Spatial disparity dynamics of ecosystem service values and GDP in Shaanxi Province, China in the last 30 years.
The regional policy in China is shifting from solely gross domestic product (GDP) orientation to development that is more balanced between economic growth and ecological protection, as well as achieving equality among regions. Using land use maps and the adjusted value coefficients to assess ecosystem service values (ESV) for the 1980s, 1995, 2000, and 2010, we estimated the ESV in Shaanxi Province for different years, and characterized the spatial and temporal distribution of ESV and GDP. The results demonstrated that the total value of ecosystem services in Shaanxi Province increased from 208.95 billion Yuan in the 1980s to 309.76 billion Yuan in 2010. Variation Coefficient (Cv) and Theil index (T) were used to reflect the disparities of GDP or ESV within the study area. The values of Cv in descending order are GDP, ESV per capita, ESV, and GDP per capita. The Theil indexes of GDP were much greater than the ones of ESV. Variations of Cv and T showed that disparity in GDP kept increasing from the 1980s to 2000, then decreased; while no significant change in regional disparity of ESV were detected in parallel. The cities with higher GDP usually contributed little to ESV, and vice versa. The variation in GDP and ESV, in terms of the prefectural totals and per capita values, increased from the 1980s to 2010. This study provides an accessible way for local decision makers to evaluate the regional balance between economic growth and ecosystem services
Reduction of tethering distance by papillary muscle tugging approximation with mitral valve replacement for non-ischemic functional mitral regurgitation induces left ventricular reverse remodeling
Background: Functional mitral regurgitation (FMR) is caused by left ventricular (LV) remodeling and subsequent tethering of the mitral valve (MV). If LV remodeling is irreversibly advanced, it could not be attenuated by the MV procedure alone, although the additional subvalvular procedure could induce LV reverse remodeling by forcibly reducing MV tethering. This study aimed to assess the anti-tethering effect of papillary muscle tugging approximation (PMTA) on LV reverse remodeling after mitral valve replacement (MVR) for non-ischemic FMR. Methods: The study subjects were 19 patients who underwent MVR with and without PMTA [MVR + PMTA (n = 11) and MVR alone (n = 8), respectively] for non-ischemic FMR. The tethering distance (TD) and LV end-systolic volume (ESV) at the preoperative, postoperative, and follow-up periods were assessed in terms of their correlation and time-dependent changes. The intra-LV energy efficiency was also evaluated through vector flow mapping analysis. Results: TD and ESV were comparable between both procedures preoperatively and did not change after MVR alone. In MVR + PMTA, however, a significant decrease was identified in TD and ESV at the early postoperative and follow-up periods, respectively [TD = 48, 30, and 31 mm (p < 0.001) and ESV = 159, 133, and 82 mL (p < 0.001) at the preoperative, postoperative, and follow-up periods, respectively]. Finally, at follow-up, the extent of change from the preoperative value in ESV significantly correlated with that in TD (rho = 0.81, p < 0.001 for overall; rho = 0.93, p < 0.001 for MVR + PMTA; rho = 0.86, p = 0.011 for MVR alone). The ratio of TD to ESV was also significantly correlated with systolic energy loss to LV stroke work after MVR + PMTA (rho = 0.81, p = 0.015). Conclusions: PMTA for non-ischemic FMR could induce LV reverse remodeling depending on the extent of postoperative TD reduction. A smaller TD to ESV was associated with a higher intra-LV energy efficiency after PMTA + MVR. (C) 2021 Japanese College of Cardiology. Published by Elsevier Ltd. All rights reserved

Deleddas Prosa ist durch einen beträchtlich hohen Anteil an deskriptiven Passagen charakterisiert. Vor allem in ihrem Roman Canne al vento (1913) nehmen die beschreibenden Elemente einen ähnlich hohen Stellenwert wie die Narration selbst ein. Dabei ist es auffällig, dass innerhalb der Deskriptionen dem Einsatz von Lichtverhältnissen eine besondere Rolle zukommt, mit der sich bis dato noch keine Studie eingehend beschäftigt hat. Folgender Beitrag setzt sich deshalb zum Ziel, die Besonderheiten der Lichteffekte in Canne al Vento zu analysieren. Es zeigt sich dabei, dass insbesondere der Chiaroscuro-Effekt, der in der Malerei seit der Spätrenaissance einen festen Bestandteil des künstlerischen Repertoires darstellt, von Deledda konsequent in die Literatur übertragen wird. In nahezu akribischer Systematik verknüpft die Autorin Licht- und Schattendarstellungen, wobei scheinbare Nebensächlichkeiten programmatisch ins Licht gerückt werden, während die eigentlichen Protagonisten im Dunkeln verweilen.Deleddaʼs prose is characterized by a considerable amount of descriptive passages. Above all in her novel Canne al vento (1913), the descriptive elements are equally important as the narration itself. The depiction of light and its conditions plays a crucial role within the descriptions that have not been dealt within scholarly studies yet. The aim of this study is therefore to analyze the specifics of light effects in Canne al Vento. It shows that the effect of chiaroscuro, which has been an integral part of the artistic repertoire since the late Renaissance era, is consistently transferred to literature by Deledda. In almost meticulous systematics, the author combines the depiction of light and shadow, whereby seeming trivialities are focused programmatically, while the actual protagonists of the novel remain in the dark

Engine Shop Visit Scheduling: A Reinforcement Learning Optimization Approach
The scheduling of engine shop visits quickly becomes a complex problem to solve as the number of aircraft and engines increases. In recent times, different approaches have been used to tackle this problem and optimize schedules, reducing costs and increasing revenue. This paper formulates the ESV scheduling problem as a Markov Decision Process and develops a reinforcement learning model that includes parameters such as engine performance and life limited parts status, maintenance constraints, and temporal factors. A prioritization algorithm is presented to optimize the learning process and allow for the scheduling of larger fleets. The results show a slight better performance in comparison to a greedy policy when evaluating aircraft availability, flexibility to the initial parameters and reduction in use of spare engines. On the other hand, the reinforcement learning provided lower scores and higher number of removals of aircraft from operations. In conclusion, the methodology proved that reinforcement learning is a viably way to optimize the ESV scheduling process, however a fine tuning of parameters might be necessary to approximate scores to a real revenue and cost relation, and reduce the number of aircraft interventions.Aerospace Engineerin
Conceptions of emergency management policy formation and their implementation
Modern society expects a policy that promotes growth economy, meets rapidly increasing demands and ensures welfare work. This requires developing technologies that produce both new observable and latent risks. As a result of modernization both the number and the extent of disasters increases, new kinds of emergency situations arise. It is the State’s responsibility to ensure security of the public. Therefore it aims to develop an effective Emergency Management (EM) System. The creation or development of any system primarily starts from formation of a policy focusing on its main problems. In order to improve performance if EM policy it is necessary to formulate it properly and consistently implement it. Therefore the aim of this paper is to analyze and evaluate the features of formation and implementation of EM policy. In the first chapter the concepts of formation of EM policy are assessed, the levels of implementation are identified. In the others peculiarities and problems of each level (national, decentralized and private sector) of policy implementation are analyzed. In order to achieve this aim, the author has analyzed works of policy oriented scientists, EM policy plans of foreign countries, other documents presenting practical issues of formation and implementation of EM policy. Also practice in Lithuania was investigated by presenting a survey questionnaire for the EM system professionals and for the public.Šiuolaikinė visuomenė reikalauja įgyvendinti politiką, kuri skatintų ekonominį augimą, tenkintų vis augančius poreikius ir užtikrintų gerovės plėtrą. Tam reikia vystyti technologijas, o jos kuria naujas matomas ir užslėptas rizikas. Modernizacijos padariniai yra didėjantis ekstremalių situacijų skaičius ir mastas, naujų jų tipų atsiradimas. Valstybė, būdama atsakinga už savo šalies gyventojų saugumą, siekia vystyti efektyviai saugumo ir apsaugos funkcijas vykdančią ekstremalių situacijų valdymo (ESV) sistemą. Kiekvienos sistemos kūrimas ar jos veiklos tobulinimas prasideda nuo svarbiausias sistemos problemas sprendžiančios politikos formavimo. Tinkamai parengta ir nuosekliai įgyvendinama ESV politika yra būtina sistemos veiklos tobulinimo sąlyga. Todėl šio straipsnio tikslas – išanalizuoti ir įvertinti ESV politikos formavimo ir jos įgyvendinimo ypatumus. Straipsnio pirmame skyriuje nagrinėjamos ESV politikos formavimo koncepcijos, jų struktūra, nustatyti įgyvendinimo lygmenys. Kituose – analizuojami nacionalinio, decentralizuoto ir privataus sektoriaus ESV politikos įgyvendinimo lygmenų ypatumai ir problemos. Straipsniui parengti buvo analizuojami įvairių mokslininkų darbai, užsienio šalių ESV politikos planai, kiti dokumentai, pristatantys įvairių šalių ESV politikos formavimo ir įgyvendinimo praktiką. Taip pat straipsnyje panaudoti autorės atliktų anketinių Lietuvos ESV sistemos darbuotojų ir Lietuvos gyventojų apklausų rezultatai
