întreprinderea Municipala Centrul Stomatologic Municipal Chişinău este singura instituţie de profil care include o gamă variată de servicii specializate acordate populaţiei cu diverse
afecţiuni a cavităţii bucale. în aceasta instituţie
se acordă o atenţie deosebită problemei ce ţine
de instruirea universitară şi educaţia continuă a
medicilor stomatologi. Una din direcţiile prioritare în activitatea întreprinderii sunt investiţiile
in personal medical atât la momentul recrutării
spesialiştilor căt şi pregătirii universitare şi postuniversitare. în prezent e de menţionat şi de demonstrat faptul că, responsabilitatea medicilor
angajaţi, reorganizarea serviciului stomatologic
municipal de stat Chişinău într-o echipă consolidată, contribuie semnificativ la o mai bună
înţelegere a sarcinilor puse în faţa acestei ramuri
şi cailor de realizare ale acestora. Este important
de menţionat că lansarea ÎM CSM Chişinău
acum trei ani a fost o decizie curajoasă şi înţeleaptă a managementului medical care a asigurat şi continuă să o facă cu succes, activităţi de
evidenţă, evaluare şi îndeplinire a criteriilor de
înaltă competenţă profesională, eficienţă şi disciplină a angajaţilor, în baza documentaţiei de
evidenţă statistică, valorificate de către Comisiile de evaluare, validare şi contestare ale instituţiei. Pentru o analiză completă a activităţii ÎM
CSM Chişinău se consideră raţional de a folosi
două tipuri de indicatori: 1 .Administrativi; 2,De
performanţă: a) generali — de imput, output de
rezultat şi de impact; b) specifici — analitici —
economici, de eficienţă internă, de eficacitate
şi calitate. Astfel managementul organizaţional
este un set de reguli universale care reprezintă
un volum de lucru necesar de înfăptuit în cadrul
ÎM CSM Chişinău, atunci când ne aflăm la etapa
de implimentare a unui management al schimbării sau a unei abordări pe dimensiunea calităţii
în acordarea serviciilor medicale stomatologiceSummary.

Dental Center is the only institution of profile
that includes a wide range of various specialized services for the population with different
diseases of the buccal cavity. Within this institution it is paid a great attention to the problem of
university studies and the continue education
of the dentists. One of the priority directions,
in the activity of the Enterprise, are the investments in the medical staff at the recruitment
moment of the specialists, as well as to the university and post-university education. It is to be
mentioned and proven the fact that, in present
the responsibility of the hired doctors, reorganization of the State municipal dental services
of Chisinau, within a consolidated team, highly
contributes to a better understanding of the
tasks of this branch as well as the methods of
their implementation. It is needed to mention
that the launch of the ME Chisinau MDC, three
years ago was a very brave and wise decision of
the medical management and which ensured,
and still ensures, activity, evaluation and meeting the criteria of the high professional competence accounting, efficiency and discipline
of the employees, based on the documents of
statistic evidence, capitalized by the Evaluation,
Validation and Disproof Commissions. For a
complete analysis of the ME MDC Chisinau activity it is considered rational to use two types of
indicators: 1. Administrative; 2. Performance: a)
general - of input, output of the impact result;
b) specific - analytical - economical, of internal
efficiency, of efficacy and quality. Therefore, the

În condițiile actuale, caracteristice creșterii ponderii populației vârstnice, precum și numărului mare de adresări a persoanelor social-dezavantajate și cu dizabilități la protecția socială și asistența medicală, se consideră relevant și necesar de a evalua situația cu privire la acordarea serviciilor stomatologice acestor contingente de populație. În acest scop, devine oportună aplicarea unor reforme pentru instituirea unui sistem orientat spre cunoașterea serviciilor medico-sociale și stomatologice, asigurarea accesului la servicii medicale profesioniste, acordate persoanelor vîrstnice și cu dizabilități. Astfel, în copndițiile unei societăți moderne, asistența medicală stomatologică trebuie apreciată ca un volum de servicii multidisciplinar și un drept fundamental al individuului cu dizabilități. În strategia europeană pentru perioada 2010 - 2020, sunt identificate următoarele domenii pentru acțiune cum ar fi: accesibilitate, participare, egalitate, ocuparea forței de muncă, educație și formarea profesională, protecție socială și sănătate, de care trebue să beneficieze în condițiile de egalitate și acces la servicii stomatologice, inclusiv și persoanele cu dizabilități. În acest context, reforma în sistemul de sănătate, inclusiv a furnizorilor de servicii medicale stomatologice, trebuie să răspundă la capacitatea lucrătorilor medicali și a pacienților de a percepe schimbările prin analiza opiniei, rolului instituțiilor medicale de profil în evaluarea și implimentarea politicilor de sănătate, calității serviciilor medicale, precum și asigurarea posibilităților de acumulare a cunoștințelor și competențelor profesionale. În Republica Moldova, concomitent cu realizarea proceselor de intensificare pentru asigurarea accesului populației la servicii medicale calitative, se constată o tendință ascendentă, fapt ce avansează problema acordării asistenței medicale stomatologice persoanelor social–dezavantajate din municipiul Chișinău, precum și agenda priorităților pentru categoriile de populație care vor beneficia de protezare dentară gratuită atît a populației urbane cat și a celor care se află în condiții rurale. E de menționat că, în conformitate cu Programul ,,Protezare dentară gratuită persoanelor din grupurile social - vulnerabile“ a Consiliului municipal Chișinău, în cadrul Întreprinderii Municipale Centrul Stomatologic Municipal Chișinău, au beneficiat de protezare dentară gratuită, în anul 2015 - 268 persoane, 2016 - 1028 persoane, 2017 - 784 persoane, 2018 - 852 persoane social - dezavantajate. La fel și pentru anul 2019 au fost alocate instituției surse, conform devizului de cheltuieli și bugetului aprobat de Consiliul municipal Chișinău, pentru finanțarea serviciilor medicale stomatologice acordate persoanelor social - dezavantajate. Numărul persoanelor ce vor beneficia în anul curent, urmează a fi evaluat pe parcurs.Summary. In current conditions, based on the increase in number of the elderly population, as well as the substantial number of socially vulnerable and disabled people who seek social and medical assistance, is considered relevant and it is mandatory to assess the situation regarding the service provision to this category of people. For this purpose, it is appropriate to apply a number of reforms in order to establish a system oriented towards the familiarization with medical, social and dental services, offering access to professional medical care provided to the elderly and people with disabilities. Thus, in the provisions of a modern society, dental medical care should be considered as a variety of multidisciplinary services and a fundamental right reserved to each individual suffering from disabilities. In the European agenda for the period of 2010 - 2020, the following areas of action can be identified: accessibility, involvement, equality, employment, education, and professional growth, social and medical care, which should be made equally available, as well as access to dental services, including for people with disabilities. In this context, the reform of the healthcare system, including of the providers of dental care services, should be able to fulfill the capacity of medical workers and patients, and to perceive change through a careful analysis of opinion and that of the role of specialized medical institutions in the assessment and implementation of health policies, quality of medical services, along with ensuring the acquisition of professional knowledge and competences. In the Republic of Moldova, alongside the enhancement of the degree of the population’s accessibility to high–quality medical services, a growing trend is noted, which leads to the advancement of the issue of providing dental care to socially vulnerable people from the Chisinau municipality, as well as the agenda of priorities for the category of people, both from urban and rural areas, who will benefit from free dental prosthetics. It is worth mentioning that according to the program “Free dental prosthetics for the socially–vulnerable category of people” of the Municipal Council of Chisinau, within the Municipal Enterprise Municipal Dental Centre Chisinau, in 2015 - 268 people from this category benefitted from free prosthetics, in 2016 - 1028 people, 2017 - 784 people, 2018 - 852 people. Consequently, in 2019, the institution was allocated funds, according to the estimate of expenditures and the budget allocated to the socially vulnerable population. The number of people who are to benefit from the service this year will be assessed subsequently
Conceptual aspects in the management of stomatological state service

reflecting on the process of formation and affirmation of local dental services, as a branch of
specialized outpatient medicine in Moldova.
Also it should be mentioned that at present, the structural organization of the dental
service is determined as an important component of the health system and requires a complex
analysis for identifying possible future ways of development.
Această lucrare prezintă o evaluare a cercetărilor anterior publicate de alţi autori, cu
reflecţie asupra procesului de formare şi afirmare a serviciului stomatologic autohton, ca ramură
a medicinei specializate de ambulator din Republica Moldova.
Totodată e de menţionat că la etapa actuală, organizarea structurală a serviciului
stomatologic, este determinată ca o componentă importantă pentru sistemul de sănătate şi

Going Beyond Counting First Authors in Author Co-citation Analysis
Full text linkThe present study examines one of the fundamental aspects of author co-citation analysis (ACA) - the way co-citation
counts are defined. Co-citation counting provides the data on which all subsequent statistical analyses and mappings
are based, and we compare ACA results based on two different types of co-citation counting - the traditional type that
only counts the first one among a cited work's authors on the one hand and a non-traditional type that takes into
account the first 5 authors of a cited work on the other hand. Results indicate that the picture produced through this non-traditional author co-citation counting contains more coherent author groups and is therefore considerably clearer. However, this picture represents fewer specialties in the research field being studied than that produced through the traditional first-author co-citation counting when the same number of top-ranked authors is selected and analyzed. Reasons for these effects are discussed
Variations on the Author
Full text link“Variations on the Author” discusses two of Eduardo Coutinho’s recent films (Um Dia na Vida, from 2010, and Últimas Conversas, posthumously released in 2015) and their contribution to the general question of documentary authorship. The director’s filmography is characterized by a consistent yet self-effacing form of authorial self-inscription: Coutinho often features as an interviewer that rather than express opinions propels discourses; an interviewer that is good at listening. This mode of self-inscription characterizes him as an author who is not expressive but who is nonetheless markedly present on the screen. In Um Dia na Vida, however, Coutinho is completely absent form the image, while Últimas Conversas, on the contrary, includes a confessional prologue that moves the director from the margins to the center of his films. This article examines the ways in which these works stand out in the filmography of a director who offers new insights into the notion of cinematic authorship
Appropriate Similarity Measures for Author Cocitation Analysis
Full text linkWe provide a number of new insights into the methodological discussion about author cocitation analysis. We first argue that the use of the Pearson correlation for measuring the similarity between authors’ cocitation profiles is not very satisfactory. We then discuss what kind of similarity measures may be used as an alternative to the Pearson correlation. We consider three similarity measures in particular. One is the well-known cosine. The other two similarity measures have not been used before in the bibliometric literature. Dispelling the Myths Behind First-author Citation Counts
Full text linkWe conducted a full-scale evaluative citation analysis study of scholars in the XML research field to explore just how different from each other author rankings resulting from different citation counting methods actually are, and to demonstrate the capability of emerging data and tools on the Web in supporting more realistic citation counting methods. Our results contest some common arguments for the continued
use of first-author citation counts in the evaluation of scholars, such as high correlations between author rankings by first-author citation counts and other citation
counting methods, and high costs of using more realistic citation counting methods that are not well-supported by the ISI databases. It is argued that increasingly available digital full text research papers make it possible for citation analysis studies to go beyond what the ISI databases have directly supported and to employ more
