The European Constitution Project from the Perspective of Constitutional Political Economy
No full textThree topics of a European constitution are discussed. First, basic arguments from constitutional political economy that aim at restricting representatives’ potential misuse of powers in a European Union with extended competencies are summarized. Since a European demos does not yet exist, an extension of competencies of the European Parliament is not sufficient in order to legitimate political decisions at the EU level. The introduction of elements of direct democracy in the European constitution would shape the creation of such a demos and lead to a stronger control of the European legislature and executive. Second, the introduction of direct democracy in the European constitution is proposed in order to reduce the European democratic deficit. Third, the creation of a European federation requires a more transparent assignment of competencies and rules to resolve conflicts between different centers of power. Comparing and contrasting the uses of two graphical tools for displaying patterns of multiparty competition: Nagayama diagrams and simplex representations
No full textWe compare two tools for displaying, in graphical form, information about vote outcomes in multiparty elections at the constituency level. One was recently proposed by Nagayama and introduced to the English-speaking world by Reed, who applied this method to Japanese and Italian election data. Reed labels the method Nagayama diagrams. Recently, Taagepera has shown how the domain of potential uses of Nagayama diagrams can be expanded significantly. A second graphical device has been used by a number of authors for various types of election analyses, but is not that well known in the comparative parties literature. This method, which uses barycentric coordinates (i.e. triangular) rather than the more familiar rectangular coordinates, has gone under a variety of names (e.g. trilinear plot, toroidal diagram and simplex representation), but we have chosen to use the last of these labels. We make use of both methods to visually present election data (by constituency) for the Italian national elections of 1994, 1996 and 2001. We show how different types of information may be readily gleaned from the two types of graph, and, perhaps most importantly, illustrate how we may improve the ready intuitive interpretability of each type of graph by specifying boundary constraints to define particular regions of the graph - a technique we call 'segmentation'
Labour supply in presence of taxation financing public services. An experimental approach.
No full textThe paper illustrates the results of some experiments aiming to test the effect of taxation on the effort. Differently from previous experiments (Levy-Garboua et al., Sutter and Weck-Hannemann, Swenson), in our research the revenue of taxation is not depleted but employed, more realistically, to finance welfare provisions. The result is no more a reduction of effort, as in previous experiments, but a slight increase. This behavior is coherent with a theoretical model suggested by Bird in 2001.

Drawing on official reports, scientific publications, and ethnographic collections, the essay situates the Novara alongside other Austrian and European voyages, highlighting its role in consolidating Austria’s place on the world stage. The author explores the ideological underpinnings of the mission, especially as articulated by Karl von Scherzer, who framed the journey in terms of Eurocentric progress, racial hierarchies, and the civilizing mission of Europe—particularly the “Anglo-Saxon” model. The essay critically examines how the Novara’s documentation and collections contributed to museums and scientific institutions, while also reflecting the contradictions and exclusions of imperialist worldviews. Ultimately, Abbattista argues that the Novara expedition exemplifies the entanglement of science, empire, and global modernity, offering insight into the construction of “global Europeanness” and the enduring legacies of colonial encounters

Missa luba : new edition and conductor's analysis
No full text"Since 1964 and the first printed edition of Missa Luba by Guido Haazen, this work has been performed countless numbers of times all over the world. Missa Luba continues to have a large number of performances each year, despite the fact that there is very little research available, and the only published edition is wholly insufficient in producing an authentic performance. To date, the following has not been published in any known academic publications: 1) a biography of Guido Haazen, 2) research into the first choir to sing Missa Luba, 3) a detailed explanation of the collective improvisational nature of the work, and 4) a comparison of the folk melodies used as models to the corresponding sections of each Mass movement. The purpose of this document is to provide a new edition of Missa Luba and an analysis of the work useful to a conductor. The reasons why a new edition is needed and what changes are made to the existing edition will be discussed, along with an analysis, which will cover the work's historical background, structure, and performance practice concerns. The document will incorporate recent research into this subject, especially that of interviews with Guido Haazen prior to his death in 2004, and a more accurate transcription of the original 1958 recording. Also, significant to this project is a description of the ethnic instruments used in the original performances of Missa Luba and suitable modern substitutions. Research conducted at the Central Africa Museum in Tervuren, Belgium will be primary in this discussion. The result of this document will be a new edition of Missa Luba, more accurately reflective of the 1958 recording and early performances, and will provide much needed research into its creation, structure, and performance.
