Responsible Conduct in the Global Research Enterprise: A Policy Report
Get PDFForging an international consensus on responsible conduct in the global research enterprise. A global research enterprise is emerging, with enormous benefit to economic and social well-being. Today throughout the world, millions more scientists and engineers are working than there were just two decades ago. Many countries are now investing substantial sums in scientific, engineering, medical, social science and other scholarly research. Multinational research teams are on the increase. In this new global context, shared scientific core values and norms are important for both the research community and the broader public. Yet significant differences among countries have been revealed in the definitions of and approaches to the conduct of responsible research. These urgent issues are being addressed by the world’s national scientific academies through their representative international organizations, the InterAcademy Council (IAC) and the IAP - the global network of science academies. This report, sponsored by IAC and IAP, represents the first joint effort by the scientific academies to provide clarity and advice in forging an international consensus on responsible conduct in the global research enterprise. It acknowledges and draws on information and recommendations from the many national and international organizations that have issued guidelines and statements on the basic responsibilities and obligations of researchers

These are extraordinary times and there is much to be done to collect, validate and use evidence: both to improve preparedness and responsiveness now and to improve our governance systems for the future. Research has already achieved a great deal: in identifying the virus, beginning to understand its epidemiology, characterising its clinical course, and providing the information to accelerate the development of new interventions - diagnostics, therapeutics and vaccines - although this will still take time. How should we make better and faster use of research and its outputs for our collective benefit, that is, the global public good? This Global Call from IAP emphasises the vital importance of doing more now to act collectively: effort on the global scale is essential to mitigate the spread of coronavirus in all territories

Wie von der chinesischen Akademie der Wissenschaften dargestellt, ist „die Wissenschaft ein gemeinsames Gut der Menschheit und steht in ihren Diensten“ (CAS, 2007). In ähnlicher Weise wurde auf dem Budapester World Science Forum (2011) festgehalten, dass „die Welt, mehr als jemals zuvor, von der Wissenschaft geprägt wird“. Ein wahrhaft globaler Forschungsbetrieb befindet sich in der Entstehung. Es arbeiten mehr Forscher als jemals zuvor in der Menschheitsgeschichte und es wird mehr Forschungsarbeit geleistet. Außerdem überschreiten mehr Forscher für ihre Ausbildung und weitere Laufbahn nationale Grenzen und ein wachsender Anteil der Forschertätigkeit umfasst internationale Kooperationen. Diese weltweite Forschungstätigkeit erfordert, dass sich die universellen wissenschaftlichen Werte in globalen Verhaltensstandards widerspiegeln, die alle verstehen und einhalten. Die Menschheit braucht mehr denn je neues Wissen, um ihre Probleme zu lösen und vertraut darauf, dass die Forschung dieses Wissen generiert. Um dieses Vertrauen zu bewahren, muss jeder, der in der Forschung tätig ist, das Notwendige tun, um die Integrität der Forschung zu gewährleisten. Verantwortungsvolles Verhalten im weltweiten Forschungsbetrieb ist ein leicht zugänglicher, praktischer und ganzheitlicher Leitfaden zum verantwortungsvollen Verhalten in der Forschung. Er reflektiert mehrere bedeutende Entwicklungen, die die Forschung seit einiger Zeit verändern
