Employment Recession and Recovery in the 50 States: A Further Update
Private-sector Gross Domestic Product (GDP) growth ratios and employment recovery rates following the Great Recession are calculated for the 50 states, as well as Census regions and divisions. GDP growth rates measure the ratio of state private sector GDP in 2012 to that in 2007. States with 2012 private-sector GDP levels above their 2007 levels have GDP growth ratios greater than one, while those with private-sector GDP lower than their 2007 levels have ratios below one. Employment recovery rates measure the percentage of each state’s private-sector job losses during the recession that have been recovered as of June 2013. The nation’s private-sector GDP growth ratio is 1.026, and its employment recovery rate is 81.7 percent.This is the third in a series of reports measuring how private-sector employment has changed in the 50 states during the Great Recession and the subsequent recovery.This report was published as Issue Paper Number 36, July 2013, in Rutgers Regional Report
Employment Recession and Recovery in the 50 States
The goal of this paper is to provide a report of record of the employment performance of the 50 states during the Great Recession and the ensuing recovery period. The analysis presented here uses U.S. Bureau of Labor Statistics data to consistently measure the changes in private-sector jobs over the course of the employment cycle from July 2003 through June 2011, a period covering economic expansion, recession, and recovery.The nation lost 8,838,000 private-sector jobs over the 25-month period from January 2008 to February 2010, a rate of loss of 7.6 percent. In the job-recovery period from February 2010 through June 2011, the nation regained 2,230,000 private-sector jobs, a rate of increase of 2.1 percent and a recovery of 25.2 percent of all the private-sector job losses of the recession.The first part of this report measures the private-sector employment performance of each of the states and regions of the country. It also measures the shares of each state and region of the national job losses and job gains during the various phases of the employment cycle.The second part of the report measures the duration of the employment recession, the number of private-sector jobs lost, and the rate of job decline for each state. It then measures the duration of the job-recovery period, the number of private-sector jobs gained, the rate of private-sector job gain, and the percentages of job losses that have been recovered for each state. Job recovery rates are calculated for all 50 states. The rate measures the percentage of a state’s private-sector employment losses during and after the recession that have been recovered as of June 2012. As a benchmark for comparing individual states, the national private-sector job recovery rate is 49.3 percent.Public-sector employment (federal, state, and local) increased well into the national recession. It was affected by numerous factors (federal countercyclical spending, deep tax-revenue declines for state and local governments, and varying political responses at the state and local levels in terms of tax increases versus service reductions).This report was published as Issue Paper Number 30, August 2012, in Rutgers Regional Report
Fink: Early supernovae Ia classification using active learning
International audienceContext. The Vera C. Rubin Observatory Legacy Survey of Space and Time (LSST) will produce a continuous stream of alerts made of varying sources in the sky. This data flow will be publicly advertised and distributed to scientists via broker systems such as FINK, whose task is to extract scientific information from the stream. Given the complexity and volume of the data to be generated, LSST is a prime target for machine learning (ML) techniques. One of the most challenging stages of this task is the construction of appropriate training samples which enable learning based on a limited number of spectroscopically confirmed objects.Aims. We describe how the FINK broker early supernova Ia (SN Ia) classifier optimizes its ML classifications by employing an active learning (AL) strategy. We demonstrate the feasibility of implementing such strategies in the current Zwicky Transient Facility (ZTF) public alert data stream.Methods. We compared the performance of two AL strategies: uncertainty sampling and random sampling. Our pipeline consists of three stages: feature extraction, classification, and learning strategy. Starting from an initial sample of ten alerts, including five SNe Ia and five non-Ia, we let the algorithm identify which alert should be added to the training sample. The system was allowed to evolve through 300 iterations.Results. Our data set consists of 23 840 alerts from ZTF with a confirmed classification via a crossmatch with the SIMBAD database and the Transient Name Server (TNS), 1600 of which were SNe Ia (1021 unique objects). After the learning cycle was completed, the data configuration consisted of 310 alerts for training and 23 530 for testing. Averaging over 100 realizations, the classifier achieved ~89% purity and ~54% efficiency. From 01 November 2020 to 31 October 2021 FINK applied its early SN Ia module to the ZTF stream and communicated promising SN Ia candidates to the TNS. From the 535 spectroscopically classified FINK candidates, 459 (86%) were proven to be SNe Ia.Conclusions. Our results confirm the effectiveness of AL strategies for guiding the construction of optimal training samples for astronomical classifiers. It demonstrates in real data that the performance of learning algorithms can be highly improved without the need of extra computational resources or overwhelmingly large training samples. This is, to our knowledge, the first application of AL to real alert data.Key words: methods: data analysis / supernovae: general / methods: statistica
Introduction à la phénoménologie cosmologique d'Eugen Fink.
Tue purpose of this work is to introduce in french to german thinker Eugen Fink (1905-1975), which is most unknow in french. We will see the relation between the "young" Fink and the "old" Fink, and the continuity between the both period of his thought. First we will read newly the classics texts of the young Fink, and show the cosmological dimension of his thought, and then we will see how the "old" Fink drive his philosophy: with a theory, - new -, of the philosophical wondering, which drive to a new cosmology; from here, Fink read and think newly the history of metaphysics. To end, we will compare the Fink's thought with the theory of the man, from one side, and with the ontology of the last Heidegger, from the other side. This will be the first introduction to the whole Fink's thought in french.Il s'agira d'envisager, en français, l'oeuvre du philosophe allemand Eugen Fink (1905-1975), dont le corpus complet n'est disponible qu'en allemand. Dr. L. Dee Fink: The Joy & Responsibility of Teaching Well
When we teach, our actions as teachers have the potential not only to fulfill our responsibility to students and society but also to give us the deep joy that comes when we do something important, well. There is growing evidence that although college-level teaching is extremely important in today\u27s world, we are not doing a very good job of educating our students. In this presentation, Dr. Fink will examine our traditional responses—and suggest alternative responses—to four central issues of teaching: WHAT we teach, HOW we teach, how we GEAR UP as teachers, and WHO we are as educators. If we can re-think and revise our responses to these four issues in ways that improve student learning, we can experience the deep Joy that comes with doing something very important-WELL

The economic and fiscal impacts of Hurricane Sandy in New Jersey, a macroeconomic analysis
This report estimates the macroeconomic and fiscal impacts of Hurricane Sandy on the economy of New Jersey using the R/ECON™ forecasting model of the state’s economy. The model consists of more than 250 quarterly time-series equations and 30 employment sectors.The analysis takes into account both the economic losses resulting from the hurricane and the offsetting positive economic impacts associated with recovery and reconstruction spending in the months and years following the storm.However, the estimates of impacts depend upon the restoration expenditures actually being made. If the funds for these restoration and recovery expenditures are not made available, the offsetting positive impacts to the economy will not occur and the New Jersey economy will be significantly damaged.
