    Turbulent plane Couette flow with wall-transpiration

    In the present abstract, DNS results obtained for turbulent plane Couette flow with wall-normal transpiration velocity are presented. Important equations valid in such a flow are derived, describing the total shear stress and the relation between the friction velocities at the lower and upper wall. These expressions are of importance, as there are neither experimental nor DNS data to compare with. Equally important, we derive a center region and a viscous sublayer velocity scaling for the suction wall, which were both validated using the DNS data

    Met het initiatiefwetsvoorstel van Ellemeet en Segers wordt beoogd discriminatie als algemene strafmaximumverhogende omstandigheid in het Wetboek van Strafrecht op te nemen. Daarmee moeten hate crimes zwaarder bestraft kunnen worden. Zij stellen voor om strafbare feiten waarbij discriminatie als motief heeft gespeeld in de wet aan te duiden met het ‘discriminatoir oogmerk’. Deze bijdrage is gericht op de vraag in hoeverre voor de betekenis van het discriminatoir oogmerk aansluiting kan worden gezocht bij het bestanddeel ‘met het oogmerk’ zoals dat thans elders door de wetgever is gehanteerd

Fyodorov Eye Microsurgery Federal State Institution, Volgograd branch,&nbsp;Volgograd, Russian Federation Glaucoma is still one of the leading causes of the blindness and low vision. According to the World Health Organization, an estimated number of glaucoma patients is 60.5 to 105 million and is growing steadily. In many highly developed countries, glaucoma accounts for 13–28% of blindness. High intraocular pressure (IOP) is the most important risk factor for glaucomatous optic neuropathy and low vision in primary open-angle glaucoma (POAG). It was demonstrated that IOP lowering to the individual tolerant level in POAG preserves vision for a long time. The paper discusses potential adoption of of the software for the calculation of tolerant IOP in POAG. Tolerant IOP calculations will help to adjust treatment in time to achieve individual IOP normal ranges, to predict glaucoma stabilization or progression as well glaucoma progression rate. The algorithm of treatment strategy for POAG is described.     On 25 April 2018, the Dutch House of Representatives put questions to the Minister of Justice and Security on whether aggravating circumstances in acts of violence with a racist, anti-Semitic, or homophobic motive, should be included in the law. In response, the Minister proposed having comparative research conducted on the presence and application of the discriminatory motive in the criminal justice system of other countries. The research provides an answer to the following question: In what way is discrimination in certain Member States of the European Union considered as a circumstance that contributes to sentencing, and what benefits and problems does this give rise to in practice?To provide an insight into the context within which the EU Member States operate, Chapter 2 sets out the contours of the international framework. This framework is significant in relation to the impact of international law and international mechanisms on the development of antidiscrimination law in the countries we studied, in so far as this concerns discrimination as a circumstance that affects sentencing. The study continues by looking at five countries: France, Belgium, Italy, Germany, and Ireland.Op 25 april 2018 werden vanuit de Tweede Kamer vragen gesteld aan de Minister van Justitie en Veiligheid over het al dan niet in de wet opnemen van strafverzwarende omstandigheden bij geweld met een racistisch, antisemitisch of homofoob oogmerk. In zijn reactie stelt de minister voor rechtsvergelijkend onderzoek te laten verrichten naar het bestaan en gebruik van een discriminatoir motief in de strafrechtspleging van andere landen. In dit onderzoek wordt de volgende onderzoeksvraag beantwoord: Op welke wijze wordt in enkele andere lidstaten van de Europese Unie discriminatie als strafbeïnvloedende omstandigheid betrokken bij de straftoemeting en tot welke voor- en nadelen leidt dat in de (rechts)praktijk? Om inzicht te bieden in de context waarbinnen de EU-lidstaten functioneren, is allereerst het internationaal kader geschetst. Dat kader is mede van belang gelet op de invloed van het internationaal recht en internationale mechanismen op de vormgeving van het recht in de onderzochte landen, voor zover het discriminatie als strafbeïnvloedende omstandigheid betreft. Vervolgens richt het onderzoek zich op vijf landen: Frankrijk, België, Italië, Duitsland en Ierland. Het andere deelonderzoek betreft cijfers en praktijkervaringen (zie link hiernaast)
