    Harold W. Handley

    As governor, Harold W. Handley (1909-1972) increased gasoline and income taxes by 50 percent to relieve the record deficit he inherited. He began construction of the interstate highway system and State Office Building, and supported programs for the mentally disabled. During his administration Indiana became the first industrial state to pass a right-to-work law.
