The making of minority language policies in Chinese schools. Street-level bureaucracy ad curriculum decisions in Xishuangbanna, Southwest China
This dissertation explores the relationship between institutions and decision-making within policy implementation at schools. Based on the street-level bureaucracy framework, an analytical framework that views policy implementation as a process that depends on the decisions by personnel in delivery agencies against the background of institutions, this dissertation examines the following research question: How do institutional settings of school and curriculum management affect the implementation of education in minority languages at school level?
This research question is being scrutinized with an explorative case study on education in Dai-language at a set of schools that are all located in Xishuangbanna, a multilingual prefecture in Southwest China, but that differ in their institutional settings. The study is based on data that derives from interviews that the author has conducted with school personnel, with officers from the educational administration, and with parents and students, as well as from classroom observations and the analysis of official statistics.
The first chapters present the theoretical framework, the most relevant policies concerning education in minority languages in China, the institutional background for school-based decision-making, as well as the linguistic characteristics of Xishuangbanna. Against this background the main part analyses decision-making by school personnel. This analysis focuses on three aspects: considering roles and interests, interpreting policies and institutional spaces, and making decisions and justifying them.
The existing institutional settings concerning education in Dai-language structure the implementation process by opening up spaces for decision-making, which have to be filled-up by school personnel through interpretation and consideration. School personnel thus gain the role of decision-makers, although they suffer from the dilemmas that vague policy goals provide.
In a final part this thesis also discusses possible consequences of policy implementation through school personnel’s decision-making on both the representation of ethnic minorities and the adjustment of school education towards students’ needs. Concerning both questions, however, decision-making by school personnel is unable to meet the high expectations that have been formulated by researchers and politicians. Instead, this mode of policy implementation rather allows the state to present local diversity at schools as a promise to China’s ethnic minorities, without threatening the state’s authority in prescribing educational goals.Diese Arbeit untersucht das Verhältnis von Institutionen und Entscheidungsfindung bei der Politikimplementierung an Schulen. Basierend auf dem „street-level bureaucracy“-Ansatz, welcher Politikimplementierung als einen durch die Entscheidungen von Personal in Dienstleistungsagenturen vor dem Hintergrund von institutionellen Rahmenbedingungen geformten Prozess begreift, geht sie der Fragestellung nach, wie institutionelle Rahmenbedingungen von Schul- und Curriculumsverwaltung die Implementierung politischer Vorgaben zum Unterricht in Minderheitensprachen durch Schulpersonal beeinflussen.
Diese Fragestellung wird mittels einer explorativen Fallstudie zu Dai-sprachlichem Unterricht an Schulen mit verschiedenen institutionellen Rahmenbedingungen in Xishuangbanna, einer multilingualen Präfektur im Südwesten Chinas, untersucht. Die Studie basiert auf Daten, die der Autor während zweier Feldforschungsphasen durch Interviews mit Schulpersonal, Beamten der Bildungsbehörden, Eltern und Schülern, durch Unterrichtsbeobachtungen sowie durch die Auswertung offizieller Statistiken gesammelt hat.
Zunächst wird in der Arbeit der theoretische Rahmen von Politikimplementierung, dann die relevanten Politiken zu Minderheitensprachbildung in China, der institutionelle Hintergrund für schulbasierte Entscheidungsfindung sowie die linguistische Charakteristika der Fallregion Xishuangbanna vorgestellt. Darauf aufbauend wird dann im Hauptteil die Entscheidungsfindung von Schulpersonal unter drei Aspekten analysiert: die Berücksichtigung von institutionellen Rollen und Interessen, die Interpretation von Politiken und Entscheidungsspielräumen und das Fällen und Begründen von Entscheidungen.
Die existierenden institutionellen Rahmenbedingungen zum Dai-sprachlichen Unterricht in Xishuangbanna strukturieren den Implementierungsprozess, indem sie Entscheidungsspielräume eröffnen, welche das Schulpersonal durch Prozesse der Interpretation und Abwägung füllen muss. Das Schulpersonal erhält dadurch die Rolle von Entscheidern, leidet jedoch auch unter dem Dilemma unklar definierter Politikziele.
In einem Ausblick blickt die Arbeit auf mögliche Konsequenzen der Politikimplementierung durch Entscheidungen von Schulpersonal auf die Repräsentation ethnischer Minderheiten in der Gestaltung von Politik und der Ausrichtung von Schulbildung an den Bedürfnissen von Schülern in China. In beiden Bereichen verhindern die gegebenen Institutionen der Evaluierung von Schulen jedoch, dass sich die von Politik und Forschung in die Entscheidungsfindung durch Schulpersonal gesetzten Hoffnungen erfüllen können. Stattdessen erschafft diese Form der Politikimplementierung ein System, welches dem chinesischen Staat die Gelegenheit gibt, mit vordergründig lokaler Diversität in Schulen ein Versprechen an die ethnischen Minderheiten des Landes einzulösen, ohne seine Autorität über die Festschreibung von national einheitlichen Bildungszielen zu verlieren
Going Beyond Counting First Authors in Author Co-citation Analysis
The present study examines one of the fundamental aspects of author co-citation analysis (ACA) - the way co-citation
counts are defined. Co-citation counting provides the data on which all subsequent statistical analyses and mappings
are based, and we compare ACA results based on two different types of co-citation counting - the traditional type that
only counts the first one among a cited work's authors on the one hand and a non-traditional type that takes into
account the first 5 authors of a cited work on the other hand. Results indicate that the picture produced through this non-traditional author co-citation counting contains more coherent author groups and is therefore considerably clearer. However, this picture represents fewer specialties in the research field being studied than that produced through the traditional first-author co-citation counting when the same number of top-ranked authors is selected and analyzed. Variations on the Author
“Variations on the Author” discusses two of Eduardo Coutinho’s recent films (Um Dia na Vida, from 2010, and Últimas Conversas, posthumously released in 2015) and their contribution to the general question of documentary authorship. The director’s filmography is characterized by a consistent yet self-effacing form of authorial self-inscription: Coutinho often features as an interviewer that rather than express opinions propels discourses; an interviewer that is good at listening. This mode of self-inscription characterizes him as an author who is not expressive but who is nonetheless markedly present on the screen. In Um Dia na Vida, however, Coutinho is completely absent form the image, while Últimas Conversas, on the contrary, includes a confessional prologue that moves the director from the margins to the center of his films. This article examines the ways in which these works stand out in the filmography of a director who offers new insights into the notion of cinematic authorship
Social media as a deliberative arena? Environmental protection bureaus meet netizens on Sina Weibo in China
This dissertation analyzes the interactions of netizens and environmental protection bureaus (EPB) in China as a case of authoritarian deliberation. To do so the characteristics setting social media apart from traditional ones are elaborated to show their unprecedented potential for deliberative practices and how they changed the nexus of state-society-media relations. Against this backdrop an analysis of collected conversations from the social media platform Sina Weibo using a mixed methods approach is conducted. The mixed methods approach relies on descriptive statistics to assess the scope and depths of EPBs activities on the platform in general and in comparison with other state agencies. It is one of the first systematic assessments that allow to gauge the impact of state-society relation taking place on social media. The findings suggest that deliberative practices are already taking place to a significant degree on social media between state agencies and citizens, but only to a marginal degree in the field of environmental protection. This deviates from the original research assumptions which were based the gravity of issues related to environmental protection and the comparatively high levels of interaction in other policy fields.
Based on the insights gained by the quantitative assessment a region in China exhibiting high levels of activity in the field of environmental protection was selected for the second part of the mixed methods approach. This part uses qualitative content analysis to examine in detail the interactions of a group of selected EBPs representing the prefecture level city of Jiaxing. The qualitative evaluation uses a framework developed to assess local e-government services. The findings suggest that at least in this area deliberation between EPBs and netizens occurs regularly. The state agencies are responsive to societal input and can to some extent be pressurized to take action. The most dominant aspects brought into the interactions from the societal sphere can be related to the tasks of public service provision and transparency.
This study complements the existing scholarly insights on social media and state-society relations by showing not only the extent to which authoritarian deliberation is already taking place in China’s social media platforms but also by carving out its effects on state-society relations. The observed deliberative practices suggest that social media can contribute to enhance the responsiveness of local governments, increase the quality of local governance and serve as a multidirectional communication platform crossing - not only - the state-society divide.Diese Dissertation analysiert die Interaktionen von Internetnutzern und Umweltschutzbüros (EPB) in China als Fall von autoritärer Deliberation. Zu diesem Zweck werden die Charakteristika herausgearbeitet, die soziale Medien von traditionellen unterscheiden, um ihr Potenzial für deliberative Praktiken aufzuzeigen und um herauszuarbeiten, wie sie die Interdependenz zwischen Staat, Gesellschaft und Medien verändert haben. Vor diesem Hintergrund wird eine Analyse von gesammelten Interaktionen der social-media Plattform Sina Weibo mit Hilfe eines mixed-methods Ansatz durchgeführt. Dieser Ansatz verfolgt ein off-set Design und stützt sich einerseits auf deskriptive Statistiken, um den Umfang und die Tiefe der Aktivitäten der EPBs auf der Plattform im Allgemeinen und im Vergleich zu anderen staatlichen Agenturen zu bewerten. Dies ist einer der ersten systematischen Erfassungen dieser Interaktionen, die es ermöglicht, die Implikationen auf die Beziehungen zwischen Staat und Gesellschaft durch sozialen Medien in dieser Hinsicht zu messen. Die Ergebnisse legen nahe, dass Beratungsprozesse in den sozialen Medien zwischen staatlichen Stellen und Bürgern bereits in erheblichem Maße stattfinden, im Bereich des Umweltschutzes jedoch nur marginal. Dies weicht von den etablierten Forschungsannahmen ab, die darauf beruhen insbesondere Umweltschutz als sensitives Politikfeld zu sehen. Zudem weisen andere Politikbereiche in sozialen Medien einen vergleichsweise hohen Grad an Interaktion auf.
Basierend auf den Erkenntnissen der quantitativen Bewertung wurde für den zweiten Teil des mixed-methods Ansatzes eine Region in China ausgewählt, die eine hohe Aktivität zwischen Netizens und EPBs im Bereich des Umweltschutzes aufweist. Dieser Teil der Arbeit verwendet qualitative Inhaltsanalyse, um die Interaktionen einer Gruppe ausgewählter EBPs, die die bezirksfreie Stadt Jiaxing repräsentieren, im Detail zu untersuchen. Die qualitative Bewertung greift dabei auf einen Analyserahmen zurück, der entwickelt wurde, um lokale E-Government-Dienste zu bewerten. Die Ergebnisse legen nahe, dass zumindest in dieser Region regelmäßig Interaktionen im Sinne deliberativer Praktiken zwischen EPBs und Netizens stattfinden. Die staatlichen Stellen reagieren auf den gesellschaftlichen Input und können unter, in gewissen Grenzen, unter Druck gesetzt werden, Maßnahmen zu ergreifen. Die dominierendsten Aspekte, die in die Interaktionen von den Bürgern eingebracht werden, lassen sich auf die Analysekategorien der Erbringung öffentlicher Dienstleistungserbringung und der Transparenz zurückführen.
Diese Studie ergänzt die vorhandenen wissenschaftlichen Erkenntnisse zu sozialen Medien und zu den Beziehungen zwischen Staat und Gesellschaft in autoritären System wie China, indem sie nicht nur das Ausmaß autoritärer Deliberation anhand von Chinas Sina Weibo Plattform aufzeigt, sondern auch deren Auswirkungen auf die Beziehungen zwischen Staat und Gesellschaft herausgearbeitet. Die beobachteten deliberativen Praktiken legen nahe, dass soziale Medien dazu beitragen können, die Reaktionsfähigkeit lokaler Regierungen zu verbessern, die Qualität lokaler Governance zu verbessern und als multidirektionale Kommunikationsplattform zu dienen, die nicht nur die Kluft zwischen Staat und Gesellschaft überschreitet
Appropriate Similarity Measures for Author Cocitation Analysis
We provide a number of new insights into the methodological discussion about author cocitation analysis. We first argue that the use of the Pearson correlation for measuring the similarity between authors’ cocitation profiles is not very satisfactory. We then discuss what kind of similarity measures may be used as an alternative to the Pearson correlation. We consider three similarity measures in particular. One is the well-known cosine. The other two similarity measures have not been used before in the bibliometric literature. Dispelling the Myths Behind First-author Citation Counts
We conducted a full-scale evaluative citation analysis study of scholars in the XML research field to explore just how different from each other author rankings resulting from different citation counting methods actually are, and to demonstrate the capability of emerging data and tools on the Web in supporting more realistic citation counting methods. Our results contest some common arguments for the continued
use of first-author citation counts in the evaluation of scholars, such as high correlations between author rankings by first-author citation counts and other citation
counting methods, and high costs of using more realistic citation counting methods that are not well-supported by the ISI databases.
