Implementing the AIFMD: Success or failure? ECMI Commentary No. 34, 28 March 2013
No full textThis commentary considers the implementation of the Alternative Investment Fund Managers Directive (AIFMD) by the European Commission. The AIFMD creates an internal market for asset management and as an endeavour to develop market-based finance is an important piece of legislation for the European economy. The author, Mirzha de Manuel Aramendía, considers the implementation of some of the provisions that raised concern among industry participants. He finds that, on balance, a practical and flexible approach to implementation has been followed that should help secure the success of the framework, which at present is still uncertain. The commentary also considers the remuneration guidelines adopted recently by the European Securities and Markets Authority (ESMA). It encourages EU and national authorities to commit to the success of the AIFMD framework, as part of a broader effort to develop capital markets and reduce the historical reliance of the European economy on bank finance

The development of societies changed significantly the role of libraries and posed new technological and other challenges due to the development of information technologies.
Since the development of information technologies caused expansion of production capacities in societies there was additional need to standardize production of formats of access, distribution, archiving of information. Due to democratic character of many developed societies openness of information and human rights emphasized an importance of legal aspects and rights of persons with disabilities. Author mentioned articles of the UN Convention of Rights of Persons with Disabilities which required that parties which ratified convention should implement accessibility standards for persons with disabilities. Author presented standards and technical specifications that define accessibility of web interface, computer software and file formats. It is especially emphasized that those standards are important in libraries. Modern libraries should adopt and use file formats which are accessible for persons with disabilities in order to avoid risk of increased discrimination against persons with disabilities if inaccessible technologies will be used. Author believes that this would help persons with disability to use library resources and services equally as other users do.
Artikulation und Partizipation von Jugendlichen in der kommunalen Öffentlichkeit am Beispiel von Projekten Mobiler Jugendarbeit aus der Schweiz
No full textManuel Fuchs und Benedikt Sturzenhecker zeigen am Beispiel von Projekten der Mobilen Jugendarbeit in der Schweiz, dass eine Partizipation von Jugendlichen an kommunalen Entscheidungsprozessen mit innovativen Ansätzen wirkungsvoll gestaltet werden kann. Beschrieben und konzeptionell eingeordnet wird ein Projekt mit dem Titel "Das Sofa", mit dem Anliegen Jugendlicher in den öffentlichen Raum getragen und dort mit der kommunalen Öffentlichkeit verhandelt worden sind. Es folgt die Darstellung eines Filmprojekts mit dem Titel "Freiraum - Riehen ist mehr!", mit dem es auf eine niederschwellige Art und Weise gelungen ist, auch die Anliegen nicht organisierter Jugendlicher in den öffentlichen Raum einer Kommune zu tragen und jugendbezogene Wandlungsprozesse in der Gemeinde einzuleiten
Emergence of Long-Ranged Stress Correlations at the Liquid to Glass Transition
No full textA theory for the nonlocal shear stress correlations in supercooled liquids is derived from first principles. It captures the crossover from viscous to elastic dynamics at an idealized liquid to glass transition and explains the emergence of long-ranged stress correlations in glass, as expected from classical continuum elasticity. The long-ranged stress correlations can be traced to the coupling of shear stress to transverse momentum, which is ignored in the classic Maxwell model. To rescue this widely used model, we suggest a generalization in terms of a single relaxation time τ for the fast degrees of freedom only. This generalized Maxwell model implies a divergent correlation length ξ∝τ as well as dynamic critical scaling and correctly accounts for the far-field stress correlations. It can be rephrased in terms of generalized hydrodynamic equations, which naturally couple stress and momentum and furthermore allow us to connect to fluidity and elastoplastic models.publishe
Stress auto-correlation tensor in glass-forming isothermal fluids: From viscous to elastic response
No full textWe develop a generalized hydrodynamic theory, which can account for the build-up of long-ranged and long-lived shear stress correlations in supercooled liquids as the glass transition is approached. Our theory is based on the decomposition of tensorial stress relaxation into fast microscopic processes and slow dynamics due to conservation laws. In the fluid, anisotropic shear stress correlations arise from the tensorial nature of stress. By approximating the fast microscopic processes by a single relaxation time in the spirit of Maxwell, we find viscoelastic precursors of the Eshelby-type correlations familiar in an elastic medium. The spatial extent of shear stress fluctuations is characterized by a correlation length ξ which grows like the viscosity η or time scale τ ∼ η, whose divergence signals the glass transition. In the solid, the correlation length is infinite and stress correlations decay algebraically as r−d in d dimensions.publishe

No full textDie Offene Kinder- und Jugendarbeit in der Deutschschweiz entwickelte sich seit den 1990er-Jahren zu einem ausdifferenzierten und professionellen Tätigkeitsfeld, das primär auf kommunaler Ebene angesiedelt ist. Historisch verliefen Herausbildung und Entwicklung teilweise verschränkt mit der Soziokulturellen Animation in der Westschweiz und dem Tessin. Aufgrund der föderalen Struktur der Schweiz gestalten sich heute in der Deutschschweiz sowohl Auftrag und Ziele als auch Angebotsformen und Zielgruppen der Offenen Kinder- und Jugendarbeit je nach Gemeinde unterschiedlich. Einrichtungen der Offenen Kinder- und Jugendarbeit in der Schweiz
No full textDieser Beitrag stellt überblickend die Ergebnisse der ersten standardisierten Befragung der Einrichtungen der Offenen Kinder- und Jugendarbeit in der Schweiz vor, die im Jahr 2018 als Teilprojekt des Projekts Sprachregionen des Dachverbandes Offene Kinder- und Jugendarbeit Schweiz (DOJ/AFAJ) und weiterer Kooperationspartner*innen durchgeführt wurde und in einem Buch mit dem Titel Offene Kinder- und Jugendarbeit. Ergebnisse der ersten schweizweiten Umfrage von Julia Gerodetti et al. (2021a) in den drei Landessprachen Deutsch, Französisch und Italienisch publiziert wurde. An der Umfrage nahmen insgesamt 620 Einrichtungen der Offenen Kinder- und Jugendarbeit teil, in denen mindestens eine festangestellte und/oder entlohnte Fachperson arbeitete. Der vorliegende Beitrag stellt die Ergebnisse von Gerodetti et al. (2021a) in einer komprimierten Fassung vor, indem er u. a. folgende Aspekte Handlungsfeld überblickend beschreibt: Angebotsformen, Partizipationsmöglichkeiten, Qualitätsarbeit, fachliche Orientierung, Finanzierungs-, Trägerschafts- und Steuerungsstrukturen, Aussagen zur Zielgruppe, den Nutzer*innen und den Mitarbeiter*innen sowie zur räumlichen oder finanziellen Ausstattung, Gründungsjahr, Öffnungszeiten usw., aber auch Einschätzungen der Fachpersonen zu spezifischen Themen. Review: Thorsten Fuchs (2011). Bildung und Biographie: eine Reformulierung der bildungstheoretisch orientierten Biographieforschung
No full textThorsten FUCHS setzt sich in seiner Dissertation mit dem bisherigen Versuch der Vermittlung
von Bildungstheorie und Bildungsforschung am Beispiel der bildungstheoretisch orientierten
Biografieforschung auseinander. Diese in einem zweistufigen Analyseverfahren in ihrer
Argumentationsstruktur nachvollziehend und einer ausführlichen Kritik unterziehend,
ergeben sich Leerstellen in Bezug auf Biografie- und Bildungsverständnis sowie das
gewählte Verfahren der Fokussierung von Prozessstrukturen des Lebenslaufs in Anlehnung
an Fritz SCHÜTZE. Aufgrund dieser Bestandsaufnahme entwickelt FUCHS sodann die bildungstheoretisch
orientierte Biografieforschung in einer eigenen qualitativen Studie bildungs- und
jugendtheoretisch weiter und führt mit Theodor SCHULZEs Toposanalyse ein alternatives,
die identifizierten bildungstheoretischen Engführungen vermeidendes Verfahren der
Biografieforschung ein.Die Dissertation von Thorsten FUCHS ist eine sehr empfehlenswerte
Arbeit, die dem selbst gesetzten Anspruch der Weiterentwicklung der bildungstheoretisch
orientierten Biografieforschung auf hohem Niveau gerecht wird. Dass FUCHS es vermag,
seine Arbeit in einem umfassenden, auch geschichtlich aufgearbeiteten disziplinären
Diskurs der Erziehungswissenschaft um Bildungstheorie und Bildungsforschung zu verorten
und weiterzuentwickeln, macht sie umso empfehlenswerter.In his doctoral thesis, Thorsten FUCHS critically discusses existing concepts aiming
to relate educational theory [Bildungstheorie] and empirical research in education
[Bildungsforschung]. He thus focuses on concepts evolved in the German research context
in recent years that explicitly aim at relating educational theory and biographical
research. By analyzing them in depth and critically examining their findings, he identifies
lacunae as regards the underlying concepts of biography and education (in the meaning
of Bildung) and as regards the research method that follows Fritz SCHÜTZE's understanding
of biographies as structured processes. Against this background, Thorsten FUCHS seeks
to further develop this line of enquiry (relating educational theory and empirical
research in education) by referring explicitly to theories of education and biography
and by introducing an alternative methodology in reference to Theodor SCHULZE, which
he sees as better suited to this purpose
