Pensamento e Violência Política no Brasil: uma reflexão a partir dos assassinatos de Jaime Calado e Marielle Franco

A questão principal é sobre o que as narrativas polarizadas que permeiam os eventos revelam sobre este pensamento político. Os casos analisados referem-se à morte do jornalista e ativista Jaime Calado, em um episódio que envolveu o confronto entre integralistas e comunistas em Fortaleza – Ceará - em 1949 e a morte de Marielle Franco, vereadora da cidade do Rio de Janeiro, RJ, em 2018. Esse trabalho procurou olhar sobre os discursos erigidos a partir dos dois casos e relaciona tais narrativas a ideias políticas similares que os permeiam, para além de suas circunstâncias históricas imediatas. Esse olhar buscou nas obras de Hannah Arendt, nomeadamente Origens do Totalitarismo e Sobre a Violência, bem como de Walter Benjamin em suas Teses da História e escritos também sobre a violência, o arcabouço teórico para embasar uma investigação de caráter interpretativista. Os eventos em questão foram abordados a partir de jornais de época, no caso de Jaime Calado, material levantado pelo jornalista Stenka do Amaral Calado e editado em livro por este autor e seu irmão, Vladimir Calado, em 2019, sob o título CALADO! O caso de Marielle Franco foi abordado tanto pelo material jornalístico sobre este, quanto por publicações acadêmicas sobre o assunto. No entanto este trabalho trata dos casos não em suas circunstâncias imediatas, mas em uma investigação ancorada na discussão sobre ideias políticas.This dissertation aims to understand a certain type of Brazilian political thought and violence - also political - in the country from two cases of murders in different periods of history. The main question is about what the polarized narratives that permeate the events reveal about this political thought. The analyzed cases refer to the death of the journalist and activist Jaime Calado, in an episode that involved the confrontation between integralists and communists in Fortaleza - Ceará - in 1949 and the death of Marielle Franco, councilwoman of the city of Rio de Janeiro, RJ, in 2018. This work sought to look at the discourses erected from the two cases and relates such narratives to similar political ideas that permeate them, beyond their immediate historical circumstances. This look sought in the works of Hannah Arendt, namely Origins of Totalitarianism and On Violence, as well as Walter Benjamin in his Theses of History and writings also on violence, the theoretical framework to base an interpretative investigation. No dia 16 de Janeiro de 2015, teve lugar na Faculdade de Ciências Sociais e Humanas da Universidade Nova de Lisboa (FCSH-UNL), uma sessão organizada pelo CICS.NOVA e CIBIOAçores, promovida pelos Professores Helena Calado e Carlos Pereira da Silva, para debater a proposta de diploma aprovada em Conselho de Ministros de 8 de Janeiro, que desenvolve a Lei no 17/2114, de 10 de Abril.
Os intervenientes reunidos, de vários sectores da academia e da sociedade civil, salientaram de forma unanime a fragilidade do documento, mostrando enorme apreensão sobre vários dos seus aspectos, em particular: a falta de ligação com o sistema de planeamento terrestre, os conflitos existentes com o estatuto das regiões autónomas, a dificuldade de operacionalização de alguns dos conceitos expressos de forma vaga, o tratamento diferencial de actividades e, ainda, a menorizacao da salvaguarda dos valores ambientais existentes. Estas preocupações encontram reflexo nos comentários e questões partilhados pela assistência.

An approach to ecosystem-based management in maritime spatial planning process
No full textSustainable development is the framing concept assuring that resources are exploited while maintaining the ability of these natural resources to provide for future generations. With human dependence on marine resources increasing, Ecosystem-Based Management (EBM) has been identified as a suitable approach to ensure sustainable development. In order to achieve this, the core principles and elements of EBM should be operational in the maritime/marine spatial planning (MSP) process to ensure that human activities in marine space are ordered to attain ecological, economic and social objectives. However, policies from various states and organizations sometimes do not set a clear precedence for translating principles of EBM and present different and complex approaches to an ecosystem-based marine spatial planning (EB-MSP). Again, a feasible methodology for EBM to be operational in MSP is still vague. This paper therefore presents results from a survey and review of MSP initiatives in Europe, Asia and the Americas. Results showed that essential MSP steps and elements such as adaptive management, setting of planning boundaries, understanding and analysing the ecosystem and future conditions are not fully operational. This paper focuses on a methodology for EB-MSP and gives recommendations on how to ensure that EBM is operational at each stage of an MSP process. It stresses the importance of setting planning boundaries beyond jurisdictional borders to consider bio/eco-regions and cover near-shore waters, the need to have a cross-sector integration, understanding the ecosystem through having an ecosystem service perspective and having a legal framework to ensure that results from monitoring and evaluating of plans are adapted through review and revision
Towards a global strategy for the conservation of deep-sea active hydrothermal vents
No full textAbstract Deep-sea active hydrothermal vents are globally diverse, vulnerable, rare, remote, and isolated habitats, yet they face increasing threats from human activities, including deep-sea mining. To address the conservation challenges surrounding these habitats, we present a global assessment of the conservation status of deep-sea active vents. Our findings reveal that while 25% of the known deep active hydrothermal vents are currently under conservation interventions, only 8% benefit of full protection. These conservation interventions, consisting of area-based and regulation-based management measures, are implemented by 17 Sovereign States, three Regional Fisheries Management Organizations and one international treaty through 30 discrete interventions. However, our assessment and comparison of the specific measures for the 155 managed active hydrothermal vents reveal that the current conservation remain fragmented and discordant across jurisdictions and biogeographical provinces, resulting in overall insufficient protection, especially in Areas Beyond National Jurisdiction. Seizing the current momentum for ocean conservation, it is crucial to harmonize the management and protection of active deep-sea vents worldwide, taking into account their global biogeographic context and spatial distribution. This requires aligning current international initiatives that could improve baseline policies for the global protection of deep-sea hydrothermal vents
Doing being a judge: an interactional analysis of criminal examining hearings in Porto Alegre, Brazil /
No full textDissertação (mestrado) - Universidade Federal de Santa Catarina, Centro de Comunicação e Expressão.Durante quatro tardes foram gravadas em fita cassete a interação institucional que ocorre em audiências de instrução em tribunais brasileiros. Os dados coletados foram analisados através de uma perspectiva etnográfica e sociolingüística interacional. Foi apresentada uma descrição da coleta de dados e do layout da sala de audiências. A estrutura organizacional do evento foi descrita, assim como os papéis desempenhados pelos participantes. O evento foi identificado como sendo estruturado em atividades distintas coordenadas pelo representante da instituição: o juiz. No decorrer destas atividades o juiz decide quais tópicos podem ser discutidos e em que ordem podem ser abordados. O padrão pré-determinado de perguntas e respostas favorece o direito do juiz de fazer perguntas e constrange os depoentes a fornecer respostas. Interações que mostram juízes formulando perguntas desafiadoras e, ao mesmo, tempo tentando manter uma aparência pública de neutralidade, foram descritas. Enquanto procedem o questionamento, os juízes demonstraram estarem atentos e aparentemente neutros as respostas dos depoentes mediante turnos curtos com uso de continuadores ou ao repetir a resposta dos depoentes, quando estes forneceram respostas curtas. Quando os depoentes responderam as perguntas dos juízes de forma mais complexa, os juízes demonstraram sua atenção às respostas dos mesmos ao formular um resumo da fala anterior dos depoentes. Questões de formulação de moralidade, por parte dos juízes, também foram encontradas, apesar da preocupação destes em demonstrar neutralidade. Também é formulada pelos juízes a insatisfação dos mesmos devido a desconformidades dos depoentes no que diz respeito aos procedimentos dos tribunais. Juízes não deixam passar desapercebidos momentos em que os depoentes não comportam-se de acordo com os procedimentos dos tribunais, apesar dos depoentes não estarem familiarizados com os mesmos. É observado que uma das principais tarefas do Judiciário não é apenas certificar-se de que a justiça é feita, mas certificar-se de que as pessoas estão vendo a justiça ser feita. A publicidade das atividades dos tribunais transformam as atividades do Judiciário em uma "cerimônia de justiça"

No full textIn concentrically braced frames, the use of dissipative connections allows to efficiently dissipate the seismic energy in earthquake scenarios and subsequently, to reduce the costs in the rehabilitation of the structure. To this end, U-shaped steel plates are simple and efficient connection components where significant dissipation of seismic energy can take place through the inelastic flexural deformation of the plate. This paper presents experimental results on the isolated U-shaped steel plate connections and on single-story concentrically braced frame (real scale) including the U-shaped steel plate to connect braces to adjacent members. The executed tests considered both monotonic and cyclic loading. The results highlight the efficiency of the U-shape steel plate to dissipate the energy input through inelastic deformations. On the other hand, the cyclic tests show potential fatigue behavior, as the deformation capacity is significantly reduced with repeated loading and increasing stress amplitude, requiring thus specific attention in practical design situations.The research leading to these results has received funding from the European Union’s Research Fund for Coal and Steel (RFCS) research programme under CEC agreement N° 7210-PR-316 (The INERD project) and the grant agreement N° 709343 (INNOSEIS).Henriques, J (corresponding author), Univ Hasselt, Fac Engn Technol, CERG, Hasselt, Belgium
