    ABSTRACT The article discusses a theory on public administration by Larry Terry, former editor in chief of Public Administration Review, as it relates to a tragedy occurring during the Big Dig construction project in Boston, Massachusetts. The tragedy took the life of Milena Del Valle, a Boson area resident. The author suggests the tragedy of the Big Dig was the result of the empowerment of managers and an emphasis on the marketing of public sector activity. The author links this change in managerial philosophy to Frederick Salvucci, transportation manager for the State of Massachusetts under Governer Michael Dukakis

    Richardson, Barbauld, and the construction of an early modern fan club

    MPhilMuch has been written about the life and long works of the eighteenth century epistolary novelist, Samuel Richardson, but the prospect of his position as the first celebrity novelist – responsible for courting his own fame as well as initiating his own fan club – has largely been ignored. The body of manuscripts housed at the National Art Library in the Victoria and Albert Museum in London provides the modern scholar with evidence of the skeletal beginnings of an early fan club. This thesis aims to show how these manuscripts were turned into a saleable commodity by the publisher and entrepreneur Richard Phillips, while under the guiding hand of another, slightly later, literary celebrity, Anna Laetitia Barbauld. In order to restore Richardson’s reputation amongst a new nineteenth century audience, Barbauld was required to construct her own idea of him as an eighteenth century celebrity author, and in doing so the insecurities of a self-professed, apparently diffident man, are revealed. Barbauld’s capacious, but heavily edited selection of letters is analyzed in this thesis, providing ample evidence that Richardson’s correspondents were more than just eager letter writers. By using Barbauld’s biography of Richardson this thesis aims to show how she manipulates the genre of life writing in her construction of him. This thesis offers an alternative reading of how the Richardson manuscripts are viewed, redefining them as not simply a collection of letters, but as a collective entity, deliberately selected and archived as evidence of an early modern fan club, and its celebrity managing director

    J.C. Bach's London keyboard sonatas : style and context

    J. C. Bach's keyboard works include several sets of accompanied sonatas, a genre that enjoyed a wide popularity during the Classical era, but never found its way into the concert repertoire. The accompanied sonata was a genre meant for domestic performance; the solo keyboard sonata, on the other hand, was adopted in due course by concert audiences. J. C. Bach composed works within both genres during most of his productive years, and his output constitutes a corpus of remarkable consistency. J. C. Bach's removal to London in 1762 coincided with his clear adoption of a galant style, marked by the Italianate influence, and the abandonment of most Baroque traits. The British milieu provided additional factors: the rise of the pianoforte, a thriving music-publishing market, and a great interest in domestic music making among the affluent classes. These factors marked J. C. Bach's output at various levels. Keyboard works had to conform to the proficiency of the amateur performer, a fact reflected in the accompanied output mostly. The number of movements, their length, and the inclusion of particular technical devices are readily observable differences between the two genres. The most remarkable distinction lies perhaps in the preference for binary sonata format in the accompanied. sonatas from the mid 1760s to the 1770s, in spite of a later tendency for tripartite designs in both genres. J. C. Bach's lifelong preference for motivic phrase structure conditioned his keyboard production and partly explains the gap in quality between some of his works and sonatas composed around the same time by Haydn and Mozart, who developed more effective means to connect the melodic material to higher structural units. J. C. Bach's influence, however, endured in Mozart's handling of melody, and his keyboard production constitutes, in spite of some flaws, a noteworthy example of elegance and craftsmanship

    Advancing the Dialogue: Legitimacy, The Founders, and the Contractarian Argument

    In the beginning of the article the author offers his gratitude to would the editor of the Public Administration Review, for providing this forum for a spirited dialogue on the ideas presented in the article, Legitimacy, History, and Logic Public Administrati on and the Constitution. The criticisms of John A. Rohr, Theodore J. Lowi, Carnilla Stivers, Kenneth F. Warren, and Charles R. Wise are reasoned, thought-provoking, and deserve serious consideration. As a means of advancing the dialogue, the authors clarify and expand on our arguments in a fashion that they hope will address their criticisms. The authors\u27 response in organized around four central themes (1) the relevance of the legitimacy debate (2) the founders and the character issue, (3) the contractarian approach and its relevance to the legitimacy debate, and (4) a defense of the contractarian approach. Finally a critique is made to judge whether the legitimacy issue is dead or alive from the present context of the discussion

    Using and evaluating CASE tools : from software engineering to phenomenology

    CASE (Computer-Aided Systems Engineering) is a recent addition to the long line of "silver bullets" that promise to transform information systems development, delivering new levels of quality and productivity. CASE is particularly intriguing because information systems (IS) practitioners spend their working lives applying information technology (IT) to other people's work, and now they are applying it to themselves. CASE research to date has been dominated by accounts of tool development, normative writings (for example practitioner success stories) and surveys recording IT specialists' perceptions. There have been very few in-depth studies of tool use, and very few attempts to quantify benefits, therefore the essence of the CASE process remains largely unexplored, and the views of stakeholders other than the IT specialists have yet to be heard. The research presented here addresses these concerns by adopting a hybrid research approach combining action research, grounded theory and phenoinenology and using both qualitative and quantitative data in order to tell the story of a system developer's experience in using CASE tools in three information systems projects for a major UK car manufacturer over a four year period. The author was the lead developer on all three projects. Action research is a learning process, the researcher is an explorer. At the start of this project it was assumed that the tools would be the focus of the work. As the research progressed it became evident that the tools were but part of a richer organisational context in which culture, politics, history, external initiatives and cognitive limitations played important roles. The author continued to record experiences and impressions of tool use in the project diary together with quality and productivity metrics. But the diary also became home to a story of organisational developments that had not originally been foreseen. The principal contribution made by the work is to identity the narrow positivistic nature of CASE knowledge, and to show via the research stories the overwhelming importance of organisational context to systems development success and how the exploration of context is poorly supported by the tools. Sixteen further contributions are listed in the Conclusions to the thesis, including a major extension to Wynekoop and Conger's CASE research taxonomy, an identification of the potentially misleading nature of quantitative IS assessment and further evidence of the limitations of the "scientific" approach to systems development. The thesis is completed by two proposals for further work. The first seeks to advance IS theory by developing further a number of emerging process models of IS development. The second seeks to advance IS practice by asking the question "How can CASE tools be used to stimulate awareness and debate about the effects of organisational context?", and outlines a programme of research in this area

    Women in revolutionary organisations

    The main aim of this thesis is to demonstrate that the female revolutionary is no different from her male compatriot. She enters the organisation in the same manner; she shares the same ideology; she participates equally within the revolutionary organisation; and, if she leaves the struggle, she does so in much the same way as her peers. The thesis uses a framework based upon New Social Movement theory to establish the social and historical context of the women by comparing the following five aspects of a new social movement: historical context, leadership, membership, collective action and group ideology and the revolutionary dimension. Before the three historical narratives on the American Movement, the West German student movement and the Palestinian Resistance Movement are undertaken, a literature review covers Social Movement theory, New Social Movement theory, theories on Violence and Terrorism Studies. The thesis also looks at how women have been gendered in criminology and war and how this gendering has influenced some of the leading research on the female terrorist. In order to show that the female revolutionary is very similar to the male, this thesis examines the three historical narratives mentioned above. After reviewing the social and historical context, the respective new social movement, the role of women in the revolutionary organisations (the Weather Underground, the Red Army Faction and Fateh and the Popular Front for the Liberation of Palestine) are reviewed in depth by studying their entry, ideology, group dynamics and exit

    PhDThe object of this thesis is to reach towards an understanding of Cuban society through a study of its detective fiction and more particularly contemporary Cuban society through the novels of the author and critic, Leonardo Padura Fuentes. The method has been to trace the development of Cuban detective writing and to read Padura Fuentes in the light of the work of twentieth century Western European literary critics and philosophers including Raymond Williams, Antonio Gramsci, Terry Eagleton, Roland Barthes, Jean Paul Sartre, Michel Foucault, Jean François Lyotard and Jean Baudrillard in order to gain a better understanding of the social and historical context from which this genre emerged. By concentrating on the literary texts, I have explored readings which lead out into an analysis of the broader philosophical, political and historical issues raised by the Cuban revolution. Since it deals primarily with modes of deviance and notions of legality and justice within the context of the modern state, detective fiction is particularly well suited to this type of investigation. The intention is to show how this is as valid in the Cuban context as it is in advanced capitalist societies where such research has already been carried out with some success. The thesis comprises an introduction, ten chapters and a conclusion. The chapters are divided into three sections. Chapters 1 to 3 attempt a broad theoretical, historical and socio-political analysis of the cultural reality within which the Cuban revolutionary detective genre emerged. Chapters 4 to 6 analyse the Cuban detective narrative from its inception in the early part of the twentieth century until the emergence of Leonardo Padura Fuentes as the foremost exponent of the genre in Cuba after 1991. Chapters 7- 10 concentrate upon the work of Leonardo Padura Fuentes, offering a reading of his detective tetralogy informed by the preceding discussion. The contribution made by the thesis to knowledge of the subject is to build upon the work of Seymour Menton and Amelia S. Simpson on the development of the Cuban detective novel and to provide analyses of the pre-Revolutionary Cuban detective narrative and the work of Leonardo Padura Fuentes for the first time in the English language. The thesis concludes that the study of this popular genre in Cuba is of crucial importance to the scholar who wishes to reach as full an understanding of the social dynamics within that society as possible. In particular, it proves that Cuban detective fiction provides a useful barometer of social change which records the shifts in the Cuban Zeitgeist that have taken place over the past century

    Boys of England was a Victorian boys' periodical. It was published weekly by Edwin J. Brett from 1866 to 1899, initially from the Fleet Street offices of the Newsagents' Publishing Company, and later from Brett's own `Boys of England Office'. It was the first periodical of its kind, and achieved a large sale amongst eager youngsters. The purpose of this thesis is to provide a general history of BOE and Brett, neither of which has yet been attempted. More specifically, the thesis is intended to address misconceptions regarding Brett and his work. Historians of boys' periodical literature have tended to portray Brett's papers as largely supportive of middle class hegemony. They argue that they failed to connect with the lives of their upper working and lower middle class readers. However, this thesis contends that in actual fact BOE engaged closely with the lives of its readership, comprised mainly of boys from the `respectable' working classes. Therefore, BOE should rightly be considered an important, indigenous component of working class society and culture in mid to late Victorian Britain. To provide as comprehensive an analysis as possible, the thesis is divided into three sections: `Paper and Proprietor'; `Content'; `Response'. These sections are divided into further chapters, each exploring a salient facet of BOE and Brett. Some of these engage with, and challenge, the existing historiography of boys' periodical literature. Others introduce historiographies previously remote from the study of boys' papers, widening the remit of this relatively self-contained field. Some examine entirely unstudied, or largely understudied, subject matter. Ultimately, this thesis is intended to make a valuable contribution not only to the historiography of boys' papers specifically, and children's literature in general, but also to the wider historiographies of Victorian social and cultural history and the Victorian working class
