Il nuovo corso di Deng Xiaoping e la 'questione di Hong Kong'
The article analyses the diplomatic negotiations that London and Peking started in the early 1980s to discuss the future of Hong Kong and the conditions for its return to the motherland. In particular, it highlights the initial diverging positions of the two parties and how the main protagonists (the British Prime Minister Margaret Thatcher and the Chinese paramount leader Deng Xiaoping) played a crucial role in reaching an agreement. The first of the article’s three parts focuses on the adjustments imposed on Chinese foreign policy by Deng Xiaoping’s new leadership in the late 1970s. The second part is specifically devoted to the negotiations, started and closed by Margaret Thatcher’s visits to Peking in September 1982 and December 1984, respectively. The third part sheds light on the personality of both protagonists, who played a fundamental role in determining the outcome of the negotiations

Examination policies and practices: a comparative study in China, Taiwan, Hong Kong and Macao
Public examinations are frequent and are defended as being useful in indicating the levels of achievement expected for all, strengthening achievement motivation, and as a tool of the meritocratic selection mechanism for limiting resources. However, some teachers and many parents have complained about the pressure exerted by the all-important selection examinations, and the reliabilities and validities of examinations. These controversies about the examination policies and practices cannot be understood without reference to people's values and to political factors. They are influenced by people’s views of their society, of the purposes of examination, the availability of resources and who controls those resources. In order to better understand the formulation of examination policies and practices in a society, I try to compare and analyse the examination policies and practices adopted in China, Taiwan, Hong Kong and Macao with the four main issues in mind: (1) Why have examinations become progressively more prominent in educational system? (2) What are the major variations in examination policies and practices in China, Taiwan, Hong Kong and Macao? (3) How can these variations be explained? (4) What will be the future development of examination policies and practices in China, Taiwan, Hong Kong and Macao? It is suggested that the formulation of the examination policies and practices in these four places is socially constructed and is a product of ideological struggle, conflict and compromise among different stakeholders in the communities. In this thesis, after careful consideration of the historical, political, educational, socio-economic and cultural variables in these four places, a new assessment model has been devised. This multi-modal approach to assessment is believed to be able to 'bring out the best' in children. This new model can be used as a reference by different governments to make more effective assessment on their children

The shape of Hong Kong’s legal future is slowly coming into view following ratification in March, 1989 of the Basic Law of the Hong Kong Special Administrative Region of the Peoples Republic of China (hereinafter Basic Law) by the National People’s Congress. Two recent books map out areas of conflict projected for the post- 1997 period, when China and Hong Kong become in the words of Deng Xiaoping “one country, two systems.”1 Both books, written in the more hopeful climate just prior to June 1989, suggest important areas for legal reform in the transition period

Stock Market Integration Between the Hong Kong SAR and the People's Republic of China - the Use of a Revised 'H' Share Model and Enhanced Institutional Support
PhDBilateral, multilateral and regional linkages between stock exchanges generate
increased sources of funds, investor return and product choice. Such
associations can also lower transaction costs in both initial listing and
subsequent trading, increase liquidity more generally in the secondary market
and enhance investor protection and confidence in the stability and reputation
of the market and the status of companies listed on the market. This thesis
argues that the integration of the stock markets between The Special
Administrative Region of Hong Kong ("Hong Kong") and the People's
Republic of China (CTRC) is therefore a desirable objective and investigates
how a more successful and substantial degree of integration could be achieved
in this area.
Integration, in particular, requires harmonization of laws and regulations. In
1993,H shares issued by PRC companies were first allowed to cross-list on the
Hong Kong Stock Exchange. This listing was made possible by the
introduction of a new set of legal and operational rules promulgated in both the
PRC and Hong Kong.
This thesis expounds four models of integration, the H Share Model, the
System Harmonization Model, the Mixed Harmonization and Mutual
Recognition Model, and the Full Harmonization Model and argues that H share
regulations are an effective way to further integration despite problems
inherited from the PRC's 'pre-open door' policy.
In considering other potential models, the European Union and the United
States capital market are also considered as potential models for further
integration of the PRC and Hong Kong stock markets despite the inherent
limitations of the latter model.
It is also proposed that enhanced institutional support can be used as an
effective means of accelerating the integration process. Investigating both the
feasibility and possible implementation of market integration within an
appropriate institutional framework ensures an autonomous, legal and
independent environment separate from the political realm
