    Fin dall'inizio del 2021, la campagna vaccinale contro il virus SARS-CoV-2 ha rappresentato un tema centrale nelle agende di tutti i governi, e il caso italiano non fa eccezione. Dopo un avvio rocambolesco, e l'avvicendamento di due esecutivi sostenuti da maggioranze politiche differenti, la somministrazione dei vaccini ha proceduto a ritmi piuttosto sostenuti, tanto che a fine 2021 l'Italia figura quarta in Europa in termini di copertura vaccinale della popolazione. Il percorso è stato tuttavia costellato da numerosi snodi critici, in particolare dopo che il governo Draghi e il Commissario straordinario all'emergenza Figliuolo hanno cominciato a mettere a punto strumenti più "intrusivi" per ridurre l'esitazione vaccinale e assicurare la compliance della platea potenziale. Emblematiche in questo senso sono le proteste di piazza dei c.d. no-vax dopo che sono stati estesi gli ambiti di applicazione e la cogenza dei certificati digitali verdi di derivazione europea, sempre più numerose e agguerrite dall'estate del 2021, e accompagnate da una progressiva polarizzazione della issue vaccinale nel dibattito pubblico, declinata nei termini di un trade off tra libertà di scelta individuale e tutela della salute pubblica. Obiettivo di questo saggio è ricostruire l'andamento della campagna di immunizzazione contro la Covid-19 in Italia, focalizzando appunto l'attenzione sugli strumenti adottati dal governo per incrementare la compliance dei cittadini e combattere l'esitazione vaccinale

    Nell’ambito delle politiche scolastiche, il 2021 si è caratterizzato per due aree di azione pubblica: accanto alle politiche per il funzionamento «ordinario» del sistema scolastico, si sono infatti poste le misure volte alla gestione della pandemia da Covid-19. Tre sono state le decisioni principali – potremmo dire strutturali – che hanno interessato la scuola su entrambi i fronti: il Piano nazionale di ripresa e resilienza (Pnrr), il Decreto «Sostegni bis» e la Legge di bilancio 2022. A queste si sono aggiunti atti «minori» che hanno regolato aspetti specifici della vita scolastica. In questo capitolo si analizzeranno in particolare le politiche – intese sia come decisioni che come non-decisioni – che interessano il personale e il funzionamento del sistema scuola, a sua volta premessa indispensabile per l’erogazione di un servizio educativo di qualità alle famiglie. I soggetti direttamente interessati da queste politiche sono dunque dirigenti scolastici, direttori dei servizi generali e amministrativi (Dsga), docenti e personale amministrativo, tecnico e ausiliario (Ata). Le fonti utilizzate per la ricostruzione dei fatti del 2021 sono di tre tipi: a) atti governativi e normativi, per la ricognizione delle principali misure adottate; b) articoli della sezione «Politica scolastica» del quotidiano specializzato «Orizzonte Scuola» per l’individuazione delle reazioni e rivendicazioni degli attori della scuola (per un totale di 77 elementi, selezionati in base al criterio della coerenza con il tema trattato, per il periodo gennaio-dicembre 2021); c) interviste semi-strutturate con dirigenti scolastici italiani in scuole ubicate sia nella parte settentrionale che in quella meridionale del paese, per neutralizzare la variabile geografica (per un totale di 7 interviste)

    De 1945 à l’aube des années quatre-vingt-dix, l’Italie a fait figure de démocratie exceptionnelle en Europe et dans le monde : l’alternance politique n’y était pas de mise, le puissant parti communiste italien était en dehors du pouvoir et la démocratie chrétienne, perpétuellement aux affaires. Ce schéma s’est érodé au fil du temps avant d’exploser avec la chute du mur de Berlin mais, surtout, suite au déclenchement de l’opération Mani Pulite. En trois ans, le système politique s’est métamorphosé, les principaux partis dominants ont disparu, donnant naissance à un nouveau système partisan bipolaire, et l’on a pu parler d’une IIe République italienne, caractérisée par la personnalité controversée de Silvio Berlusconi. Vingt ans plus tard pourtant, malgré l’alternance au gouvernement entre centre droit et centre gauche, et dans le cadre d’une interaction accrue avec l’Union monétaire, l’Italie fait encore et toujours la une de l’actualité. Elle semble se donner à voir comme l’Etat malade de l’Europe tant des points de vue politique et économique qu’en ce qui concerne la criminalité organisée. L’Italie sera-t-elle donc toujours singulière, exceptionnelle même, dans les régimes démocratiques ? Ou ne fait-elle qu’anticiper des tendances destinées à se généraliser ? Telles sont les questions et la trame de cet ouvrage décisif sur le sujet. Fruit d’une collaboration entre le Centre d’étude de la vie politique et l’Institut d’études européennes de l’Université libre de Bruxelles et la LUISS de Rome, le livre rassemble les contributions des meilleurs spécialistes internationaux de l’Italie dans ses différentes facettes

    Going Beyond Counting First Authors in Author Co-citation Analysis

    The present study examines one of the fundamental aspects of author co-citation analysis (ACA) - the way co-citation counts are defined. Co-citation counting provides the data on which all subsequent statistical analyses and mappings are based, and we compare ACA results based on two different types of co-citation counting - the traditional type that only counts the first one among a cited work's authors on the one hand and a non-traditional type that takes into account the first 5 authors of a cited work on the other hand. Results indicate that the picture produced through this non-traditional author co-citation counting contains more coherent author groups and is therefore considerably clearer. However, this picture represents fewer specialties in the research field being studied than that produced through the traditional first-author co-citation counting when the same number of top-ranked authors is selected and analyzed. Reasons for these effects are discussed

    The article argues that AI can enhance the measurement and implementation of democratic processes within political parties, known as Intra-Party Democracy (IPD). It identifies the limitations of traditional methods for measuring IPD, which often rely on formal parameters, self-reported data, and tools like surveys. Such limitations lead to partial data collection, rare updates, and significant resource demands. To address these issues, the article suggests that specific data management and Machine Learning techniques, such as natural language processing and sentiment analysis, can improve the measurement and practice of IPD

    “Variations on the Author” discusses two of Eduardo Coutinho’s recent films (Um Dia na Vida, from 2010, and Últimas Conversas, posthumously released in 2015) and their contribution to the general question of documentary authorship. The director’s filmography is characterized by a consistent yet self-effacing form of authorial self-inscription: Coutinho often features as an interviewer that rather than express opinions propels discourses; an interviewer that is good at listening. This mode of self-inscription characterizes him as an author who is not expressive but who is nonetheless markedly present on the screen. In Um Dia na Vida, however, Coutinho is completely absent form the image, while Últimas Conversas, on the contrary, includes a confessional prologue that moves the director from the margins to the center of his films. This article examines the ways in which these works stand out in the filmography of a director who offers new insights into the notion of cinematic authorship

    Appropriate Similarity Measures for Author Cocitation Analysis

    We provide a number of new insights into the methodological discussion about author cocitation analysis. We first argue that the use of the Pearson correlation for measuring the similarity between authors’ cocitation profiles is not very satisfactory. We then discuss what kind of similarity measures may be used as an alternative to the Pearson correlation. We consider three similarity measures in particular. One is the well-known cosine. The other two similarity measures have not been used before in the bibliometric literature.     Dispelling the Myths Behind First-author Citation Counts

    We conducted a full-scale evaluative citation analysis study of scholars in the XML research field to explore just how different from each other author rankings resulting from different citation counting methods actually are, and to demonstrate the capability of emerging data and tools on the Web in supporting more realistic citation counting methods. Our results contest some common arguments for the continued use of first-author citation counts in the evaluation of scholars, such as high correlations between author rankings by first-author citation counts and other citation counting methods, and high costs of using more realistic citation counting methods that are not well-supported by the ISI databases. It is argued that increasingly available digital full text research papers make it possible for citation analysis studies to go beyond what the ISI databases have directly supported and to employ more sophisticated methods
