    Increasing Trust in Banking and Developing Insurance System for Bank Deposits in Russia

    In this article the topical issues connected with changes are considered, occurring in the banking sector of Russia, the number of the operating credit organizations caused by essential reduction, intensive revocation of licenses on bank activity at the credit organizations Bank of Russia. According to the author, in this regard there is a number of the problems connected with sufficiency of a network of the operating credit organizations of requirement of ensuring economic growth, formation of the healthy competitive environment, sufficiency of Fund of insurance of deposits for providing guarantees to investors in case of bankruptcy of banks. In article, recent trends of insurance of deposits in the countries of EEC and the USA are considered. Taking into account the revealed tendencies problems of functioning of system of insurance of deposits of citizens in the Russian commercial banks are analyzed. To number of such problems are carried: insufficient volume of an insurance covering; concentration of deposits mainly in the large banks which are on the one hand, carriers of system risk, with another, - in which capitals participates the state, having thus subsidiary responsibility; limited set of functions of Agency and some other. Taking into account the carried-out analysis and an assessment of operating system of insurance of deposits it is offered: to develop the mechanism of overcoming of "moral" risk; increase of financial literacy of the population, in view of activity of some banks on advance in a segment of private investors of the products which aren't covered by system of guaranteeing; to define introduction of the mechanism of differentiation of contributions to the ASV insurance Fund depending on degree of riskiness of activity of participating bank of system, system modernization risk - the focused supervision as bases of stable functioning of the banking sector and its hotel institutes

We have studied 101 tomograms, male (n = 44) and female (n = 57) between the ages from 18 to 25 years with orthognathic bite. For this investigation we used dental cone beam computer tomography - Veraviewepocs 3D, Morita. When comparing the performance of odontometric features of the similar teeth from right and left sides, no significant differences were found. Established population characteristics for mesiodistal, vestibulo-oral and vertical dimensions of the teeth for the boys and girls fromUkrainewith orthognathic bite. For most sizes of teeth (except mesiodistal size of the second lower premolar) showed significant differences (larger sizes in boys). Key words: odontometry, computed tomography, the size of the teeth.   Резюме МЕТОДОЛОГІЧНІ АСПЕКТИ КОМП'ЮТЕРНО-ТОМОГРАФІЧНОЇ ОДОНТОМОРФОМЕТРІЇ У ЮНАКІВ ТА ДІВЧАТ З ФІЗІОЛОГІЧНИМ ПРИКУСОМ. У статті представлені дані щодо середньостатистичних мезіодистальних, вестибуло-оральних та вертикальних розмірів зубів у юнаків та дівчат України отриманих за допомогою конусно-променевої комп'ютерної томографії. Були вивчені 101 томограма представників чоловічої (n = 44) і жіночого (n = 57) статі у віці від 18 до 25 років з ортогнатичним прикусом. Для проведення даного дослідження використовували дентальний конусно-променевий комп'ютерний томограф - Veraviewepocs 3D, Morita. При порівнянні коп’ютернотомографічних метричних характеристик однойменних зубів правої і лівої сторін, достовірних відмінностей виявлено не було. Встановлені популяційні особливості мезіодистальних, вестибуло-оральних і вертикальних розмірів зубів для юнаків та дівчат України з ортогнатичним прикусом. Для більшості розмірів зубів (за винятком мезіодистального розміру другого нижнього премоляра) встановлені достовірні відмінності (більш великі розміри у юнаків). При сравнении копьютернотомографических метрических характеристик одноименных зубов правой и левой сторон, достоверных различий обнаружено не было. Установлены популяционные особенности мезиодистальных, вестибуло-оральных и вертикальных размеров зубов для юношей и девушек Украины с ортогнатическим прикусом. Для большинства размеров зубов (за исключением мезиодистального размера второго нижнего премоляра) установлены достоверные различия (большие размеры у юношей).     The Role of Taurida Governors in Processes of the Emigration of the Crimean Tatars

    The article examines the role of local administration of Taurida province in the process of emigration of the Crimean Tatars in the second half of the 19th — early 20th century. It is noted that this problem has not adequately been addressed in historiography. The article explores the reasons which forced the Crimean Tatars to leave their motherland. The author shows the position of the tsarist government regarding the emigration processes taking place in the Crimea. Contrary to the notion of a number of scholars, the author proves that the Taurida governors did not contribute to the Tatars’ departure, but attempted at restricting it as far as their authority was concerned. The article pays special attention to the measures adopted by the governors in different spheres of life, which aimed at preventing the Tatars from emigrating from the Crimea. Thus, the activity of the Taurida governor G. V. Zhukovsky, who did his utmost striving to limit mass migration of the Tatar population abroad in 1860, is examined in detail. It is shown that one of the problems causing the Tatars’ emigration was their weak integration into the Russian society. The administration of the Taurida province looked upon establishing secular educational institutions for the Crimean Tatars and their studying the Russian language as a possible solution to the problem. It is noted that one of the destabilizing factors in the region was poor socio-economic situation of the Crimean Tatars. It was not possible for the Taurida governors to solve this problem on their own, but in their reports and correspondence with the government officials they did not only stress the necessity of addressing this urgent issue, but also suggested ways to resolve it. The article analyses the difficulties faced by the leaders of the province in the implementation of the policy. In particular, it is shown that the Imperial government did not always support the governors’ initiatives while local officials abused their power taking advantage of the difficulties experienced by the Crimean Tatars

    In 2007, the world reached a pivotal moment in the ongoing process of urbanization, with the global urban population surpassing the rural population for the first time. Africa is the only continent where this process has not yet been completed. According to UN projections, it is expected to occur no earlier than the second third of the 21st century. Africa, however, is very diverse in this regard: in some countries, the majority of the population has long been urban, while in others, most of the population are still living in rural areas.“Anyone can define what a city is, except an urbanist”—this statement applies to Africa as well. The lack of consistent statistical criteria for defining cities and urban lifestyles makes it difficult to compare urban development indicators across countries. Nevertheless, using both national and international conceptual frameworks, the contributors to this special issue of R-Economy will examine the reasons behind the slow pace of urbanization in Africa and assess the role of the continent's cities in its socio-economic development.In his paper, “Luxury or Necessity? The Dynamics of Urbanization in Sub-Saharan Africa,” Suleiman Onimisi Mamman employs long time-series data from 1996 to 2022 to statistically assess the significance of various factors and conditions influencing urban development in sub-Saharan African countries. Drawing on E. Lee's theory, the author concludes that migration from rural areas to cities in Africa is primarily driven by individuals’ desire to access a wider range of services than those available in rural areas, including both social services (such as education and healthcare) and those related to the services sector (like housing and utilities).In their study “Digital education index in cities of Africa,” Victoria Akberdina and Maxim Vlasov assess the relationship between digital higher education as a key component of human capital and the urban and economic development of African countries. The findings did not support the initial hypothesis that the number of universities is directly related to the number of people with higher education and the proportion of digital technology users in cities. However, the study convincingly demonstrated that digital education serves as an effective mechanism for the formation and development of human capital.Ruslan Dmitriev, Stanislav Gorokhov, and Maksim Agafoshin, in their paper “From the “isolated states” to the central place system(s): water supply of the cities in modern Libya,” examine the development of the water supply system for urban settlements and agricultural enterprises in the country through the lens of J.-G. von Thünen's theory of the isolated state and W. Christaller's central place theory. The authors conclude that the “Great Man-Made River” system in Libya, in its current form, demonstrates a relatively high degree of spatial resilience. They argue that the decision made by M. Gaddafi's government to integrate previously separate water supply systems for urban areas was a sensible one.In the paper “Analyzing the District Performance Assessment Tool in Local Governments in Ghana,” John V. Mensah, Anthony E. Aikins, and David W. Essaw shift the focus from the population as the recipient of services to local government representatives as the providers. Through a qualitative analysis of survey data from the Central Region of Ghana, the authors show that enhancing the quality of services delivered at the local community level is achievable only through a comprehensive methodological approach.James O. Abugu, Fidelis U. Amahi, Johnson I. Okoh, Oyakhiromhe B. Agbadua, Emmanuel S. Udo, and Ifeanyi Onyemere in their paper “Income-level analysis of money demand stability in Sub-Saharan Africa using cross-sectional ARDL” use data from 1999 to 2023 to assess the economic stability of countries in this region. The authors conclude that on the regional level, there is a need for a unified monetary policy as well as for a single currency to stimulate economic growth and reduce regional disparities.In modern Western cities, disparities are largely mitigated—or, in theory, should be—creating unique “melting pots.” In contrast, the urban environment in Eastern cities does not inherently “free”[1] its residents. Those who migrate from rural areas often retain their positions within existing ethnic and clan structures at both local and regional levels, as well as significant aspects of rural life. This dynamic contributes to the phenomenon of false urbanization and other negative accompanying processes.In many respects, Eastern cities evolve according to principles that are not always comparable to those of Western cities. Given this context, the experiences of African countries in regulating urban processes are particularly noteworthy.     Vitreous Chalcogenide Semiconductors for Gas Sensing Application

    ABSTRACTReport presents results of research aimed the investigation of possibility to use such chalcogenide materials as vitreous As2S3, As2Se3 and their solid solutions for gas sensors applications. For a long time these materials were well-known as materials mostly used for optical information registration. Developed approach allows to widening the sphere of application of given materials and create new class of gas sensitive devices.Thin film gas sensitive elements on the base of solid solutions of (As2S3)x-(As2Se3)1−x (where x=0; 0.3; 0.5; 0.7 and 1.0) were obtained by means of the thermal evaporation under vacuum conditions 10−5 Torr. Thin films can be deposited on both hard and flexible substrate. Formed films had specific resistance on the level 1010–1014 Ohm.cm (on dependence on composition) at the thickness of 1–2 μm.It was established that CGS thin films possess gas sensitivity S, determined as S=(Ggas-Gait)/Gair, on the level 2–3 relative units for CO and 7–8 for hydrogen at the 100 ppm concentration levels of both gases in atmosphere already at the room temperature that allows to excluding the heater from the gas sensor construction decreasing through that both manufacturing and operational cost.It is concluded that chalcogenide semiconductor materials can be considered as perspective materials for gas sensor application, including space exploration application.</jats:p

    The publication introduces unknown archival materials related to the writing of the book by Vladimir Savelyevich Woytinsky (1885–1960) “Market and prices” (1906). The name of V. S. Woytinsky, graduate of the Saint Petersburg University, is well-known in the world. He was one of the pioneers in the formation of economic and mathematical sciences in the Russian political economy. Published materials allow us to understand some aspects of the appearance of the book, and the impact that B. V. Reitz has had on the author. Refs 30

    Theoretical description of pressure-induced phase transitions: a case study of Ti-V alloys

    We discuss theoretical description of pressure-induced phase transitions by means of first-principles calculations in the framework of density functional theory. We illustrate applications of theoretical tools that allow one to take into account configurational and vibrational disorders, considering Ti-V alloys as a model system. The universality of the first-principles theory allows us to apply it in studies of different phenomena that occur in the Ti-V system upon compression. Besides the transitions between different crystal structures, we discuss isostructural transitions in bcc Ti-V alloys.
