak Judul: Pemidanaan Terhadap Pengguna Narkotika di DKI Jakarta Nama: Rachmat Ismanto NIM:207111001 Isi: Penelitian tentang Pemidanaan Terhadap Pengguna Narkotika di DKI Jakarta dilatarbelakangi karena dalam prakteknya masih ditemui adanya perbedaan pemidanaan dalam kasus putusan pengadilan perkara tindak pidana narkotika di wilayah DKI Jakarta terhadap penyalahguna narkotika baik dewasa maupun anak-anak. Meskipun pasal yang didakwaan sama, namun dalam faktanya terdapat perbedaan dalam hukuman. Penelitian ini bertujuan untuk menjawab permasalahan sebagai berikut: (1) Bagaimana proses pemidanaan terhadap pelaku penyalahguna narkotika? (2) Mengapa terjadi perbedaan pemidanaan terhadap pelaku penyalahgunaan narkotika? Metode penelitian yang digunakan adalah normatif dengan ditunjang dengan data kepustakaan dan data lapangan. Hasil penelitian menunjukkan bahwa proses pemidanaan terhadap pelaku penyalahguna narkotika diawali dengan prapenuntutan, penuntutan dan proses persidangan di pengadilan. Adanya perbedaan putusan dalam penanganan pemidanaan terhadap pelaku penyalahguna narkotika lebih didasari karena adanya cara pandang hakim yang tidak sama sehingga menimbulkan dualisme pemahaman aparat terhadap posisi pengguna, yakni antara pelaku dan korban. Selain itu indenpendensi hakim atau kebebasan hakim dimana hakim memutus berdasarkan dua alat bukti dan keyakinan hakim, maka hakim bebas memutus suatu perkara berdasarkan hati nuraninya dan bebas dari pengaruh apa atau siapapun, sehingga sering terjadinya perbedaan atau disparitas pemidanaan terhadap kasus yang serupa atau mirip. Diperlukan adanya persamaan pandangan dari aparat penegak hukum (polisi, jaksa dan hakim) dalam penanganan kasus penyalahguna narkotika, sehingga dalam penanganan kasus penyalahguna tidak lagi ditemukan adanya perbedaan yang sangat mencolok terhadap sanksi atau hukuman yang dijatuhkan
Model of WebGIS Based Sustainable Smart Land Use for Merauke Regency South Papua
<p><strong>Abstract: </strong>This Smart and sustainable land use is the key to answering development challenges in the modern era. In the context of Merauke Regency, South Papua, rapid economic growth and significant environmental changes demand an integrated approach to managing land use. This research presents an innovative WebGIS-based model that combines geospatial information technology with land use analysis to provide sustainable solutions. Through the integration of spatial data, predictive analysis and stakeholder participation, this model enables stakeholders to explore alternative land use scenarios and evaluate their environmental, economic and societal impacts. The performance evaluation stage of the model shows its ability to accurately represent existing land use patterns. Validation with actual land use data confirms the ability of the model to reproduce the distribution of agricultural areas and protected forest areas. Furthermore, the evaluation of the environmental impact of the model results indicates that the model is capable of predicting the environmental impact of alternative land use scenarios. Consultation sessions with stakeholders proved the importance of their participation in the validation and adaptation of sustainable solutions. The results of this study indicate that WebGIS-based Smart Land Use model has great potential in assisting sustainable planning and decision-making in Merauke Regency. However, further validation and improvement of the model is needed to strengthen its accuracy and validity. This research provides valuable insights on the integration of geospatial information technology in sustainable development and provides guidance for the development of similar models in other regions.</p>
Going Beyond Counting First Authors in Author Co-citation Analysis
The present study examines one of the fundamental aspects of author co-citation analysis (ACA) - the way co-citation
counts are defined. Co-citation counting provides the data on which all subsequent statistical analyses and mappings
are based, and we compare ACA results based on two different types of co-citation counting - the traditional type that
only counts the first one among a cited work's authors on the one hand and a non-traditional type that takes into
account the first 5 authors of a cited work on the other hand. Results indicate that the picture produced through this non-traditional author co-citation counting contains more coherent author groups and is therefore considerably clearer. However, this picture represents fewer specialties in the research field being studied than that produced through the traditional first-author co-citation counting when the same number of top-ranked authors is selected and analyzed. Variations on the Author
“Variations on the Author” discusses two of Eduardo Coutinho’s recent films (Um Dia na Vida, from 2010, and Últimas Conversas, posthumously released in 2015) and their contribution to the general question of documentary authorship. The director’s filmography is characterized by a consistent yet self-effacing form of authorial self-inscription: Coutinho often features as an interviewer that rather than express opinions propels discourses; an interviewer that is good at listening. This mode of self-inscription characterizes him as an author who is not expressive but who is nonetheless markedly present on the screen. In Um Dia na Vida, however, Coutinho is completely absent form the image, while Últimas Conversas, on the contrary, includes a confessional prologue that moves the director from the margins to the center of his films. This article examines the ways in which these works stand out in the filmography of a director who offers new insights into the notion of cinematic authorship
Appropriate Similarity Measures for Author Cocitation Analysis
We provide a number of new insights into the methodological discussion about author cocitation analysis. We first argue that the use of the Pearson correlation for measuring the similarity between authors’ cocitation profiles is not very satisfactory. We then discuss what kind of similarity measures may be used as an alternative to the Pearson correlation. We consider three similarity measures in particular. One is the well-known cosine. The other two similarity measures have not been used before in the bibliometric literature. Variasi Gaya Vokal dalam Keroncong Asli: Menafsirkan Estetika Ngeroncongi melalui Penampilan Mus Mulyadi, Toto Salmon dan Ismanto
Kajian ini mengeksplorasi perbedaan gaya vokal dalam interpretasi Keroncong Asli melalui studi komparatif terhadap tiga maestro keroncong Indonesia: Mus Mulyadi, Toto Salmon, dan Ismanto. Ketiganya menyanyikan lagu “Kr. Hanya Untukmu” karya Sapari dan WS Nardi, namun dengan pendekatan vokal yang berbeda secara signifikan. Penelitian ini menggunakan metode kualitatif dengan pendekatan analisis musik tekstual, yang dipadukan dengan data resepsi pendengar sebagai bentuk triangulasi untuk memperkuat validitas temuan. Hasil analisis menunjukkan bahwa Mus Mulyadi menampilkan gaya vokal yang ekspresif dengan cengkok agresif dan penuh ornamen, Toto Salmon menyanyikan lagu dengan artikulasi yang jelas dan mengikuti notasi baku, sementara Ismanto memperlihatkan karakter suara yang sumeleh dengan improvisasi yang terukur dan bersahaja. Ketiga pendekatan tersebut ditelaah lebih lanjut melalui persepsi penghayat musik keroncong untuk mengungkap nilai-nilai estetis yang membentuk identitas vokal Keroncong Asli. Konsep ngeroncongi—yakni cara bernyanyi khas yang ekspresif namun berakar kuat pada struktur estetika tradisi—digunakan sebagai bingkai pemaknaan. Kajian ini menyimpulkan bahwa kreativitas individu, selama tetap berpijak pada koridor estetika genre, memainkan peran penting dalam pembentukan gaya vokal dalam tradisi keroncong yang terus berkembang dan beradaptasi dengan zaman. Vocal Style Variety in Keroncong Asli: Interpreting the Aesthetic of Ngeroncongi through the Performances of Mus Mulyadi, Toto Salmon, and IsmantoAbstractThis study examines the differences in vocal styles in interpreting Keroncong Asli through a comparative analysis of three Indonesian keroncong maestros: Mus Mulyadi, Toto Salmon, and Ismanto. All three sing "Kr. Hanya Untukmu" by Sapari and WS Nardi, but with significantly different vocal approaches. This research employs a qualitative method with a textual music analysis approach, combined with listener reception data as a form of triangulation to strengthen the validity of the findings. The analysis results indicate that Mus Mulyadi displays an expressive vocal style with aggressive inflections and abundant ornamentation, Toto Salmon sings the song with precise articulation and follows standard notation. At the same time, Ismanto exhibits a smooth vocal character with measured and understated improvisation. These three approaches are further examined through the perceptions of Keroncong music enthusiasts to uncover the aesthetic values that shape the vocal identity of Keroncong Asli. We use the concept of ngeroncongi—a distinctive singing style that is expressive yet deeply rooted in traditional aesthetic structures—as a framework for interpretation. This study concludes that individual creativity, as long as it remains within the aesthetic boundaries of the genre, plays an essential role in shaping vocal styles within the evolving and adapting tradition of keroncong.Keywords: Original Keroncong; Vocal Style; Ngeroncongi; Musical Aesthetic
Dispelling the Myths Behind First-author Citation Counts
We conducted a full-scale evaluative citation analysis study of scholars in the XML research field to explore just how different from each other author rankings resulting from different citation counting methods actually are, and to demonstrate the capability of emerging data and tools on the Web in supporting more realistic citation counting methods. Our results contest some common arguments for the continued
use of first-author citation counts in the evaluation of scholars, such as high correlations between author rankings by first-author citation counts and other citation
counting methods, and high costs of using more realistic citation counting methods that are not well-supported by the ISI databases. It is argued that increasingly available digital full text research papers make it possible for citation analysis studies to go beyond what the ISI databases have directly supported and to employ more

We have done our best to complete the author checklist relating to the use of animals in the hut study. Note that the objective for the hut study was to evaluate the IRS treatment applications for residual efficacy against Anopheles mosquitoes, including the local An. coluzzii mosquito population. Cows were only used to attract mosquitoes into the huts and no tests were carried out directly on the cows. The author checklist is intended for use with studies where experiments are carried out on animals, which is why we have had such difficulty in completing this for the hut study, as many of the questions do not relate to how the cows were used
