"Bring on the good life" or is it just "good work"? - An analysis of concepts of "work" in the United Service Union of Germany (ver.di)
In dieser Inauguraldissertation untersucht die Autorin Arbeitsbegriffe der Dienstleistungsgewerkschaft ver.di. Im Zentrum stehen gewerkschaftliche Projekte, die sich an der Lebenswelt der Beschäftigten orientieren: Die Beschäftigtenbefragung und das Organizing. Die Dissertation geht der Frage nach, welche Bild von Arbeit in diesen beschäftigtenorientierten Instrumenten von ver.di steckt und ob dieses Bild von Arbeit auch Platz lässt für das "restliche" Leben.
Die Arbeit orientiert sich an feministischen Strängen der Arbeits- und Gewerkschaftsforschung. Mit Loreys Konzept der Prekarität und der Leitidee der Soziabilität, wie sie im GendA-Kolleg in Marburg entwickelt wurde, werden Dokumente und Interviews analysiert. Dabei wird aufgezeigt, wo die Lebenswelt der Beschäftigten keinen Eingang in Kampagnen gefunden haben und wie dies mit der Form der Erwerbstätigkeit als lose oder eng personenbezogene Dienstleistung zusammenhängt.In this thesis the author analyses the constructs of "work" of the German Service Union ver.di. In the centre of the analysis are campaigns of the union that ought to be orientated on the lives of the employees: The employee survey and the organizing. The author asks which pictures of work the union paints in this campaigns. And if there still is enough space for the "rest" of the life.
The thesis works with feminist theories of the work- and union studies. With the concept of precarity, as developed by Lorey and the guiding principle of "Soziabilität" as developed by the GendA-Kolleg in Marburg, documents and interviews are analysed. The thesis shows where the reality of the employees could not be included in the union's campaigns. Furthermore it shows how this is connected to the kind of work the employees pursue, as loose or tight forms of personal service
Ethnosexist Common Sense and Gay Politics in the Alternative for Germany
This paper examines the narratives and practices of gay politicians in the far-right party, “Alternative for Germany” (AfD). Based on ethnographic material from two years of fieldwork (2017–2019), the author argues that these men (and a few women) link their narratives to the “ethnosexist” (Dietze 2019) common sense of the field in order to be integrated in the far-right political imaginary. This, however, is a messy process: The field is traversed by conflicting ideological streams, and while some applaud a far-right gay politics, others remain sceptical. Making use of the Gramscian notion of “common sense”, this paper aims at making sense of the ways in which these ideological streams are entangled and to what extent these actors’ strategies are successful. Going Beyond Counting First Authors in Author Co-citation Analysis
The present study examines one of the fundamental aspects of author co-citation analysis (ACA) - the way co-citation
counts are defined. Co-citation counting provides the data on which all subsequent statistical analyses and mappings
are based, and we compare ACA results based on two different types of co-citation counting - the traditional type that
only counts the first one among a cited work's authors on the one hand and a non-traditional type that takes into
account the first 5 authors of a cited work on the other hand. Results indicate that the picture produced through this non-traditional author co-citation counting contains more coherent author groups and is therefore considerably clearer. However, this picture represents fewer specialties in the research field being studied than that produced through the traditional first-author co-citation counting when the same number of top-ranked authors is selected and analyzed. Implicit Theories in Family Policy: A Comparative Case Study of the Expansion of Municipal Childcare
Einen wesentlichen Wandel hat die Familienpolitik in den vergangenen Jahren durch das sogenannte Kinderförderungsgesetz (KiföG) vollzogen. Dieses Bundesgesetz sieht einen flächendeckenden Ausbau der Kinderbetreuung für unter Dreijährige vor. Die Umsetzung fällt den Kommunen zu, die unterschiedlich mit dieser Herausforderung umgehen. Zentrale These dieser Dissertationsschrift ist, dass die lokalen AkteurInnen der Implementation des Kinderbetreuungsausbaus Gesetze nicht nur ausführen, sondern eigenständig interpretieren. Damit werden die Ideen der lokalen AkteurInnen zum Politikfeld zentral für die Erklärung der Vielfalt der Kinderbetreuung in Deutschland. In der vorliegenden Dissertationsschrift wird die lokale Varianz in der Kinderbetreuungsquote daher als Ausdruck unterschiedlicher Vorstellungen zur Kinderbetreuung analysiert. Die Studie zeigt auf, wie implizite Theorien lokaler AkteurInnen Deutungsmacht über die lokale Kinderbetreuungspolitik entfalten. Hierbei wurde die Bildung eines lokalen Konsens der lokalen AkteurInnen über die impliziten Theorien festgestellt. Entlang dieser impliziten Theorien entwickeln sich in den untersuchten vier Kommunen eigenständige kinderbetreuungspolitische Profile. Diese werden entlang der Leitnerschen Weiterentwicklung der Esping-Andersenschen Familialismus Typologie verortet. Die Studie verdeutlicht, dass lokalspezifische Übersetzungen von einheitlichen überlokalen Vorgaben unterschiedliche lokale (de)familialistische Profile hervorbringen.
Untersucht wurden jeweils zwei ost- und westdeutsche Kommunen. Samplingkriterien waren maximaler Kontrast in der Kinderbetreuungsquote und minimale Kontraste in den Rahmenbedingungen regierende Partei, Pro-Kopf-Einkommen, Verwaltungseinheit und Bevölkerungsdichte der Kommunen. Innerhalb der vier ermittelten CDU-regierten Kommunen wurden in Ost- wie auch in Westdeutschland inhaltsanalytische Interviews mit ausgewählten AkteurInnen der Implementation des KiföG geführt.
Die theoretische Rahmung ist entlang der akteurszentrierten Ideenforschung der Policy-Analyse entwickelt. Mit dem Advocacy-Coalition-Framework von Sabatier ist das Forschungsfeld strukturiert. In Anlehnung an Hofmann (1993) wird in der Analyse der Vergleichskommunen mit dem Konzept der impliziten Theorien gearbeitet. Politik selbst wird als Deutungsentwurf sozialer Wirklichkeit untersucht.
Die Deutungen und Vorstellungen zur Kleinkindbetreuung unterschieden sich zwischen den Kommunen deutlich: Kleinkindbetreuung wird in den Ost-Landkreisen A und B als Selbstverständlichkeit begriffen. Die beiden defamilialistischen Profile unterscheiden sich in den Vorstellungen zur Aufgabe des Staates bei der Bereitstellung von Kinderbetreuung. Als zentral erwies sich die Verarbeitung der teilweise als traumatisch erlebten Wiedervereinigung der beiden deutschen Staaten. Der Landkreis A bewältigt die Wendejahre proaktiv. Die lokalen AkteurInnen heben persönliche Freiheit und Eigenverantwortung für die Gestaltung von Kinderbetreuung hervor. Vielfalt in der Pädagogik ist erwünscht, dementsprechend gibt es eine bunte lokale Trägerlandschaft. Der Landkreis A weist ein liberal familialistisches Profil auf während der Landkreis B ein zentralistisch familialistisches Profil aufweist. Hier wurden die Wendejahre eher reaktiv bewältigt. Der Erhalt des Bestehenden ist zentral. Kinderbetreuung wird unter staatlicher Aufsicht organisiert und der Landkreis ist zentraler Träger von Kindertagesbetreuungseinrichtungen.
Kleinkindbetreuung wird in der westdeutschen Stadt C als Sozialpolitik begriffen. Die sozialpolitische Deutung zielt auf Hilfen für dysfunktionale Familien. Das explizit familialistische Profil trägt die Vorstellung der „normalen Kindheit“ im privaten Schutzraum der Familie. Anders in der Stadt D, in der ein defamilialistisches Profil vorgefunden wurde. Kinderbetreuung wird hier als Wirtschaftspolitik begriffen wird. Die wirtschaftspolitische Deutung von Kinderbetreuung fokussiert auf die frühe Aktivierung von hochqualifizierten Müttern,verbunden mit – im Vergleich zum Bundesdurchschnitt - hohen Gebühren der Betreuungseinrichtungen. Für geringverdienende Eltern stellen diese eine Hürde zur Inanspruchnahme von u3-Kinderbetreuung dar.
Die lokalen Rahmenbedingungen können die lokale Vielfalt trotz einheitlicher Bundesvorgaben durch das KiföG nicht erklären. Insgesamt bestätigt die Studie, dass lokale Ziele der Kinderbetreuung anhand der impliziten Theorien der lokalen AkteurInnen in eigenständige familialistische Profile münden. Die lokale Ebene hat einen erheblichen Einfluss auf die Regulierung von Kinderbetreuung.
Abschließend werden die beschriebenen impliziten Theorien und die sich daraus abgeleiteten lokalen familialistischen Profile entlang des Theorems der doppelten Vergesellschaftung (Regina Becker-Schmidt 1987) bewertet.In recent years, family policy in Germany has undergone a major change as a result of the so-called Child Benefit Act (the Kinderförderungsgesetz, or KiföG). This federal law envisages a nationwide expansion of childcare for those under the age of three. However, the law’s concrete implementation has largely been left to individual municipal administrations, each of which approaches the challenge differently. The central thesis of this doctoral dissertation is that local actors, in their implementation of the childcare law, not only execute but also interpret it differently. Consequently, the ideas, expectations and convictions of local actors assume a central importance in explaining the diversity of childcare across Germany. Ultimately, local variabilities in childcare quotas owe primarily to different ideas about and visions for childcare provision.
The study shows how the implicit theories of local actors assume an interpretive power over local childcare policies, which gives rise to the formation of a consensus among these actors. In the four municipalities studied, independent childcare policy profiles develop in accordance with the predominant implicit theories of local actors. In this study, these ideas are categorised using Leitner’s extension of Esping-Andersen's familial typology. The study demonstrates that local translations of uniform, supra-local policy prescriptions produce a multitude of different, (de)familial approaches.
Two municipalities in the former East Germany and two in the former West Germany were examined. The sampling criteria were; a maximum contrast in the childcare quota and a minimal contrast in the parameters set by the governing party; per capita income; administrative unity and population density. Interviews with selected actors on the implementation of the KiföG were held and then analysed in these four CDU-governed municipalities in western and eastern Germany.
The theoretical framework of the project was developed according to an actor-centred approach to policy analysis, whereby the existing research field is structured around Sabatier’s Advocacy-Coalition-Framework. The analysis draws on Hofmann (1993) to inquire comparatively into the effect of implicit theories on childcare policy in particular communes. Politics itself is defined here as an interpretation of social reality.
There were significant differences between the different municipalities in terms of the predominant interpretations and ideas regarding the care of infants. In the east German districts A and B, infant care was taken largely for granted. But though both districts exhibited a largely de-familial approach to childcare provision, they differed in their expectations around the state’s role in this process. The attempt to deal with the – to some extent traumatic – reunification of the two German states proved to be of critical importance here. District A proactively managed these years of change, with local actors emphasising personal freedom and responsibility in the design of childcare, as well as pedagogic diversity, which enabled for a highly colourful local landscape. But in contrast to this relatively liberal policy, district B took a more centralising approach, exhibiting a broadly reactive (rather than proactive) response to the process of reunification. Childcare here was organised largely by the state, with the district authorities serving as the central drivers of daily childcare facilities.
In the western German city C, the provision of care for infants was understood as a social policy. This socio-political conceptualisation aimed at providing aid for dysfunctional families, an approach underpinned by an explicit familial conception of a “normal childhood” within the protective, private confines of the family. Conversely, in the city of D, a more de-familial profile was in evidence. Childcare was understood here in primarily economic terms, with a clear emphasis on the early activation of well-qualified mothers, combined with high fees for childcare facilities (in comparison to the national average). Such policies represented an obvious hurdle to the use of childcare for the under threes among low-income parents.
Ultimately, and despite uniform federal regulations under the new childcare law, local conditions alone were insufficient to explain the high degree of diversity across the municipalities examined here. Overall, the study confirms that the implicit theories of local actors underpin and give rise to relatively independent childcare policies, and that this dimension has a significant impact on the regulation of childcare.
Finally, this study evaluates the implicit theories outlined and defined here, and the local familial policies they resulted in, according to the theory of double socialization (Regina Becker-Schmidt 1987)

Variations on the Author
“Variations on the Author” discusses two of Eduardo Coutinho’s recent films (Um Dia na Vida, from 2010, and Últimas Conversas, posthumously released in 2015) and their contribution to the general question of documentary authorship. The director’s filmography is characterized by a consistent yet self-effacing form of authorial self-inscription: Coutinho often features as an interviewer that rather than express opinions propels discourses; an interviewer that is good at listening. This mode of self-inscription characterizes him as an author who is not expressive but who is nonetheless markedly present on the screen. In Um Dia na Vida, however, Coutinho is completely absent form the image, while Últimas Conversas, on the contrary, includes a confessional prologue that moves the director from the margins to the center of his films. This article examines the ways in which these works stand out in the filmography of a director who offers new insights into the notion of cinematic authorship
Appropriate Similarity Measures for Author Cocitation Analysis
We provide a number of new insights into the methodological discussion about author cocitation analysis. We first argue that the use of the Pearson correlation for measuring the similarity between authors’ cocitation profiles is not very satisfactory. We then discuss what kind of similarity measures may be used as an alternative to the Pearson correlation. We consider three similarity measures in particular. One is the well-known cosine. The other two similarity measures have not been used before in the bibliometric literature.
