The importance of marine data and observations for the private sector
A mini-keynote presentation given by Quillon Harpham at the EOOS Conference in Brussels on 21st November 2018. The presentation discusses private sector use of marine data products and some of the issues and requirements of industrial users. It reviews usage of the EMODnet Bathymetry Portal, discusses characteristics of the best data products and lists a draft set of indicators derived by the EMODnet Checkpoint projects for user evaluation of data products. The presentation finishes with the '30 minute challenge' to those providing data to private sector users
The D-MOSS dengue fever forecasting system
Dengue fever now occurs in 141 countries and it is estimated that half of the world’s population are now at risk from the disease. 122,000 cases were reported in Vietnam in 2016 and this was followed by major outbreaks in 2017 and 2019 across the whole of SE Asia. Studies have emphasised significant links between climate variability and infectious diseases such as dengue fever, highlighting the potential for the development of modelling systems with the capability of predicting the probability of disease outbreaks several months in advance. Following the initial concept presentation at iEMSs 2018, this presentation introduces the D-MOSS dengue fever forecasting system, which has now been prototyped in Vietnam and is being introduced to six other countries in South and SE Asia. Sponsored by the UK Space Agency, D-MOSS integrates multiple stressors such as water availability, land-cover, precipitation and temperature sourced from Earth Observation and ground-based sensors. These datasets are integrated with observed dengue fever cases, El Niño indexes and the UK Met Office’s GloSea5 seasonal climate forecast into a statistical model which produces probabilistic dengue fever forecasts from one to six months ahead. This forecast is used by local agencies to plan and implement preventative actions. A forecast of water availability is also produced by the system that enables improved water management in transboundary river basins. D-MOSS contributes to SDG3 – “Good Health and Wellbeing”, in particular through targets 3.3 and 3.D through strengthening the capacity of developing countries for early warning, risk reduction and management of national and global health risks and through ending epidemics. The system also contributes to SDG6 – “Clean Water and Sanitation” by helping to implement integrated water resources management at all levels, including through transboundary cooperation, by substantially increasing increase water-use efficiency and by implementing integrated water resources management, including through transboundary cooperation

Using Spatio-temporal Feature Type Structures for Coupling Environmental Numerical Models to Each Other and to Data Sources
The aim of this research is to facilitate the interaction of data between different environmental numerical models and between numerical models and observed data sources, thereby giving rise to more accurate simulations involving a variety of environmental phenomena. The thesis includes ten publications. The first gives an overall context to the field of integrated environmental modelling, which seeks increased interoperability and extensibility between numerical models and data sources. This is followed by a series of four papers introducing and discussing associated enabling technologies: the development of a web portal for the display and comparison of model and in-situ marine data; the FluidEarth 2 implementation of the OpenMI 2.0 standard passing data between models in spatio-temporal structures aggregated from lower level component parts; an extension of the ISO19115 metadata standard to provide aspects related to model coupling; and the Model MAP – a set of necessary concepts for numerical models to be coupled together. These technologies are then applied in a series of papers describing the DRIHM e-Infrastructure for research into hydro-meteorology. These papers focus on the meteorological aspects; the user interface; the back-end computing infrastructures; and two key integrating technologies with an applied example. The final paper gives another example of the use of spatio-temporal feature type structures as part of a new numerical modelling technology.
Overall, this series of papers points towards a structured representation of the data supporting environmental numerical models in terms of the underlying spatio-temporal characteristics. This suggests the adoption of a new vocabulary for describing these characteristics. Adoption of this vocabulary and new representation of environmental modelled data will speed the uptake of coupling strategies and create demand for established and new standards to support integrated environmental modelling
Going Beyond Counting First Authors in Author Co-citation Analysis
The present study examines one of the fundamental aspects of author co-citation analysis (ACA) - the way co-citation
counts are defined. Co-citation counting provides the data on which all subsequent statistical analyses and mappings
are based, and we compare ACA results based on two different types of co-citation counting - the traditional type that
only counts the first one among a cited work's authors on the one hand and a non-traditional type that takes into
account the first 5 authors of a cited work on the other hand. Results indicate that the picture produced through this non-traditional author co-citation counting contains more coherent author groups and is therefore considerably clearer. However, this picture represents fewer specialties in the research field being studied than that produced through the traditional first-author co-citation counting when the same number of top-ranked authors is selected and analyzed. Low overtopping discharges over sea walls and breakwaters
The design of seawalls and breakwaters is often required to achieve very low target overtopping discharges when these structures protect vulnerable infrastructure or activities. The balance between economically viable protection and performance requirements is often difficult to achieve without good knowledge on low overtopping. The paucity of data in this space and the higher uncertainty associated with existing methods, increases the challenge. The occurrence of low number of overtopping waves has the consequence that any test results are substantially more affected by the inherent variation of random waves, therefore more uncertain. Within the multi-institute project RECIPE under the HYDRALAB+ project, experimental studies for RECIPE Task 8.2 have generated new data on the response of seawalls, breakwaters and related coastal structures with the aim of improving future model testing. Tests by HRW have explored wave overtopping with contributions of data from UPORTO and LNEC. These physical model test results explore these issues and provide example data. The tests were successful in obtaining low to very low overtopping discharge test data. For low / very low overtopping discharges, these test data present considerable scatter relative to the latest empirical prediction. A number of repetitions were performed for wave conditions resulting in very low overtopping discharges, which illustrated the inherent uncertainty associated with low overtopping.No additional notes
Variations on the Author
“Variations on the Author” discusses two of Eduardo Coutinho’s recent films (Um Dia na Vida, from 2010, and Últimas Conversas, posthumously released in 2015) and their contribution to the general question of documentary authorship. The director’s filmography is characterized by a consistent yet self-effacing form of authorial self-inscription: Coutinho often features as an interviewer that rather than express opinions propels discourses; an interviewer that is good at listening. This mode of self-inscription characterizes him as an author who is not expressive but who is nonetheless markedly present on the screen. In Um Dia na Vida, however, Coutinho is completely absent form the image, while Últimas Conversas, on the contrary, includes a confessional prologue that moves the director from the margins to the center of his films. This article examines the ways in which these works stand out in the filmography of a director who offers new insights into the notion of cinematic authorship
