    Nationally Fragmented Supervision Over Multinational Banks as a Source of Global Systemic Risk: A Critical Analysis of Recent EU Reforms

    The European single market supported the creation of multinational banking groups. However, the European banking directives and the single license system were built along the model of the stand-alone bank and cannot keep pace with recent market developments. The national character of prudential supervision determines at least three sets of negative consequences for cross-border banking groups: higher compliance and enforcement costs; national solutions rather than cross-border cooperation between supervisors; greater systemic risks as a consequence of coordination failures. In this paper we argue that there is a strong case for further centralization of supervision and crisis management. Recent reforms in Europe, including the creation of a European Banking Authority, move in the right direction, but they still rely too heavily on cooperation between national authorities. While (enhanced) coordination may be effective in normal times, in emergency situations national authorities tend to behave strategically and exploit information asymmetries. As shown by the recent crisis, misalignment of incentives can lead them to national bias and non-cooperative dominant strategies. We argue that early intervention measures and crisis resolution tools should be reserved to a pan-European authority. Also ongoing supervision should be centralized, so as to avoid an inefficient transfer of powers to a single resolution authority at the outset of a crisis

    The twist-bend nematic phase: molecular insights from a generalised Maier–Saupe theory

    Bent-shaped liquid crystal dimers exhibit a non-conventional nematic phase, which in the last few years has been actively investigated. A structural model of this phase has been proposed, which is characterised by a helical modulation with a periodicity of the order of few molecular lengths. Such a model, which is generally denoted as twist-bend nematic (NTB), is consistent with various experimental evidences and is supported by theories and simulations. Here, we will examine in more detail the features and the implications of a generalised Maier–Saupe theory, which was recently proposed to explain the origin and structure of the NTB phase. In particular we will analyse the relevant molecular order parameters, with special attention to the polar and biaxial ones, and we will discuss the concept of ‘tilted director’, which may give rise to some ambiguity. The phase behaviour will be described as a function of the bend angle between the mesogenic moieties of a dimer, which in the generalised Maier–Saupe theory is the key molecular feature. Extension of the theory to include fluctuations of the bend angle will allow us to examine the effect of the molecular flexibility on the phase diagram

    Corporate Boards, Incentive Pay and Shareholder Activism in Europe: Main Issues and Policy Perspectives

    This is the first chapter in a volume on “Boards and Shareholders in European Listed Companies: Facts, Context and Post-Crisis Reforms” (M. Belcredi and G. Ferrarini eds., Cambridge University Press forthcoming 2013). We offer an overview of the volume, placing the same in the context of recent EU reforms and of corporate governance theory, and summarizing the main outcomes of the various chapters. In addition, we offer some policy perspectives based on the theoretical and empirical outcomes of the research project of which this volume is the product. We analyse four main topics in the corporate governance of European listed firms: board structure/composition and its interaction with ownership structure, board remuneration, shareholder activism and corporate governance disclosure based on the “comply-or-explain” approach. For each of them, this volume provides new evidence and derives specific implications, relevant for the policy debate. Basically, proposals aimed at increasing disclosure and accountability at the European level look generally well-grounded: this is true, in particular, for disclosure about managerial compensation and compliance with national governance codes based on the “comply- or-explain” principle. On the opposite, we suggest caution when evaluating proposals targeting specific governance arrangements, which may actually lead to unintended consequences. Even though the Commission has – so far – refrained from adopting an excessively intrusive stance, further analysis may be needed before intervening in the fields of board composition and shareholder activism

    Effects of induction interactions on the orientational order of solutes in liquid crystals

    In a recent paper (di Matteo, A.; Ferrarini, A.; Moro, G. J. J. Phys. Chem. B 2000, 104, 7764) a method to derive a mean field potential for molecules in nematic phases based on their structure and charge distribution has been presented. The potential consists of a shape and a reaction field contribution, accounting for short range and electrostatic intermolecular interactions, respectively. The model is extended here by introducing induction interactions in the reaction field. In the spirit of our approach, aimed at a realistic picture at a semiphenomenological level, an appropriate description is obtained in terms of distributed polarizabilities. The Thole model of interacting damped atom dipoles has been singled out as a suitable one, although also different choices have been considered. The orientational order parameters calculated in this way for a set of typical polar and nonpolar solutes in nematic solvents are reported, and the influence of induction interactions is discussed

    Early Effects of No-Till Use on Durum Wheat (Triticum durum Desf.): Productivity and Soil Functioning Vary between Two Contrasting Mediterranean Soils

    The diffusion of no-tillage (NT) is to be encouraged because of the benefits it can provide in terms of improving soil fertility and counteracting global warming and climate change as part of climate-smart agriculture practices. However, the introduction of this management can be difficult, especially in the first years of application, and can lead to unpredictable yield results depending on the soil type. Therefore, the aim of this experiment was to evaluate the early effect of NT use, compared to the conventional mouldboard ploughing (CT), on two different soils, a clay-loam (GAL) and a sandy-clay-loam soil (SMA), by monitoring a set of 43 different soil and plant variables that were expected to vary with tillage and/or soil type. At both experimental sites, NT showed lower wheat total biomass (−29%) and grain yields (−17%) than CT with a more pronounced decrease in GAL than in SMA. Yield differences were accompanied by modifications in nutrient, microbial community and soil enzyme activity dynamics which highlighted higher stress in GAL, than in SMA soil, attributable to lower crop residues decomposition and substrate availability. Therefore, our findings suggest that the negative consequences due to the transition to NT depend on specific soil characteristics, like texture and organic matter concentration, with different repercussions on soil quality as well as on wheat growth and productivity
