    Editada en la Fundación Empresa PúblicaEn 1856 se constituyó el Banco Español de La Habana al que se reconoció privilegio de emisión en la isla de Cuba. Sus relaciones con el gobierno fueron estrechas desde el principio. En este artículo se estudia la evolución del Banco entre 1856 y 1881. Se dedica particular atención al examen del apoyo financiero prestado al gobierno en diversas ocasiones, especialmente durante la insurrección de 1868. Se analiza también el apoyo gubernamental al Banco, que se había convertido paulatinamente en una de las ruedas más importantes de la maquinana político- administrativa de la colonia y cuyo crédito apareció pronto vinculado al del Tesoro publico.In 1856 the Banco Español de La Habana started to operate. According to its Charter it was the only banking institution with privilege to issue. Its relations with the government were thus very close from the beginning. This article studies the evolution of the bank between 1856 and 1880. Special attention is paid to its financial support to the government, particularly during the Cuban insurrection of 1868. We also point out the assistance of the Spanish govemmem to this institution in periods of maximum strain (crisis of 1857 and 1866) and the key role of the bank as a piece in the political and administrative machinery of the colony.Publicad

    A través de un análisis de la utilización de los recursos públicos de la isla de Cuba, por los liberales españoles, el presente artículo pretende relacionar el mundo colonial con la revolución liberal en España. El trabajo presenta una serie de ingresos y gastos de la Hacienda cubana entre 1826 y 1840. Su estudio pone de manifiesto la evolución al alza de los ingresos fiscales de la isla en ese período. En cuanto a los gastos, merece reseñarse la importancia del capítulo de sobrantes o cantidades remitidas a la península, lo que significa la disposición de una buena parte de los recursos públicos de la colonia para solventar necesidades de la metrópoli.By using an analysis of the utilization of pubic resources by the liberal spanish on the island of Cuba, the current report attempts to link the colonial world with the liberal Revolution in Spain. The study shows a series of incomes and expenditure by the Cuban Colonial Treasure between 1826 and 1840. Its study reveals even increasing fiscal incomes on the island during this period. Concerning expenditure, the important chapter of sobrantes or cantidades remitidas a la península, deserves recognition, as it shows the availability of a good proportion of the public resources of the Colony to settle Metropolis' needs.Publicad

    MeSH term explosion and author rank improve expert recommendations

    Information overload is an often-cited phenomenon that reduces the productivity, efficiency and efficacy of scientists. One challenge for scientists is to find appropriate collaborators in their research. The literature describes various solutions to the problem of expertise location, but most current approaches do not appear to be very suitable for expert recommendations in biomedical research. In this study, we present the development and initial evaluation of a vector space model-based algorithm to calculate researcher similarity using four inputs: 1) MeSH terms of publications; 2) MeSH terms and author rank; 3) exploded MeSH terms; and 4) exploded MeSH terms and author rank. We developed and evaluated the algorithm using a data set of 17,525 authors and their 22,542 papers. On average, our algorithms correctly predicted 2.5 of the top 5/10 coauthors of individual scientists. Exploded MeSH and author rank outperformed all other algorithms in accuracy, followed closely by MeSH and author rank. Our results show that the accuracy of MeSH term-based matching can be enhanced with other metadata such as author rank

    Going Beyond Counting First Authors in Author Co-citation Analysis

    The present study examines one of the fundamental aspects of author co-citation analysis (ACA) - the way co-citation counts are defined. Co-citation counting provides the data on which all subsequent statistical analyses and mappings are based, and we compare ACA results based on two different types of co-citation counting - the traditional type that only counts the first one among a cited work's authors on the one hand and a non-traditional type that takes into account the first 5 authors of a cited work on the other hand. Results indicate that the picture produced through this non-traditional author co-citation counting contains more coherent author groups and is therefore considerably clearer. However, this picture represents fewer specialties in the research field being studied than that produced through the traditional first-author co-citation counting when the same number of top-ranked authors is selected and analyzed. Reasons for these effects are discussed

    Ensemble classification combining ResNet and handcrafted features with three-steps training

    Objective. This work presents an ECG classifier for variable leads as a contribution to the Computing in Cardiology Challenge/CinC Challenge 2021. It aims to integrate deep and classic machine learning features into a single model, exploring the proper structure and training procedure. Approach. From the initial 88 253 signals, only 84 210 were included. Low quality and unscored recordings were excluded. Three different database subsets of 40 365 recording each were created by dividing in three normal sinus rhythm and sinus bradycardia recordings. Each subset was used to train a different model with shared architecture integrated as an ensemble to provide the final classification through major voting. Models contained a deep branch composed of a modified ResNet with dilation convolutional layers and squeeze and excitation Block that took as input windowed ECG signals. This was concatenated with a wide branch that integrated 20 cardiac rhythm features into a fully connected 3-layered network. Three different training steps were studied: just the deep branch (D), wide integration and training (D+W), and a final fine tuning of the deep branch posterior to wide training (D+W+D). Main Results. Results obtained in a local test set formed by a stratified 12.5% split of the given full dataset were presented for 2-lead and 12-lead models. The best training method was the 3-step D + W + D procedure obtaining a challenge metric of 0.709 and 0.677 for 12 and 2-lead models respectively. Significance. Integration of handcrafted features and deep learning model not only may increase the generalization capacity of the network but also provide a path to add explicit information into the classification decision process. To the best of our knowledge this is the first work studying the training procedure to properly integrate both types of information for ECG signals classification

    Evaluating the Impact of Technology Development Funds in Emerging Economies: Evidence from Latin America

    Evaluations of government Technology Development Funds (TDF) in Argentina, Brazil, Chile and Panama are surveyed. All the evaluations were done at the recipient (firm) level using data from innovation surveys, industrial surveys, and administrative records of the granting units, together with quasi-experimental econometric techniques to minimize the effects of any selection bias. TDF effectiveness is found to depend on the financing mechanism used, on the presence of non-financial constraints, on firm-university interaction, and on the characteristics of the target beneficiaries. Four levels of potential impact were considered: R&D input additionality, behavioural additionality, increases in innovative output, and improvements in performance. The evidence suggests that TDF do not crowd out private investment and that they positively affect R&D intensity. In addition, participation in TDF induces a more proactive attitude of beneficiary firms towards innovation activities. However, the analysis does not find much statistically significant impact on patents or new product sales and the evidence on firm performance is mixed, with positive results in terms of firm growth, but little corresponding positive impact on measures of firm productivity, possibly because the horizon over which the evaluation was conducted was too short.
