RoMEO Studies 6: Rights metadata for open-archiving
This is the final study in a series of six emanating from the UK JISC-funded RoMEO Project (Rights Metadata for Open-archiving) which investigated the Intellectual Property Rights (IPR) issues relating to academic author self-archiving of research papers. It reports the results of a survey of 542 academic authors showing the level of protection required for their open-access research papers. It then describes the selection of an appropriate means of expressing those rights through metadata and the resulting choice of Creative Commons licences. Finally it outlines proposals for communicating rights metadata via the Open Archives Initiative’s Protocol for Metadata Harvesting (OAI-PMH)
RoMEO Studies 2: How academics wish to protect their open-access research paper
This paper is the second in a series of studies (see Gadd, E., C. Oppenheim, and S. Probets. RoMEO Studies 1: The impact of copyright ownership on author-self-archiving. Journal of Documentation. 59(3) 243-277) emanating from the UK JISC-funded RoMEO Project (Rights Metadata for Open-archiving). It considers the protection for research papers afforded by UK copyright law, and by e-journal licences. It compares this with the protection required by academic authors for open-access research papers as discovered by the RoMEO academic author survey. The survey used the Open Digital Rights Language (ODRL) as a framework for collecting views from 542 academics as to the permissions, restrictions, and conditions they wanted to assert over their works. Responses from self-archivers and non-archivers are compared. Concludes that most academic authors are primarily interested in preserving their moral rights, and that the protection offered research papers by copyright law is way in excess of that required by most academics. It also raises concerns about the level of protection enforced by e-journal licence agreement

The new work order: ensuring young Australians have skills and experience for the jobs of the future, not the past
Economic changes are transforming work through automation, globalisation, and more flexible work.
Overview
Work has long been important for the livelihood, dignity, and happiness of humankind. We intuitively and statistically know that work helps us meet our most basic and complex needs, providing a path towards financial security, mental and physical health, dignity and meaning. For at least the past century, the prospect of a good job that pays a fair wage has been part of Australia’s promise to our young people. By many measures, Australia has continued to deliver on its promise. We have enjoyed relatively strong economic growth, high wages and low levels of unemployment.
But beneath the seemingly benign surface of Australia’s labour market, there is a quiet revolution occurring in the way we work. The old ‘blue collar’ part of workforce is barely recognisable today. As the factories in our urban manufacturing suburbs have been closed down or automated, the manual jobs they once provided have been decimated. Over the past 25 years, we have lost around 100,000 machinery operator jobs, nearly 400,000 labourers, and nearly 250,000 jobs from the technicians and trades. Offsetting these losses, there has been an explosion of more than 400,000 new jobs in community and personal services. The work revolution is no less visible in what we used to call ‘white collar’ jobs. Computers have swept through corporate towers and small business offices, displacing nearly 500,000 secretaries and clerks. At the same time, the increasing complexity of business processes and financial markets has created 700,000 new jobs across the professional and business services.
While our unemployment rate may be low, our factory floor workers have not seamlessly switched their hard hats for a healthcare job. Instead, unskilled workers, especially men, have stepped out of the labour force on mass. Over the past 25 years, nearly one in ten unskilled men lost their jobs and did not return to the labour force. Today, more than one in four unskilled men don’t participate. Altered anterior visual system development following early monocular enucleation
Purpose
Retinoblastoma is a rare eye cancer that generally occurs before 5 years of age and often results in enucleation (surgical removal) of the cancerous eye. In the present study, we sought to determine the consequences of early monocular enucleation on the morphological development of the anterior visual pathway including the optic chiasm and lateral geniculate nucleus.
Methods
A group of adults who had one eye enucleated early in life due to retinoblastoma was compared to binocularly intact controls. Although structural changes have previously been reported in late enucleation, we also collected data from one late enucleated participant to compare to our early enucleated participants. Measurements of the optic nerves, optic chiasm, optic tracts and lateral geniculate nuclei were evaluated from T1 weighted and proton density weighted images collected from each participant.
Results
The early monocular enucleation group exhibited overall degeneration of the anterior visual system compared to controls. Surprisingly, however, optic tract diameter and geniculate volume decreases were less severe contralateral to the remaining eye. Consistent with previous research, the late enucleated participant showed no asymmetry and significantly larger volume decreases in both geniculate nuclei compared to controls.
Conclusions
The novel finding of an asymmetry in morphology of the anterior visual system following long-term survival from early monocular enucleation indicates altered postnatal visual development. Possible mechanisms behind this altered development include recruitment of deafferented cells by crossing nasal fibres and/or geniculate cell retention via feedback from primary visual cortex. These data highlight the importance of balanced binocular input during postnatal maturation for typical anterior visual system morphology.This research was funded by the Natural Sciences and Engineering Research Council of Canada, the Canada Foundation for Innovation, and the Canadian National Institute for the Blind. A Social Protection and Integration Strategy for Children of OFWs: A Case Study on the Psycho-Social Support Program of BUNGA Foundation, Inc.
There is limited literature on how government and non-government agencies conduct psycho-social support programs and how effective these are in helping children left behind by overseas Filipino workers (OFWs). This paper addresses the gap by analyzing the ANAK program of BUNGA Foundation Inc. It makes use of auto-ethnography since it draws from the author’s phenomenological experience as part of said Foundation for five years and as one who, from birth until graduation from high school, was an OFW child. Additional data gathering methods included desk review of documents, participant observation, and informal interviews with key informants. The study describes the components of the ANAK program of BUNGA, some of its gains from the perspective of the children themselves, and deviations from the design. It found the program to have had positive effects on the children, particularly in helping them regain familiarity and intimacy with their parent(s) and positively manage psychosocial and emotional strains. However, the ANAK program needs improvement in terms of operationalizing the children’s right to participation, and its involvement of teachers and parents left behind and other caregivers. Teachers and parents/caregivers represent basic pillars in ensuring a holistic approach to care drain, and program effectiveness and sustainability. Recommendations are given, specially on how children’s right to participation can be fulfilled by reinforcing the organizing component of the ANAK program. A framework for organising OFW children is part of the recommendations. This paper is important for those who are looking for innovative strategies on how to design and implement a psycho-social support program for OFW children
Environmental economics and the Murray-Darling river system
Much concern about the negative environmental consequences of agricultural development in Australia, including salinisation, waterlogging and algal blooms, has focused on the problems of the Murray–Darling Basin. The aim of this article is to provide an overview of the environmental problems of the Murray–Darling Basin from an economic perspective, and a selective survey of the relevant economic literature, including theoretical analysis, modelling and contributions to the development of water policy. A Radiation Hardened L-Band Telemetry Transmitter
International Telemetering Conference Proceedings / May 18-20, 1965 / Sheraton Park Hotel, Washington DCThe advent of requirements for nuclear radiation hardened telemetering components is accompanied by numerous technological problems. Future vehicles may impose severe environmental problems on a telemetering transmitter, as well as the need for relatively high r. f. power output. This paper describes the development of a nuclear radiation hardened telemetry transmitter, designed for operation in the 1435-1535 MC/S band at a nominal 100 W average R.F. power. The development phases covered in the paper consist of (1) design and radiation test of three low power transmitter exciters, (2) design and test of three transmitters, including the 100 W power amplifier and circuit modifications as dictated by radiation test, and (3) change in selection of the final R. F. tube. The paper includes a description of the resultant developmental transmitter, some comments on the major radiation effects problems, and some of the considerations in the radiation test of the transmitter.
