Ethnofuturism and Place-Making : Bengt Pohjanen's Construction of Meänmaa
The article examines the Tornedalian author Bengt Pohjanen’s construction of Meänmaa [literally ‘Our land’] through an analysis of a selection of texts in which the concept “Meänmaa” is used. Meänmaa refers to the border area between Sweden and Finland in the Torne Valley. The making of Meänmaa is related to ethnofuturism, an aesthetic program launched in Estonia in the 1980s. Its aim is to strengthen threatened Uralic cultures and languages. The conclusion presented is that ethnofuturism provides a framework for present-day identity formation and the making of a specific place called Meänmaa against the backdrop of a history of assimilationist policies and marginalisation

The thesis examines the activities of Bengt Gottfried Forselius (approx. 1660–1688) in regard to the founding of Estonian peasant schools and innovation of the written language. The objective of the research is the expansion of the base of sources, critical evaluation of the existing investigations and a new, specified reconstruction. The research is interdisciplinary and places the observed topics in the broader historical and cultural context. The educational history and biographic-prosopographical approach interweaves with the themes of pedagogy, linguistics, history of ideas and bibliognosy. Likewise, the reunification of micro- and macrohistory was intended: the perspective of local history and the respective developments in the neighbouring countries. The dissertation consists of the main chapter and six articles (one of them unpublished). The articles examine the founding of the peasant schools in Estland and Livland at the end of the 17th century, social and ethnic relations with the Coastal Swedes’ settlements in the Harju-Madise and Risti (St. Matthias & Kreuz) parishes, Johannes Haquini Forselius (as a rector and pastor) and Bengt Gottfried Forselius as the organizer of schools, reformer of orthography and the author of the innovative primer. The unification of various disciplines and distinct perspectives of research enables not only to concretize factology but provides new conceptual conclusions
In this cordial portrait of Swedish-born composer Bengt Hambraeus by one of his former students, the principle stages in his education are reviewed : from organist to musicologist and composer, together with his active participation in Swedish musical life as a producer for state radio. The author then explains the reasons why, in 1972, Hambraeus immigrated to Canada, where he began a fruitful career in Montreal as a teacher at McGill University’s Faculty of Music. There he co-directed the Electronic Music Studio with his colleague alcides lanza. He also taught composition and various seminars on composing, and on the avant-garde. His vast experience as a professional musician, his insatiable curiosity, his prodigious memory and his capacity to establish (starting from a given topic) a multiplicity of links to different disciplines and periods of music history are highlighted. These character traits provide for a better understanding of the compositions whose author students called a “walking encyclopedia.
The Development of the Meänkieli in the Bengt Pohjanen’s Novels “Lyykeri” and “Jopparikuninkhaan poika”
The history of the Meänkieli starts in 1809 when the territory of modern-day Finland was added to the Russian Empire. Although the Meänkieli is the language with a history of 200 years, its normatives of the literary language have not strongly confirmed.
The purpose of the research paper is to contrast the development of the Meänkieli in the two novels of Bengt Pohjanen – Lyykeri and Jopparikuninkhaan poika, which have been published accordingly in 1985 and 2009. An important part of the research paper is also the analysis of differences between the Meänkieli and the Finnish. The investigation was based on gathering and reading of the available theory materials of the Meänkieli and comparing and contrasting the Meänkieli in two novels of one author.
The research revealed that the use of the Meänkieli differs in the novels of Bengt Pohjanen. Although the differences are not remarkable, it proves the development of the language, taking into account that the analysis is done in the works of one author.
Key words: analysis, contrast, differences, literary language, Meänkieli
Professor Bengt Saltin Symposium - Environmental Challenges to Human Performance
This short review is from a presentation made at the Bengt Saltin Symposium, October 15-17, at the 2015 CSEP conference, Hamilton, Canada. The review provides context of the important work of the late Dr. Saltinâ s contributions to environmental physiology. In addition to well-controlled laboratory experiments to better understand the influence of hypoxia or temperature, or both, Dr. Saltin also led several field expeditions to the North Greenland, Kenya, Himalayas and the Andes, where he studied several aspects of human adaptation to environment. The 1998 Danish High-Altitude Expedition to the Andes, in particular, resulted in many major contributions to the field of altitude physiology including, but not limited to; mechanisms of reductions in maximal oxygen update; the lactate paradox; acclimatization; muscle metabolism; gas exchange, cerebrovascular physiology, etc. Of note, many of these related studies were conducted in both Danish sojourners to altitude and Bolivian altitude natives of Aymara ancestry, thus providing some of the most mechanistic comparisons with high altitude natives to date. A framework of these physiological contributions in terrestrial extremes is provided in this review. The accepted manuscript in pdf format is listed with the files at the bottom of this page. Decentralizing the provision of health services : an incomplete contracts approach
The author studies the allocation-between a central government and a local authority--of responsibility for planning, financing, and operations for the delivery of health services, in the context of an incomplete contracts model. In this model, inputs are required of both the central government and local authorities but they are unable to write down, and commit to, a complete and binding contract describing the actions both should take. The model is meant to capture the tradeoff between central and local authority in decisions about both financing and the provision of services. Each party provides a specific input--for example, the central government establishes a drug procurement system while the local authority designs and implements an incentive scheme to get doctors to carry out their responsibilities appropriately. The responsibility for delivery of services is identified with the ownership of essential infrastructure, such as the clinic or hospital. The author finds that to maximize the joint surplus of the two public bodies: Ownership of the facility should be given to the party that most values the well-being of local residents. (This way, if ex post bargaining breaks down, each still enjoys some benefits from the other's actions.) Financing authority and responsibility for delivering services should be negatively correlated. Generally it is optimal to allocate tax authority to the party that values the residents'well-being less--in other words, separate spending responsibility (ownership) from financing authority. A heavier financing burden (access to a small and inefficient tax base) has the same incentive effect as asset ownership: It increases the return to effort. If transferring ownership of the physical asset is costly (because the party that builds the asset has an inherent advantage in operating it-that is, there is some human capital embodiment), it may be optimal for the party with the higher construction costs to have planning authority. Somewhat paradoxically, the greater the costs of transferring assets from one party to the other, the more likely that ownership of the facilities and their provision should be separated.International Terrorism&Counterterrorism,Decentralization,Environmental Economics&Policies,Economic Theory&Research,Labor Policies,Economic Theory&Research,National Governance,International Terrorism&Counterterrorism,Banks&Banking Reform,Environmental Economics&Policies
