How (not) to talk about technology::International Relations and the question of agency
Get PDFIn advances in both physical and digital aspects of technology have led to the development of powerful new technologies such as so-called Autonomous Weapons Systems, algorithmic software tools for counterterrorism and security, or “smart” CCTV surveillance. International Relations (IR) answers to “the question concerning technology,” to borrow from M. Heidegger’s seminal essay, have come with quite a degree of variance, depending on assumptions about the essence of the international system, the possibilities and conditions for change or stability, and the general relationship between technology, politics, and society. In IR, agency has been most prominently discussed as part of the “agent-structure problem”. Starting from the question whether human agency or the social structure within which it is embedded determines international action, debates about agency have mostly been concerned with how to situate agency and structure vis-à-vis each other, as well as vis-a-vis monocausal structuralist or intentionalist theories
A fortran 90 program for the generalized order-restricted information criterion
Get PDFThe generalized order-restricted information criterion (GORIC) is a generalization of the Akaike information criterion such that it can evaluate hypotheses that take on specific, but widely applicable, forms (namely, closed convex cones) for multivariate normal linear models. It can examine the traditional hypotheses H0: β1,1 = = βt,k and Hu: β1,1,..., βt,k and hypotheses containing simple order restrictions Hm: β1,1 ≥... ≥ βt,k, where any "≥" may be replaced by "=" and m is the model/hypothesis index; with βh,j the parameter for the h-th dependent variable and the j-th predictor in a t-variate regression model with k predictors (which might include the intercept). But, the GORIC can also be applied to restrictions of the form Hm: R1β = r1; R2β ≥ r2, with β a vector of length tk, R1 a cm1 × tk matrix,r1 a vector of length cm1, R2 a cm2 × tk matrix, and r2 a vector of length cm2. It should be noted that [R1T, R2T]T should be of full rank when [R1T, R2T]T ≠ 0. In practice, this implies that one cannot examine range restrictions (e.g., 0 < β1,1 < 2 or β1,2 < β1,1 < 2β1,2) with the GORIC. A Fortran 90 program is presented, which enables researchers to compute the GORIC for hypotheses in the context of multivariate regression models. It is important to do transversal analyses, to move outside of the laboratory. An ethics which inscribes particular universal rights in the technology design does not only decontextualize the subjects of technologies, but it imagines a universal and non-situated subject of technology. The chapter develops in Science and Technology Studies (STS) and New Materialism and the turn towards these literatures in International Relations (IR), and to study the question of agency more specifically with regard to IR and technology

Get PDFWe conducted a full-scale evaluative citation analysis study of scholars in the XML research field to explore just how different from each other author rankings resulting from different citation counting methods actually are, and to demonstrate the capability of emerging data and tools on the Web in supporting more realistic citation counting methods. Our results contest some common arguments for the continued
use of first-author citation counts in the evaluation of scholars, such as high correlations between author rankings by first-author citation counts and other citation
counting methods, and high costs of using more realistic citation counting methods that are not well-supported by the ISI databases. It is argued that increasingly available digital full text research papers make it possible for citation analysis studies to go beyond what the ISI databases have directly supported and to employ more
