    Universal service financing in competitive postal markets: one size does not fit all

    In the postal sector, the net cost of universal service depends on the content of the service, the postal market characteristics and the country's geographical configuration. These three groups of factors affect both the direct cost of providing the service and the extent of competition on the market. In this paper, we consider countries with different geographical characteristics and we show that the choice of an appropriate mechanism to share the cost of universal service between market participants depends on the country configuration. Thus, for universal service financing, one size does not fit all

    Information acquisition in repeated relationships

    This paper presents a new rationale for delegation. In a repeated relationship, when the principal gives up at time t the control over an action to the better informed agent, the decision taken by the agent signals his private information to the principal. The revelation of information is valuable to the principal only in a context of repeated relation where the principal can use the information at time t+1 to take another decision. In this paper, we present an example where delegation occurs only if the relation lasts for more than one period. In a single period context, if the agent has a bias in favor of one project, he does not have incentives to select a project that is not his preferred one; hence he does not disclose his private information and delegation is not valuable. While in a repeated relationship, it becomes costly for the agent to keep the principal non-informed and this counterbalances the agent’s bias for one project. Shared-control (partial delegation) is then the preferred organizational structure when the interaction is repeated. Moreover, shared-control dominates an alternative mechanism where the principal centralizes all the decisions and the information is transfered through a message game

    La semaine dernière, la presse faisait écho du projet de la SNCB d'introduire des tarifs plus élevés pour les voyages effectués à l'heure de pointe. Concrètement, celui qui prendrait le train dans les tranches 6h-9h et 15h-18h paierait un supplément. La SNCB motive son projet par le fait que le prix actuel est un des plus faible d'Europe. La proposition a –comme on s'en doute- reçu un accueil glacial de la part des usagers du rail. On January 27, the Dutch Authority for Competition and Markets (DACM) fined KPN and Vodafone for the first violation of the Dutch net neutrality law ever.i On February 26, the Federal Communications Commission (FCC) approved new regulations for broadband internet, preserving the net neutrality.ii In brief, the net neutrality proponents seem to be winning the debate.     O presente objeto de pesquisa busca proceder ao estudo e identificação dos traços essenciais envolvidos na abordagem teórica das relações sociais e políticas trazidas na obra O Direito da Liberdade do filósofo alemão Axel Honneth. Faz-se uma análise da influência hegeliana sobre o conceito de liberdade, assim como dos fatores relacionados com o suprimento das carências subjetivas, mediadas pelas diferentes “esferas” sociais. Honneth, assim, procura trazer à tona a compreensão de um novo modelo de liberdade advindo da Filosofia do Direito de Hegel, o qual se distingue substancialmente dos modelos tradicionais. O autor busca evidenciar a limitação das teorias da justiça de tradição liberal, invocando a necessidade de uma visão integrada das relações sociais experimentadas nas esferas referidas por Hegel, concebendo-se uma experiência concreta de liberdade social. Nesse sentido, evidencia-se o caráter interdisciplinar e emancipatório do método de reconstrução normativa como base teórica para a justificação pública nas sociedades modernas.This research object aims to study and identify the essential traits involved in the theoretical approach of social and political relations brought in the work Freedom’s Right by the german philosopher Axel Honneth. It analyses the hegelian influence on the concept of freedom, as well as the factors related to the supply of subjective needs, mediated by the different social "spheres". Honneth thus seeks to bring to light the understanding of a new model of freedom stemming from Hegel’s Philosophy of Law, which differs substantially from traditional models. The author seeks to highlight the limitation of liberal theories of justice, invoking the need for an integrated view of the social relations experienced in the spheres referred to by Hegel, conceiving a concrete experience of social freedom. In this sense, the interdisciplinary and emancipatory character of the normative reconstruction method is evidenced, as a theorical basis for public justification in modern societies
