    Hearing on the d.d.l. n. 881 on "Electoral law: for a determination of the colleges independent of the number of parliamentarians" (Constitutional Affairs Commission of the Senate - Thursday 29 November 2018) The Author focuses on draft law S. 881, dealing with the establishment of constituencies independently from the number of the members of Parliaments (hereinafter, MPs). This bill, read together with the project of constitutional reform (draft const. law S.805), aims at replacing the currently fixed number of constituencies and seats with a varying ratio. The resulting legislation, in case the number of MPs were not reduced, would not affect the number of uninominal seats for the Camera dei Deputati and Senato della Repubblica. However, if the number of MPs would decrease, the representativeness of the Parliament would be prejudiced. At the same time, the power of party secretariats and the majority effect of the electoral system would grow. The Author also notes that there is a strong risk of escalation of the gap between the ex ante number of seats and average population. Finally, the Author argues that the combination of the two draft laws (the one amending electoral legislation and the other aiming at changing the Constitution) would be able to solve the problem consisting of vacant seats with a number of candidates for each list equal to the average number of seats to be assigned, although the outcome would be mitigated by the unchanged possibility for each candidate to run for more than one constituency

    First report of a gallbladder hemangioma coexisting with gallstones: a case report and literature review of a rare finding

    Background Gallbladder hemangioma is an exceptionally rare entity, with only ten cases reported in literature hitherto. The here described case is the first report of a gallbladder hemangioma coexisting with gallstones. Case presentation A 76-year-old male was hospitalized following repeated episodes of epigastric pain. Patient's medical history included primary hypertension, type 2 diabetes mellitus, dyslipidemia, obesity and hyperuricemia. Physical examination revealed marked pain in the right hypochondriac region, and laboratory workup was notable for mildly elevated glycemia (125 mg/dL) and pancreatic amylase (60 IU/L). Abdominal ultrasound showed multiple gallstones, a thickened gallbladder wall and mild edema of the perivisceral adipose tissue as well as a hepatic angioma. During surgery, an incidental subserosal nodule of about 1 cm was detected within the gallbladder fundus. After surgery, the clinical course was uneventful and the patient was discharged. Histopathological examination of the subserosal nodule showed multiple dilated vascular channels within a sclerosing matrix, a finding consistent with a cavernous hemangioma. Diffuse chronic cholecystitis was also present. Conclusions Gallbladder hemangiomas represent a rare, likely underdiagnosed condition which can be undetected during the preoperative workup

    The exercise of the right to vote: a “civic duty” in what way? After some introductory remarks on the duty to vote, the Author focuses on its mandatory nature, according to a “functionalist” or “personalist” conception. Another examined topic is the debate that took place in the Italian Constituent Assembly, which led to affirm the “civic duty” to vote in the Constitution as well as some critical issues in matter, especially found by the institutionalist theories about the utilisation of the “duty” and “obligation” formulas in public law. In the final paragraphs, an analysis of constitutional jurisprudence is provided, which shows the pre-eminence gradually acquired by the conception of the vote as “right”, vis-à-vis the weakening of its consideration as a “duty”

    The theme of the ‘end’ is central to all Beppe Fenoglio’s work and is decisive in defining his very identity as an author. Rarely, both in unfinished novels and in works licensed by the author, does the conclusion allow the meaning of the story to be determined retrospectively. And the suspension of the ending is even more pronounced when it coincides with the thematisation of the ‘end’, that is, the death of a character. Death is a recurring event in Fenoglio’s stories, sometimes the subject of an obsessive precision, sometimes of an evident desire to remove it. This mechanism appears particularly pronounced in Il trucco (‘The trick’), from I ventitré giorni della città di Alba. Here death is the central theme, but also the instrument of a narrative experiment: death is announced, discussed, awaited but, ultimately, not represented. The ending thus becomes the place where a ‘trick’ is revealed that even involves the reader. This article proposes to tackle the ‘problem of the end’ in Fenoglio’s Il trucco, combining an analytical investigation of the text (aimed mainly at the use of shifting focalization and reticence) with some observations on the way in which the author reworks the potential of the short story, which by its very statute envisages the placement of the accent precisely on the ending.Il tema della ‘fine’ è centrale in tutta l’opera di Beppe Fenoglio ed è decisivo nel definire la sua stessa identità di autore. Raramente, sia nei romanzi incompiuti sia nelle opere licenziate dell’autore, la conclusione permette di determinare retrospettivamente il senso della storia. E la sospensione del finale è ancora più marcata quando coincide con la tematizzazione della ‘fine’, cioè la morte di un personaggio. La morte è un evento ricorrente nei racconti di Fenoglio, a volte oggetto di una precisione ossessiva, a volte di un’evidente volontà di rimozione. Questo meccanismo appare particolarmente marcato nel Trucco, racconto compreso nei Ventitré giorni della città di Alba. Qui la morte è il tema centrale, ma anche lo strumento di un esperimento narrativo: la morte è annunciata, discussa, attesa ma, in definitiva, non rappresentata. Il finale diventa così il luogo dove viene svelato un ‘trucco’ che coinvolge anche il lettore. Questo articolo si propone di affrontare il ‘problema della fine’ nel racconto di Fenoglio, unendo un’indagine analitica sul testo (rivolta soprattutto all’uso della focalizzazione mobile e della reticenza) ad alcune osservazioni sul modo in cui l’autore rielabora le potenzialità del racconto breve, che per suo statuto prevede la collocazione dell’accento proprio sul finale
