    Highlights the lack of open and accessible data on the performance of key public services. If the political and social impacts of open data are to be realised, work to increase the supply of datasets from right across government will be needed, alongside sustained investment in capacity building, training and support for effective data use. Introduction The core idea behind Open Government Data (OGD) is a simple one: public data should be a shared resource. Making data open is valuable not only for the government departments that collect and release the data, but also for citizens, entrepreneurs and other parts of the public sector. The implementation of OGD takes dedicated and sustained policy attention. Affecting widespread impact through the release of OGD relies not only upon the supply of high-quality data, but also upon the capacity of users to work with the data, and the ability of government to engage proactively with those users. In our complex world, access to OGD has the power to secure enhanced government accountability, empower coordinated action to improve public services and civil society, and inspire new business ideas. Yet far too often, access to data, along with the skills to understand and make use of it, are distributed unequally, and would-be users frequently encounter unnecessary technical and legal restrictions that prevent data re-use. Calls for a “Data Revolution” — led by the United Nations — have placed renewed attention on ensuring the collection and management of high-quality data around the world through strengthened statistical capacity, and are driving a focus on the use of new “big data” resources in policy making. Against this backdrop, questions concerning who has access to data, and whether citizens have the capability and freedoms to create, access, and analyse data about their own communities and concerns, become ever more important for securing a fair balance of power in our societies

    En el colegio San Alberto Magno de la ciudad de Barranquilla se vivencian múltiples contextos que replican la realidad del medio ambiente en que se desempeña su labor, es un observatorio en el cual se puede divisar con nitidez el comportamiento y las relaciones que se experimentan dentro de la comunidad educativa y donde el personal docente y administrativo se enfrenta a un reto de enormes dimensiones como lo es moldear y modelar a una generación de estudiantes con todas las responsabilidades y compromisos que ello conlleva. El tema de la convivencia escolar resulta esencial pues unas relaciones interpersonales armónicas, propicias, edificantes y positivas dentro de la comunidad educativa son un requisito sine qua non para un proceso integral de mejora académica. El autor del presente texto, como director del Colegio San Alberto Magno, ha tenido la oportunidad de conocer de primeramano las vicisitudes y necesidades propias de esta institución educativa ante lo cual considera primordial poner en práctica un plan de acción para fortalecer la convivencia escolar al reconocer su relación trascendental; con base en la filosofía de Santo Tomas de Aquino como en el pensamiento de Paulo Freire se busca consolidar una nueva visión pedagógica que incorpore las ideas de que cada ser humano enseña y aprende convirtiéndose en sujeto liberador (Freire, 2006), aportando esta visión desde el campo de la pedagogía, y de que, a partir de Santo Tomas, se logre contemplar la totalidad del ser trascendente, se conciba al ser humano como hijo de Dios que siempre tiende a la búsqueda de la verdad y la sabiduría que finalmente es el mismo Dios, desde una perspectiva espiritual y trascendental desde la cual considerar al ser humano, al ser la educación tan necesaria para el hombre, pues sin ella no daría cumplimiento pleno a su ser. Finalmente, se hace una caracterización de la población estableciendo su percepción sobre la convivencia y poder llegar a la construcción e implementación del “Diseño de la propuesta de convivencia” que tuviera en cuenta los cuatro pilares del aprendizaje señalados por Delors (1996): saber conocer, saber hacer, saber ser, saber convivir; la presente estrategia tuvo como eje central el desarrollo humano desde la concepción de Santo Tomás de Aquino como desde la de Paulo Freire, e identificó al sujeto educable como un estudiante pluridimensional, en razón de lo cual no sólo hay que trabajar en un currículo academicista que privilegie los contenidos cognitivos, sino en desarrollar otras habilidades que posibiliten la potenciación de su ser como persona: con valores, emociones y un sentido preminente de la alteridad, de la otredad,In the San Alberto Magno school in the city of Barranquilla, multiple contexts are experienced that replicate the reality of the environment in which its work is carried out, it is an observatory in which you can clearly see the behavior and relationships that are experienced within the educational community and where the teaching and administrative personnel face a challenge of enormous dimensions, such as shaping and modeling a generation of students with all the responsibilities and commitments that this entails.     El software libre es sin duda, es la punta de lanza de un modelo de mayor dimensión que prioriza y potencia una apuesta por la transparencia, la independencia, la colaboración y la racionalización de los recursos. Los problemas identificados en el caso de la oferta, es decir, de las organizaciones proveedoras de aplicaciones y servicios de software libre, se resumen básicamente en dos: El miedo al cambio y la falta de espíritu colaborativo. Y es que generalmente, las organizaciones del sector están acostumbradas a desarrollar software a medida, sin suministrar las fuentes a sus clientes manteniendo un modelo de pago por licencias de uso. Con la aparición del software libre surge un nuevo modelo de negocio sostenible basado en el cobro por servicio y no por licencia, algunas organizaciones desarrolladoras de software están liberando parte del código que a la fecha era cerrado. En resumen, nos encontramos ante la revolución del conocimiento abierto que está cambiando los paradigmas de crecimiento de la mayoría de sectores empresariales, entre ellos el sector informático. Las organizaciones que se adapten y vean en el desarrollo del software libre una oportunidad, mediante la cooperación, pueden llegar a alcanzar sus metas más rápidamente y con menor esfuerzo que de forma individual. Los programas de computadoras están protegidos por las leyes de derechos de autor y tratados internacionales. Muchas empresas y personas desconocen el concepto de licencia, sus tipos y lo que implica no adquirirlas legalmente, sin darse cuenta que al usar software copiado ilegalmente es delito y una violación a las leyes de propiedad intelectual vigentes en Colombia. The problems identified in the case of supply, that is, of organizations that provide free software applications and services, are basically summarized in two: The fear of change and the lack of a collaborative spirit. And it is that generally, the organizations of the sector are accustomed to develop customized software, without supplying the sources to their clients, maintaining a model of payment for use licenses. With the emergence of free software, a new sustainable business model emerges based on charging for service and not for license. Some software development organizations are releasing part of the code that was closed to date. In short, we are facing the open knowledge revolution that is changing the growth paradigms of most business sectors, including the IT sector. Organizations that adapt and see an opportunity in the development of free software, through cooperation, can reach their goals more quickly and with less effort than individually. Computer programs are protected by copyright laws and international treaties. Many companies and people are unaware of the concept of license, its types and what it means not to acquire them legally, without realizing that using illegally copied software is a crime and a violation of the intellectual property laws in force in Colombia. Throughout the project, we describe the piracy rates according to the BSA and other sources, the losses it causes to the ICT sector in Colombia, and the advantages of adopting free software in business environments and at the national level. This project initially seeks to create a frame of reference, some bases that help to establish at what level the MSMEs of the city of Montería are with respect to the use of proprietary unlicensed software, use and knowledge of free software, the rules of rights of author and his possible sanctions; to then generate strategies that allow them to guide them with free software alternatives, to get out of illegality and take advantage of all the advantages that free software offers.Modalidad Presencia

    "Tão perto e tão longe": o cotidiano de aposentados nos espaços urbanos da cidade de Florianópolis

    Tese (doutorado) - Universidade Federal de Santa Catarina, Centro de Filosofia e Ciências Humanas, Programa de Pós-Graduação em Psicologia, Florianópolis, 2015.A vivência da aposentadoria pode ser acompanhada de transformações identitárias e no cotidiano dos sujeitos, entre elas, mudanças no habitar. Tendo como aporte teórico o pensamento marxista de Henri Lefèbvre, o objetivo desta Tese foi compreender as relações estabelecidas por pessoas aposentadas, em seus cotidianos, nos espaços urbanos da cidade de Florianópolis. Empregando o método regressivo-progressivo, proposto pelo referido autor, este estudo foi elaborado em três momentos: a descrição do visível, a análise regressiva-progressiva e a progressão histórico-genética. No primeiro momento, por meio de análise documental e observação de campo, descreveu-se a história, o contexto atual e aspectos do cotidiano de seus moradores e de pessoas aposentadas, favorecendo, assim, uma aproximação com o objeto de estudo. Compreendeu-se que os espaços urbanos de Florianópolis passaram por significativas transformações, especialmente nas últimas três décadas, em que houve um expressivo crescimento populacional e a modernização da cidade, alterando-se os modos de vida e o cotidiano de seus moradores. Percebeu-se que as pessoas aposentadas, muitas vezes, compõem o cenário urbano em lugares demarcados e, ao mesmo tempo, podem viver descontinuidades em sua relação com o habitar. No momento regressivo-progressivo, por meio de entrevistas e elaboração de registros fotográficos em incursões à cidade, analisaram-se as trajetórias de vida de dez participantes aposentados(as), identificando-se, entre outros aspectos, que o trabalho constituía-se como central no estabelecimento das relações cotidianas nos espaços urbanos e, após a aposentadoria, sentem, em muitos momentos, a ausência de lugares e/ou a dificuldade de participação na cidade. Verificou-se, ainda, que, ao se aposentarem, vivenciaram mudanças em suas relações nos espaços urbanos e no modo de habitar, modificando-se, ao mesmo tempo, sua própria identidade. Por fim, na progressão histórico-genética, compreendeu-se e discutiu-se que as relações estabelecidas por pessoas aposentadas nos espaços urbanos da cidade de Florianópolis, em seus cotidianos, podem: estar desagregadas no rompimento com as relações de trabalho; ser vividas no passado, mesmo quando percebem novas realidades nos espaços em seu presente; ser experienciadas com impossibilidades de viver o futuro na cidade; representar o próprio consumo no e do cotidiano; e, ainda, ser (re)construídas por meio de um habitar emancipador.Abstract : Experiencing retirement may be followed by changes in subjects identity and everyday life, among them the changes in relations in the space they live in. Having the Marxist thought of Henri Lefèbvre as theoretical contribution, this thesis aimed to understand the relations stablished by retirees, in their everyday life, in the urban spaces in Florianópolis city. By using the regressive-progressive method, proposed by the above related author, this review was made in three moments: the description of visible, the regressive-progressive analysis and the historical-genetic progression. At first, by means of the documentary analysis and the field observation, the history, the current context and the aspects of everyday life have been described, favoring, therefore, the approximation with the object of study. It has been understood that the urban spaces in Florianópolis have gone through significant changes, especially in the three last decades, in which there has been expressive population growth and the modernization of the city, changing therefore the lifestyle and everyday life of its dwellers. It has been realized that retirees often take part in the urban scenario in delimited sites and at the same time they may live discontinuity in their relation with dwelling. In regressive-progressive analysis, by means of interviews and elaboration of photographic record in city incursions, the life track of ten participants have been analyzed, and among other aspects, it has been identified that work was the central aspect in stablishing relations with the urban spaces and after retirement, they miss places and feel the lack of participation in the city. It has also been verified that after they retire, they have experienced changes in their relations with the urban spaces and the way of dwelling, changing their own identity at the same time. Finally, in the historic-genetic progression, it has been understood and discussed that the relations with the urban spaces in Florianópolis city, stablished by these retirees, may: be dissociated as work relations are broken; be experienced in the past, even when they realize new realities in spaces in the present; be experienced with impossibilities to live the future in the city; represent the consumption itself in the of everyday life; and also be (re)constructed through an emancipating dwelling

    Relación entre el uso/abuso del internet y la actitud hacia la compra online en jóvenes de la ciudad de barranquilla con edades entre 25 y 35 años

    Currently, the global growth of internet access has allowed thousands of people to access tools that facilitate interaction, learning, communication, entertainment, consumption, among many other aspects. This network also allows speeding up the response time to a variety of operations, which encourages a massive and recurring use of digital platforms. Taking into account the emerging dynamics of the current technological revolution and its impact on consumer behavior, this research was conducted, whose objective was to determine the relationship between the use / abuse of the internet and the attitude towards online shopping. To achieve this goal, a sample of 337 subjects with ages between 25 and 35 years (M = 29 years; SD = 15.04) was selected to whom the Internet Addiction Test (IAT) and the Instrument for Measurement of Attitude Toward Online Shopping. The results obtained allowed to show that 77.2% of the participants have a controlled use of the internet, 21.7% a problematic use and 1.2% an addictive use, additionally it was found that there is a relationship between the use / abuse of the internet and the attitude towards online shopping.En la actualidad, el crecimiento global del uso de la internet, ha permitido que miles de personas accedan a herramientas que facilitan la interacción, el aprendizaje, comunicación, entretenimiento, consumo, entre otros múltiples aspectos. Esta red, permite además agilizar el tiempo de respuesta ante diversidad de operaciones, lo cual propicia un uso masivo y recurrente de las plataformas digitales. Teniendo en cuenta las dinámicas emergentes de la revolución tecnológica actual y su impacto en el comportamiento de los consumidores, se realizó la presente investigación, cuyo objetivo fue determinar la relación entre el uso/abuso de la internet y la actitud hacia la compra en línea. Para lograr tal fin, se seleccionó una muestra de 337 sujetos con edades entre 25 a 35 años (M=29 años; DT=15.04) a quienes se les aplicó el Test de adicción a la internet (IAT) y el Instrument for Measurement of Attitude Toward Online Shopping. Los resultados obtenidos permitieron evidenciar que el 77.2% de los participantes un uso controlado del internet, 21,7% un uso problemático y el 1.2% un uso adictivo, adicionalmente se encontró que existe relación positiva estadísticamente significativa entre el uso/abuso de la internet y la actitud hacia la compra online

    Artes de canto (1492-1626) y mujeres en la cultura musical del mundo ibérico renacentista

    [spa] Esta Tesis Doctoral explora la cultura musical del mundo ibérico renacentista a través del estudio de artes de canto en lengua vernácula impresas entre 1492 y 1626 y de su relación con las mujeres de la época. La Tesis consta de siete capítulos, estructurados en dos partes (Vol. I), y de veinte apéndices (Vol. II). La primera parte (Capítulos I al IV) muestra que las características por las que estos libros que contenían los rudimentos de la música han sido infravalorados hasta ahora por la historiografía musical son precisamente las mismas que demuestran que respondían a una necesidad pedagógica y a la demanda de manuales asequibles, breves y prácticos por parte de un amplio mercado. Las artes de canto se imprimieron en tiradas de miles de ejemplares y eran vendidas a bajo precio, tuvieron una enorme circulación en la Península Ibérica y el Nuevo Mundo, y contribuyeron al incremento y la difusión de la educación musical en contextos educativos diferenciados (la iglesia, la universidad y el ámbito privado), así como entre grupos sociales hasta entonces excluidos del aprendizaje de los fundamentos de la música. El Arte de canto llano (Sevilla, 1530) de Juan Martínez emerge como el tratado de música del mundo hispánico más difundido geográfica y cronológicamente en el siglo XVI e inicios del XVII, pero del que casi nada se sabía. En la segunda parte (Capítulos V al VII), las conexiones entre estos libros de música y mujeres muestran que las áreas de superposición entre lo privado y lo público y entre lo oral y lo escrito permiten desafiar la invisibilidad de las mujeres en documentos históricos y vislumbrar trazas no sólo de la cultura musical de las mujeres de la época, sino también de la importancia de la música en la vida cotidiana. Se utiliza una diversidad de fuentes (artes de canto, libros de conducta, documentos inquisitoriales, literatura, correspondencia e inventarios de bienes, entre otras), a través de las cuales se ha podido documentar la relación con la música de, entre otras, Catalina de Zúñiga, VI Condesa de Lemos, Isabel de Plazaola, e Isabel de Aragón, IV Duquesa del Infantado. Empleando metodologías de la musicología tradicional junto a otras tomadas de los historiadores del libro y de la cultura popular, esta Tesis Doctoral presenta una panorámica de la vida musical de la época a través del prisma de doble alteridad que supone el estudio de las artes de canto, generalmente consideradas carentes de interés, y de su relación con las mujeres, insuficientemente representadas en la historiografía musical.[eng] This dissertation explores the musical culture of the Renaissance Iberian world through both the study of small-format treatises in the vernacular containing the rudiments of music –known as artes de canto– printed between 1492 and 1626, and the nexuses between them and women. The dissertation consists of seven chapters, structured into two parts (Volume I), and twenty appendixes (Volume II). Part I (Chapters I to IV) shows that the arte de canto, until now generally overlooked or undervalued in music historiography, was produced in print runs of thousands of copies and sold for a low price; it had a broad circulation in the Iberian Peninsula and the New World, contributing to the spread of musical literacy in distinct didactic contexts (churches, universities, private settings) and among social groups until then excluded from learning the rudiments of music. The little known Juan Martínez’s Arte de canto llano (Seville, 1530) emerges as the most circulated music book in the Hispanic world during the sixteenth and seventeenth centuries. The aim of Part II (Chapters V to VII) is to approach the musical life of the sixteenth-century Iberian world through the exploration of women’s contributions, thus broadening the field of historical research. The study of some connections between music books and women shows that the points of overlap between the private and the public spheres, on the one hand, and the written and the oral music transmission, on the other hand, not only make women’s musical practices visible, but also offer new vistas on the popular culture of the age. Through a variety of source materials (artes de canto, conduct manuals, Inquisition records, literature, letters and inventories of goods, among others) it has been possible to document the musical activities of women such as Catalina de Zúñiga, VI Countess of Lemos, Isabel de Plazaola, and Isabel de Aragón, IV Duchess of the Infantado. Combining methodologies from traditional musicology with those borrowed from book history and popular culture, this dissertation analyzes music in the culture of the Renaissance Iberian world through the prism of double Otherness involved in studying the ‘other’ music books –that is the undervalued artes de canto– and their connections to women of that period
