The Financial and Economic Crisis: A Missed Opportunity to Rethink the Institutional Architecture of the European Union
No full textLa crisi dell’Euro ha sollevato due questioni di particolare rilievo. In primo luogo,
l’emersione del cosiddetto rischio sistemico per cui un eventuale fallimento di uno Stato
parte del gruppo dei paesi PIGS possa estendersi anche agli altri membri dell’Unione
europea; in secondo luogo, il profondo rimodellamento dell’architettura istituzionale europea
al fine di evitare il collasso della Moneta unica, mediante l’introduzione di una
serie di sofisticati meccanismi giuridici economici e finanziari. Le soluzioni adottate, ricorrendo,
per lo più, al metodo intergovernativo a scapito di quello comunitario, hanno
avuto l’effetto di rafforzare gli organismi tecnocratici dell’Unione come la Commissione
e, soprattutto, la Banca centrale europea, a danno del Parlamento, originando così
l’ulteriore tema del deficit democratico in seno all’Ue. Lo studio, nell’analizzare i suddetti
profili, intende evidenziare gli aspetti critici di tale processo di trasformazione che
sta attualmente caratterizzando la presente fase storica dell’Unione europea.The Euro crisis has raised two critical issues. Firstly, the emergence of the financial
systemic risk which consists in the possibility that the danger of PIGS state’s default will
spread to other EU members and secondly, the reshaping of the EU institutional architecture
thanks to the introduction of new legal and economic instruments functional to avoid
the single currency’s collapse. The solutions adopted, partially assumed with the recourse
to the intergovernmental method, have favoured a significant reinforcement of the EU
Commission and especially of the European Central Bank, with a marginalization of the
EU Parliament with the further effect of favouring the prevalence of the technocratic
method on democratic one. The paper aims to analyse the mentioned aspects, trying to
underline the critical aspects of the transformation process that is characterizing the current
history of the European Union

No full textThe essay presents the personal story of Raissa Orlova as an example of a process performed by different writers, primarily women of Jewish origin in the Soviet Union at the beginning of the 20th century. These women no longer have any connection with their ancestors’ religion and try to replace the faith in the Jewish religion with the faith in communism, whose god is Stalin. Raissa Orlova is a perfect example of homo sovieticus: she undertakes the young communist girls’ cursus honorum and she is totally blind to what is happening around her. A fundamental step in her path is the attendance of the IFLI, the "communist school " in Moscow. The veil of illusion falls from her eyes after the Twentieth Party Congress and the comparison with the European reality: Orlova realizes that she has believed in an idol and begins to trace her own personal past, to contrast the unifying vision of communism . At this stage Orlova rediscovers her Jewish origins and, although not converted to her ancestors’ religion, she finally becomes aware of her long ignored past
