Helvetas Horticulture System

As part of their “Food Security and Nutrition” undertaking, HELVETAS is focusing on basic human needs such as clean drinking water, food, education, and peace. Specifically with the help of this bachelor thesis, HELVETAS tries to streamline their support for local Nepali farmers that live far away from larger cities or villages and therefore have no access to agricultural assistance.
The main idea behind the “HELVETAS Horticulture System” is the distribution of Android phones to local farmers and the creation of a ticketing system that allows these farmers to receive help online without the need of an expert actually visiting the remote villages. This approach not only saves precious time but also allows HELVETAS to dispatch their resources appropriately and effectively. The system brings great analytical benefits as well. HELVETAS analysts are able to use the collected data for situation assessments and may detect recurring problems, such as a spreading pest infestation in a specific area.
While the system is first and foremost being developed for horticulture application under Open Source GPL3 terms, the core follows a strictly generic approach which allows the system domain to be expanded to different areas such as health care.
Within the boundaries of this bachelor thesis lie the following key tasks:
• In-depth analysis of the problem and tasks at hand.
• Establishment of concepts and appropriate solutions.
• Development of a system prototype for further development by HELVETAS.
• Extensive documentation of code, system administration and system usage.
In this document, the problem specifics, requirements, key tasks, and established solutions and conclusions will be described in detail. The thesis aims to explain concepts and system architecture in a way that is understandable and straightforward, so that the system may be continuously developed by HELVETAS software developers in the near future

El ensayo analiza las relaciones de poder en el contexto de la cooperación internacional, a partir del caso concreto de Helvetas (Asociación Suiza para la Cooperación y el Desarrollo) en uno de los más ocultos países latinoamericanos: Paraguay. La existencia de Helvetas-Paraguay abarca treinta y cinco años y recorre distintos períodos de la nación que mantuvo la más dilatada dictadura militar del continente (Stroessner dejó el poder en 1989), sucedida por una democracia problemática e incipiente incluso veinte años después. La tesis centra su interés en la labor de Helvetas a lo largo de los años noventa del pasado siglo, década en que la ONG tuvo que reinventarse para responder a los retos de la «transición» política y social paraguaya del post-estronismo.
A una introducción que sitúa la organización suiza en el medio local y regional, sigue el estudio de sus dos mayores emprendimientos de entonces: el Proyecto Postcosecha Paraguay (PCP) y el Proyecto de Puesta en Valor del Monumento Científico Moisés Bertoni (PMB), todo ello por medio del estudio de los archivos de la organización, tratando de reconstruir narrativamente su labor en los noventa. En dicha narración quedan patentes los sueños e ideales, las fisuras e imposibilidades resultantes de complejas tramas de poder, que pueden resumirse en cuatro frentes: 1) El de la ligazón de Helvetas-Paraguay con su mayor contraparte aliada: el propio estado paraguayo. 2) Los conflictos existentes en el seno mismo de dicho estado, en época de transformación y reconversión democrática. 3) Las luchas del lado suizo, con sus distintas nacionalidades y mentalidades (alemana, francesa e italiana) y sus respectivas ideas a nivel planetario para Helvetas. 4) En fin, y como resultado inmediato pero peculiar, específico, de la anterior dicotomía, el pulso entre la filial paraguaya de Helvetas y la central en Zürich, a menudo enfrentadas con motivo del papel que la cooperación suiza debía jugar en la América Latina
