    Risk based inspection of flood defence dams: An application to grass revetments

    In The Netherlands, inspection and maintenance are essential for maintaining stringent flood protection standards. Flood defences are assessed every 12 years to ensure they meet their risk-based safety standards,which are given as legally-binding maximum failure probabilities. Between assessments, flood defence managers are subject to risk-maintenance requirements: they must ensure that the failure probability of the defence does not increase in excess of its safety standard. However, there is no prescribed methodology to meet this requirement. In the study presented here, we developed a method which enables flood defence managers to derive inspection strategies using visual inspection data that will allow them to meet their risk-maintenance requirements.We applied the method to the assessment of grass revetments on the outer slope of the Oesterdam, one of the dams of the Dutch Delta Works. The application illustrates how – using visual inspection data, degradation information, and a failure mechanism model – inspection intervals can be derived that will ensure the risk-maintenance requirements are met.Accepted Author ManuscriptHydraulic Structures and Flood Ris

    Penelitian ini bertujuan untuk memberikan bukti empiris pengaruh pengaruh ukuran perusahaan (SIZE), leverage (DER), profitabilitas (ROA), likuiditas (CR), dan kepemilikan publik (Publik)  terhadap pengungkapan risiko perusahaan trade, services & investment yang terdaftar di Bursa Efek Indonesia periode 2015 – 2019. Populasi dalam penelitian ini adalah perusahaan trade, services & investment yang terdaftar di Bursa Efek Indonesia (BEI) periode 2015 – 2019. Proses pemilihan sampel dalam penelitian ini menggunakan metode purposive sampling. Perusahaan yang terpilih menjadi sampel penelitian berjumlah 45 perusahaan. Analisis data yang digunakan dalam penelitian ini adalah statistik deskriptif, uji asumsi klasik, dan analisis regresi linear berganda dengan menggunakan SPSS 22. Hasil penelitian menunjukkan bahwa secara simultan ukuran perusahaan, leverage, profitabilitas, likuiditas dan kepemilikan publik berpengaruh terhadap pengungkapan risiko perusahaan. Ukuran perusahaan dan leverage secara parsial berpengaruh terhadap pengungkapan risiko perusahaan, sedangkan profitabilitas, likuiditas dan kepemilikan publik secara parsial tidak berpengaruh terhadap pengungkapan risiko perusahaan

Analisis ini dilatarbelakangi oleh kegiatan transaksi konversi cryptocurrency ke dalam mata uang rupiah yang sedang terjadi di Indonesia hal ini menjadi masalah karena kegiatan tersebut tidak ada peraturan yang jelas dan mengingat penggunaan cryptocurrency telah dilarang sebagai alat pembayaran di Indonesia, karena tidak ada negara yang memback up bitcoin sebagai mata uang. Analisis ini menggunakan metode penelitian pendekatan undang-undang dan di interpretasi dengan menggunakan metode gramatikal dan teologis. Berdasarkan hal tersbut maka dapat disimpulkan tidak adanya peraturan yang membahas secara spesifik mengenai konversi cryptocurrency (bitcoin) akan tetapi ada pemberitahuan dari pemerintah untuk hati-hati terhadap kegiatan ini dan adanya alasan cryptocurrency (bitcoin) dilarang sebagai alat pembayaran membuat penulis merekomendasikan bahwa kegiatan konversi cryptocurrency (bitcoin) ini dapat membahayakan masyarakat karena merupakan economic bubble dan melarang perusahaan yang memfasilitasi jual beli cryptocurrency untuk melanjutkan kegiatannya. Kata Kunci: Konversi, Cryptocurrency, Mata Uang ABSTRACT This article analyses conversion of cryptocurrency (bitcoin) into rupiah from the perspective of Bank Indonesia Regulation Number 18/40/Pbi/2016 concerning Payment Process. This analysis was initiated based on the issue over cryptocurrency conversion into rupiah while there is no clear regulation on the use of cryptocurrency and this conversion has been regarded invalid as a payment method in Indonesia because there are no countries backing up bitcoin as a currency. This analysis employed statute approach interpreted by grammatical and theological methods. The result concludes that there is no regulation specifically regulating the conversion of cryptocurrency (bitcoin) but there is still a notification from the government for people to be more careful for this activity and reasons are given over why cryptocurrency is banned as a transaction in payment. This issue leads to the recommendation made by the author that this activity could harm societies recalling that this is regarded as economic bubble and it is recommended that companies stop facilitating cryptocurrency transaction to execute any activities in the companies.     Lessons learned from data analytics, applied to the track maintenance of the dutch high speed line

    Life cycle performance and risk management are often mentioned as critical tasks for infrastructure managers. However, without proper data collection and analytics these tasks cannot be executed. This paper discusses lessons learned from a case where a data analytics approach was deployed when an unexpected phenomenon occurred on the Dutch High Speed Line (HSL-Zuid). In November 2014, it was found that large sections of the HSL-Zuid were affected by a severe type of rolling contact fatigue (RCF). The RCF resulted in deep cracks on top of the rail. These damages were unexpected as the rails were only 5 years in operation and these rails were expected to last about 20–25 years with proper maintenance. In this case, resulting in about 20 km of rail replacements and multiple additional grinding campaigns. As the causes of defects were unknown, the authors applied data analytics to evaluate the possible causes of the RCF. Several measurements of the infrastructure, maintenance and the rolling stock resulted in a set of parameters. Then, a bottom-up approach is proposed for evaluating the affected sections to find similar parameter values among these over the whole track. The idea was to look for parameter values which could explain why certain sections were affected by the defects while others were not. The outcomes of the analysis indicated that it is highly likely that one type of rolling stock was affecting the rails in the curves of the HSL-Zuid. As the track was designed at the high-speed sections for 220–300 km/h and this type of rolling stock was driving below design speed, different loading of the rails throughout the curves occurred. Lessons learned from this case do not only apply to the technical area of wheel/rail and vehicle/infrastructure interfacing, but also to the usage of data analytics itself and life cycle management. From this case study, it is discussed how data collection and analytics can be better embedded by (rail) infrastructure managers from an early stage of development and use of infrastructure. The data used is financial statements that is the balance sheet and income statement in 2013-2015 through interviews and documentation.The purpose of this report is to know the management of the sources and uses of working capital at PD. Pasar Palembang Jaya. Based on the data obtained, the authors found several problems that PD. Pasar Palembang Jaya during the period 2013-2014 uses of working capital is greater than the source of working capital and the period 2014-2015 source of working capital is greater than uses of working capital. This shows the company has not been able to manage working capital as well as possible. The author gives advice to company that make better planning of the management of working capital on acquisition of working capital or the uses of working capital and improve the policies for management of working capital

    Critical proof load for proof load testing of concrete bridges based on scripted FEM analysis

    As the bridge stock in The Netherlands and Europe is ageing, various methods to analyse the capacity of existing bridges are being studied. Proof load testing is one of the method to test the capacity of bridges by applying loads on the existing concrete bridges with small spans. Because of the fact that neither the actual traffic load nor the design traffic load required by Eurocode can be directly applied on the target bridge in real-life proof load testing, an equivalent wheel load has to be applied instead. The magnitude and the location of the equivalent wheel load is determined in such a way that it generates the same magnitude of inner forces in the cross section. Such calculation is usually done by linear finite element analyses (FEA). Whereas, different bridges have different geometry such as length, width, thickness, skewness, number of spans and lanes etc. For each configuration, FEA has to be done first to determine the loading position. The main aim of this paper is to study the relation between bridge geometry and unfavourable loading positions. Based on that, a guidance tool is developed for the determination of the critical proof load testing locations for the practice. To achieve this goal, a Python script has been developed using the general purpose FEM platform DIANA FEA. The script enables the automatic generation and analysis of a bridge model with different geometries and loading conditions. By applying the Eurocode Load Model 1 (LM1) at variable locations, the most unfavourable loading positions for the proof load are obtained at the corresponding boundary conditions. The output of the study provides a convenient tool for future proof load testing.Concrete Structure

    Target reliability indices for existing quay walls derived on the basis of the LQI criterion

    General frameworks for reliability differentiation have evolved over time and are mainly developed for new buildings. However, recommendations for existing quay walls are lacking. In this study target reliability indices for assessing existing quay walls were derived by economic optimisation and by evaluating the Life Quality Index criterion (LQI). In quay wall design, some dominant stochastic design variables are largely time-independent, such as soil and material properties. The influence of time-independent variables on the development of the probability of failure was taken into consideration in this study, because this affects the present value of future failure costs and the associated target reliability indices. The reliability indices obtained in accordance with the LQI acceptance criterion were a little lower than the target reliability indices derived by economic optimization. The target reliability indices obtained for existing quay walls depend on the consequences of failure and the remaining service life. If failure modes of a quay wall are largely time-invariant and already survived the first period of the service life, the residual probability of failure is lower for an existing quay wall compared to a new quay wall. Hence, this should be considered in the determination of target reliability indices. The method of approach to assess the development of reliability over time can also be used for evaluating target reliability indices of other civil and geotechnical structures.Hydraulic Structures and Flood Ris

    A framework for assessing information quality in asset management of flood defences

    For asset management of flood defences a pivotal aspect is the quality and accessibility of available data and information. In the management of flood defences inThe Netherlands, safety assessments are conducted every twelve years. To assure the quality and consistency of these safety assessments, flood defence engineers have to make use of a comprehensive toolbox and a set of guidelines (WBI 2017). The safety assessment is one of the main starting points for the different asset management processes such as day-to-day maintenance and reinforcement/reconstruction. However, there is no clear method available to assess whether the underlying information is sufficient as a basis for decision making. In this study a framework has been developed that consists of methods for an assessment of the quality of information, an assessment of the use and accessibility of information, and a rational framework for assessing the costs and benefits of obtaining additional information. Whereas many frameworks for information management start from the information itself, here the starting point is the extent to which the behavior of a flood defence is understood, in relation to the decision or management process considered. The applicability of the framework is illustrated using various cases and has been tested in multiple workshops with experts in the field.Hydraulic Structures and Flood Ris

    ABSTRAK FUNGSI MANAJEMEN PENGENBANGAN SUMBER DAYA MANUSIA ASURANSI BUMIPUTERA SYARIAH DI BANDAR LAMPUNG OLEH ROBBY HARTANTO Asuransi syari’ah merupakan salah satu lembaga yang menyediakan atau menjual di bidang jasa, asuransi berbasis syari’ah hadir di tengah-tengah masyarakat yang sebagian besar kurang paham tentang asuransi syari’ah dan pengaplikasian yang menyebabkan masyarakat enggan untuk menggunakan jasa asuransi yang berlabelkan syari’ah, meski tujuannya untuk meringankan beban orang-orang yang terkena musibah yang tidak diinginkan dengan cara mentranfer resiko yang akan dihadapi dengan membayar premi yang di sediakan dalam polis berbentuk produk-produk Asuransi Bumiputera Syari’ah yaitu: Mitra Iqra Plus, Mitra Mabrur Plus, Mitra Amanah, Mitra Bp-Link Syari’ah. Oleh karena itu agar masyarakat atau nasabah mau menggunakan Asuransi yang berlabelkan syari’ah maka yang terlebih dahulu adalah memberikan pemahaman bahwa Asuransi yang berlabelkan Syari’ah boleh dipergunakan oleh masyarakat Islam karena sesuai dengan syariat Islam, kemudian yang kedua adalah dalam segi Sumber Daya Manusia (SDM) atau karyawan yang harus ditingkatkan akan pemahaman tentang asuransi syari’ah juga dan pelatihan pelatihan lainnya guna meningkatkan kualitas. Dari pemikiran di atas penulis memilih Asuransi Bumiputera Syari’ah untuk dijadikan penelitian, bagaimana strategi Asuransi Bumiputera Syari’ah dalam upaya meningkatkan kualitas kinerja karyawan dan Apa saja faktor pendukung dan faktor penghambat Asuransi Bumiputra Syari’ah dalam meningkatkan kwalitas kinerja karyawan sehingga dapat mengambil ilmu dan dapat memajukan Asuransi-Asuransi bersbasis syari’at Islam di kemudian hari sehingga mampu merubah pola pikir masyarakat tentang Asuransi yang berbasis syari’ah. Penelitian yang dilakukan penulis merupakan penelitian lapangan yang besifat deskriptif yaitu penelitian yang semata-mata menggambarkan secara jelas tentang strategi Asuransi Bumiputera iii Syari’ah dalam meningkatkan kualitas kinerja karyawan serta faktor pendukung dan faktor penghambat. Metode pengumpul data yang penulis gunakan adalah: metode interview sebagai metode pokok, interview yang penulis gunakan adalah bebas terpimpin karena jumlah populasi dan sampelnya tidak banyak. Metode observasi dan metode dokumentasi yang digunakan sebagai metode pelengkap. Adapun analisisnya bersikap kualitatif yang berupa pernyataan yang digambarkan dengan kata-kata. Strategi yang di pakai Asuransi Bumiputera Syari’ah dalam pengembangan sumber daya manusia yaitu dengan melalui pelatihan yang diberikan perusahaan, memberikan pelatihan dan pendidikan bagi para karyawan dan agen untuk meningkatkan kualitas dan kuantitas sumber daya manusia yang ada di Asuransi Bumiputera Syariah, pelatihan berkelanjutan kepada karyawan dengan pelatihan�pelatihan sebelumnya agar karyawan mendapatkan pelatihan yang makasimal dan berkualitas sehingga dapat menjadi karyawan yang berintegritas, penilaian kinerja karyawan, melakukan proses penilaian kinerja melalui pendidikan dan penilaian dengan pihak penguji dari luar perusahaan, dilakukanya pendekatan yang dilakukan oleh atasan kepada karyawan guna menumbuhkan semangat kerja dan juga memotivasi karyawan untuk bekerja lebih baik dalam memberikan kinerja yang maksimal, memberikan promosi dan kenaikan jabatan kepada karyawan yang berprestasi didalam menyelesaikan tugasnya, memberikan pengetahuan tentang perusahaan, sikap dan prilaku kepada nasabah dan skil para karyawan. Adapun faktor pendukungnya adalah sebagai berikut: asuransi berlabelkan syari’ah, karyawan yang mempunyai rasa ingin belajar, atasan dengan bawahan yang tidak terlalu kaku, tempat yang strategis, pengelolaan dana peserta secara Islami dengan menghindarkan bunga, judi dan ketidak jelasan, adanya dana tabarru, tranparasi dalam pengelolaan dana peserta asuransi syariah dengan perjanjian di awal yang jelas dan transparan serta aqad sesuai syariah, adanya dana tabarru yang akan di kelola secara profesional oleh pihak asurasi syariah melalui investasi syar’i dengan berlandaskan prinsip syariah. Faktor penghambatnya antara lain: faktor kompensasi yang masih kalah dengan perusahaan lain, kurangnya pengetahuan masyarakat tentang asuransi syariah, masih kalahnya tingkat kepopuleran dengan perusahaan lain, keinginan karyawan untuk mencari pendapatan yang lebih baik di perusahaan luar, pandangan yang negatif terhadap asuransi. iv ABSTRACT HUMAN RESOURCES DEVELOPMENT MANAGEMENT FUNCTIONS SHARIA BUMIPUTERA INSURANCE IN BANDAR LAMPUNG BY ROBBY HARTANTO Sharia insurance is one of the institutions that provides or sells in the service sector, sharia-based insurance is present in the midst of the community, most of whom do not understand sharia insurance and its application which causes people to be reluctant to use insurance services that are labeled with sharia. 'ah, although the goal is to ease the burden on people who are affected by unwanted disasters by transferring the risks that will be faced by paying the premium provided in the policy in the form of Bumiputera Syari'ah Insurance products, namely: Mitra Iqra Plus, Mitra Mabrur Plus , Mitra Amanah, Partner Bp-Link Syari'ah. Therefore, so that the public or customers want to use insurance labeled with shari'ah, the first thing is to provide an understanding that insurance labeled as shari'ah may be used by the Islamic community because it is in accordance with Islamic law, then the second is in terms of human resources ( HR) or employees who must be improved in understanding of sharia insurance as well as other training courses to improve quality. From the thoughts above, the author chose Bumiputera Syari'ah Insurance to be used as research, what is the strategy of Bumiputera Syari'ah Insurance in an effort to improve the quality of employee performance and what are the supporting factors and inhibiting factors of Bumiputera Syari'ah Insurance in improving the quality of employee performance so that they can take knowledge and can promote Islamic Shari'ah-based Insurance in the future so that it can change people's mindset about Shari'ah-based Insurance. The research conducted by the author is a descriptive field research, namely research that merely describes clearly the strategy of Bumiputera Syari'ah Insurance in improving the quality of employee performance as well as supporting factors and inhibiting factors. The data collection method that the author uses are: the interview method as the main method, the interview that the author v uses is free guided because the number of population and the sample is not much. Observation methods and documentation methods are used as complementary methods. The analysis is qualitative in the form of statements described in words. The strategy used by Bumiputera Syari'ah Insurance in developing human resources is through training provided by the company, providing training and education for employees and agents to improve the quality and quantity of human resources in Bumiputera Syariah Insurance, continuous training for employees with previous trainings so that employees receive maximum and quality training so that they can become employees with integrity, evaluate employee performance, carry out a performance appraisal process through education and assessment with examiners from outside the company, carry out an approach taken by superiors to employees in order to foster morale. work and also motivate employees to work better in providing maximum performance, provide promotions and promotions to employees who excel in completing their duties, provide knowledge about the company, attitudes and n behavior towards customers and skills of employees. The supporting factors are as follows: insurance labeled with sharia, employees who have a desire to learn, superiors and subordinates who are not too rigid, strategic places, Islamic management of participant funds by avoiding interest, gambling and ambiguity, tabarru funds, transparency in the management of sharia insurance participant funds with clear and transparent initial agreements and sharia-compliant contracts, the existence of tabarru funds which will be managed professionally by sharia insurers through sharia investments based on sharia principles. Inhibiting factors include: compensation factors that are still inferior to other companies, lack of public knowledge about sharia insurance, still losing popularity with other companies, employees' desire to seek better income from outside companies, negative views on insurance
