    Pemanfaatan Media Sosial dan Peran Kelembagaan Penyuluhan dalam Peningkatan Kompetensi Penyuluh Pertanian

    Di era globalisasi sumber daya manusia (SDM) khususnya penyuluh akan mengalami tantangan dan dinamika yang semakin kompleks seiring dengan kemajuan teknologi informasi dan komunikasi (TIK). Otonomi daerah dan sejak diberlakukannya Undang-Undang Nomor 23 Tahun 2014 tentang pemerintahan daerah menimbulkan keragaman penafsiran dan pelaksanaan penyuluhan di daerah-daerah, hal ini membuat kelembagaan penyuluhan cenderung terabaikan dan melemah yang mengakibatkan peran penyuluh tidak optimal. Di sisi lain berbagai macam media informasi yang ada masa kini, salah satunya media sosial yang perkembangannya cukup pesat berpotensi untuk dimanfaatkan penyuluh sebagai sumber belajar dan media informasi pertanian. Penyuluh dapat menjadikan media sosial sebagai media belajar tanpa harus bergantung pada pendidikan formal, pelatihan, dan media konvensional. Penelitian bertujuan untuk (1) menganalisis karakteristik penyuluh, dukungan lembaga, pemanfaatan media sosial, peran kelembagaan penyuluhan dan kompetensi penyuluh pertanian, (2) menganalisis pengaruh karakteristik penyuluh dan dukungan lembaga terhadap pemanfaatan media sosial, (3) menganalisis pengaruh karakteristik penyuluh dan dukungan lembaga, pemanfaatan media sosial terhadap peran kelembagaan penyuluhan, (4) menganalisis pengaruh karakteristik penyuluh, dukungan lembaga, pemanfaatan media sosial dan peran kelembagaan penyuluhan terhadap kompetensi penyuluh pertanian, (5) merumuskan strategi yang efektif untuk meningkatkan kompetensi penyuluh pertanian. Rancangan penelitian yang dipilih adalah kombinasi antara penelitian deskriptif (descriptive research) dengan penelitian eksplanatori (explanatory research. Penelitian dilaksanakan dengan menggunakan metode sensus, yaitu seluruh penyuluh yang berada di Provinsi Kepulauan Riau yang berjumlah 90 orang yang tersebar di dua kota yakni Tanjungpinang dan Batam, dan lima kabupaten yakni Bintan, Karimun, Lingga, Natuna, dan Kepulauan Anambas. Pengumpulan data dilakukan mulai bulan Juni sampai Oktober 2019. Teknik pengumpulan data melalui wawancara berkuesioner, wawancara mendalam dan pengamatan (observasi). Analisis data dalam penelitian meliputi: (1) analisis deskriptif berupa distribusi frekuensi, persentase dan rataan skor dengan bantuan Microsoft Excel dan program SPSS (Statistical Product and Service Solution) versi 20.0); (2) analisis inferensial dengan PLS (Partial Least Square) dengan bantuan aplikasi SmartPLS 3.0. Hasil penelitian menunjukkan bahwa karakteristik penyuluh meliputi umur dalam kategori dewasa awal (29-38 tahun), pendidikan dalam kategori sarjana, pengalaman sebagai penyuluh sebagian besar satu sampai tujuh tahun, dan kosmopolitan dalam kategori sedang. Dukungan lembaga meliputi BPTP dan kelompok tani dalam kategori sedang, sedangkan Pemda dan perusahaan agribisnis dalam kategori rendah dan sangat rendah. Pemanfaatan media sosial meliputi whatsapp dalam kategori tinggi, facebook dan youtube dalam kategori sedang, sedangkan instagram dalam kategori rendah. Peran kelembagaan penyuluhan meliputi penyelenggaraan Diklat penyuluh dan pengorganisasian penyuluh dalam kategori rendah, sedangkan penyedia media belajar, dan penyedia prasarana dan sarana dalam kategori sangat rendah. Kompetensi penyuluh pertanian meliputi kemampuan berpikir kritis, kemampuan kreatif inovatif, kemampuan pemecahan masalah, kemampuan berkomunikasi dan kemampuan membangun kolaborasi semuanya berada pada kategori rendah. Karakteristik penyuluh dan dukungan lembaga berpengaruh nyata terhadap Pemanfaatan media sosial. Dukungan lembaga dan pemanfaatan media sosial berpengaruh nyata terhadap peran kelembagaan penyuluhan, sedangkan karakteristik penyuluh tidak berpengaruh terhadap peran kelembagaan penyuluhan. Karakteristik penyuluh, dukungan lembaga, pemanfaatan media sosial dan peran kelembagaan penyuluhan berpengaruh secara langsung terhadap kompetensi penyuluh. Karakteristik penyuluh juga berpengaruh secara tidak langsung terhadap kompetensi penyuluh yaitu melalui pemanfaaatan media sosial, sedangkan dukungan lembaga berpengaruh tidak langsung terhadap kompetensi penyuluh yaitu melalui pemanfaatan media sosial dan peran kelembagaan penyuluhan. Strategi peningkatan kompetensi penyuluh pertanian dapat dilakukan dengan cara: (a) meningkatkan intensitas pemanfaatan media sosial yang ditempuh melalui pemanfaatan facebook, whatsapp, dan youtube yang dilakukan dengan sadar atas manfaat dan kebutuhan informasi pertanian, serta diperkuat dengan dukungan karakteristik penyuluh seperti peningkatan pengalaman penyuluh, dan sikap kosmopolitan, termasuk juga adanya dukungan lembaga terkait seperti BPTP, Pemda, Kelompok Tani, dan perusahaan agribisnis; (b) penguatan lembaga pendukung yang dapat dilakukan dengan meningkatkan dukungan BPTP, Pemda, kelompok tani, dan perusahaan agribisnis; (c) penguatan karakteristik penyuluh dengan menambah pengalaman penyuluh dan meningkatkan sikap kosmopolit. Karakteristik penyuluh juga dapat berkontribusi terhadap kompetensi penyuluh pertanian melalui intensitas pemanfaaatan media sosial; (d) meningkatkan peran kelembagaan penyuluhan melalui upaya peningkatan intensitas penyelenggaraan Diklat penyuluh, memperkuat pengorganisasian penyuluh, meningkatkan fasilitasi media belajar, dan fasilitasi prasarana dan sarana. Dalam upaya peningkatan peran kelembagaan penyuluhan harus ada keterlibatan lembaga terkait seperti BPTP, Pemda, kelompok tani, dan perusahaan agribisnis untuk bekerjasama memberikan dukungan terhadap peran kelembagaan penyuluhan sehingga dapat berkontribusi terhadap peningkatan kompetensi penyuluh pertanian

    Going Beyond Counting First Authors in Author Co-citation Analysis

    The present study examines one of the fundamental aspects of author co-citation analysis (ACA) - the way co-citation counts are defined. Co-citation counting provides the data on which all subsequent statistical analyses and mappings are based, and we compare ACA results based on two different types of co-citation counting - the traditional type that only counts the first one among a cited work's authors on the one hand and a non-traditional type that takes into account the first 5 authors of a cited work on the other hand. Results indicate that the picture produced through this non-traditional author co-citation counting contains more coherent author groups and is therefore considerably clearer. However, this picture represents fewer specialties in the research field being studied than that produced through the traditional first-author co-citation counting when the same number of top-ranked authors is selected and analyzed.     “Variations on the Author” discusses two of Eduardo Coutinho’s recent films (Um Dia na Vida, from 2010, and Últimas Conversas, posthumously released in 2015) and their contribution to the general question of documentary authorship. The director’s filmography is characterized by a consistent yet self-effacing form of authorial self-inscription: Coutinho often features as an interviewer that rather than express opinions propels discourses; an interviewer that is good at listening. This mode of self-inscription characterizes him as an author who is not expressive but who is nonetheless markedly present on the screen. In Um Dia na Vida, however, Coutinho is completely absent form the image, while Últimas Conversas, on the contrary, includes a confessional prologue that moves the director from the margins to the center of his films. This article examines the ways in which these works stand out in the filmography of a director who offers new insights into the notion of cinematic authorship

    Appropriate Similarity Measures for Author Cocitation Analysis

    We provide a number of new insights into the methodological discussion about author cocitation analysis. We first argue that the use of the Pearson correlation for measuring the similarity between authors’ cocitation profiles is not very satisfactory. We then discuss what kind of similarity measures may be used as an alternative to the Pearson correlation. We consider three similarity measures in particular. One is the well-known cosine. The other two similarity measures have not been used before in the bibliometric literature.     Dispelling the Myths Behind First-author Citation Counts

    We conducted a full-scale evaluative citation analysis study of scholars in the XML research field to explore just how different from each other author rankings resulting from different citation counting methods actually are, and to demonstrate the capability of emerging data and tools on the Web in supporting more realistic citation counting methods. Our results contest some common arguments for the continued use of first-author citation counts in the evaluation of scholars, such as high correlations between author rankings by first-author citation counts and other citation counting methods, and high costs of using more realistic citation counting methods that are not well-supported by the ISI databases. It is argued that increasingly available digital full text research papers make it possible for citation analysis studies to go beyond what the ISI databases have directly supported and to employ more sophisticated methods

    We have done our best to complete the author checklist relating to the use of animals in the hut study. Note that the objective for the hut study was to evaluate the IRS treatment applications for residual efficacy against Anopheles mosquitoes, including the local An. coluzzii mosquito population. Cows were only used to attract mosquitoes into the huts and no tests were carried out directly on the cows. The author checklist is intended for use with studies where experiments are carried out on animals, which is why we have had such difficulty in completing this for the hut study, as many of the questions do not relate to how the cows were used
