Evaluation of Competence Certification for The Prospective Graduates of Institut Pemerintahan Dalam Negeri Year 2020-2022
The Institute of Home Affairs Governance (IPDN) has been conducting competency certification for prospective graduates since 2020. However, one of the major issues encountered was the lack of accreditation and coordination with the National Agency of Profession Certification (BNSP) or a Professional Certification Institute (LSP). Therefore, it is crucial to evaluate the implementation of competency certification for prospective IPDN graduates from 2020 to 2022. This study assessed the context, input, process, and product aspects of the certification process using an evaluative approach using the CIPP model and quantitative descriptive methods. Data were collected through questionnaires, interviews, and documentation analysis. The analysis utilized the CIPP evaluation model, which encompassed the context, input, process, and product dimensions. The findings indicate that the overall evaluation of the implementation of competency certification for prospective IPDN graduates from 2020 to 2022 falls under the non-conforming criteria. Specifically, the context dimension is strongly appropriate, while the input and process dimensions are deemed not Appropriate, and the product dimension is strongly inappropriate. It is important to note that the implementation of competency certification for prospective IPDN graduates in this period lacks legal validity as it does not align with BNSP coordination. To address these issues, it is recommended that IPDN promptly establishes an LSP as a BNSP-certified educational institution and enhances the competence and number of BNSP-licensed assessors based on the specific needs of each Study Program. In the meantime, competency certification for prospective IPDN graduates can be conducted through a selection system.

Institut Pemerintahan Dalam Negeri (IPDN) telah melaksanakan sertifikasi kompetensi bagi calon lulusannya sejak Year 2020. Salah satu permasalahan yang muncul adalah pelaksanaan sertifikasi kompetensi tidak dilaksanakan dan tidak terakreditasi oleh Badan Nasional Sertifikasi Profesi (BNSP) atau Lembaga Serifikasi Profesi (LSP). Untuk itu perlu dilakukan evaluasi pelaksanaan sertifikasi kompetensi bagi calon lulusan IPDN Year 2020-2022. Tujuan penelitian ini adalah untuk mengevaluasi pelaksanaan sertifikasi kompetensi bagi calon lulusan IPDN, dari aspek konteks, aspek input, aspek proses, dan aspek produk. Penelitian ini merupakan penelitian evaluatif dengan menggunakan model CIPP dengan pendekatan deskriptif kuantitatif. Teknik pengumpulan data menggunakan teknik angket, wawancara, dan dokumentasi. Alat analisis menggunakan model evaluasi CIPP yang meliputi aspek Konteks, Input, Proses, dan Produk. Hasil penelitian menunjukkan bahwa evaluasi pelaksanaan sertifikasi kompetensi bagi calon lulusan IPDN Year 2020-2022 dengan menggunakan model CIPP, secara umum berada pada kriteria Inappropriate, dengan rincian kriteria pada Dimensi Konteks Very Appropriate, Dimensi Input dan Dimensi Proses Inappropriate, serta Dimensi Produk Very Inappropriate. Dari sisi regulasi, pelaksanaan sertifikasi kompetensi bagi calon lulusan IPDN Year 2020-2022 tidak memperoleh legalitas karena mulai proses pelaksanaan sampai dengan produk yang dihasilkan tidak melakukan koordinasi dengan BNSP. Rekomendasi kebijakan yang disarankan, yaitu IPDN segera membentuk Lembaga Sertifikasi Profesi (LSP) seperti LSP pihak kesatu lembaga Pendidikan bersertifikasi BNSP serta meningkatkan kompetensi dan jumlah asesor yang terlisensi BNSP berdasarkan kebutuhan masing-masing Study Program. Pelaksanaan sertifikasi kompetensi bagi calon lulusan IPDN dapat dilakukan melalui sistem seleksi yang transparan dan terbuka sehingga hanya yang lulus seleksi yang dapat mengikuti sertifikasi kompetensi.
 
VOCATIONAL EDUCATION CURRICULUM DEVELOPMENT POLICY COMPETENCY-BASED AT INSTITUTE OF HOME AFFAIRS GOVERNANCE
Abstract
Institute of Home Affairs Governance (IPDN) plays a crucial role in producing competent graduates as Civil Servants (ASN), prepared to enhance public services and governance. However, IPDN’s curriculum is often criticized for being overly generic and insufficiently responsive to the diverse conditions encountered across various regions in Indonesia. As a result, IPDN graduates often struggle to deliver solutions that align with the specific needs of regions, resulting in suboptimal contributions to regional development. This policy paper aims to identify the underlying issues in the formulation of competency-based vocational education curriculum policies at IPDN. The research employed a descriptive, qualitative approach, with data collected through interviews, documentation, and literature studies. The findings indicate that the development of a competency-based vocational education curriculum at IPDN incorporates the integration of digital technology and e-government systems. Soft skills, along with problem-based learning and projects, will increasingly align with contemporary needs, resulting in graduates who possess not only technical competence but also digital skills, leadership abilities, and critical and innovative thinking for effective problem-solving. The proposed policy recommendations include the immediate formation of a curriculum design team by IPDN’s Rector to integrate digital technology and e-government into the learning framework; the development of specialized modules aimed at enhancing communication skills, ethics, collaboration, and leadership; and the design of a curriculum that incorporates real-world challenges encountered by central and regional governments as educational materials.

Institut Pemerintahan Dalam Negeri (IPDN) memiliki peran strategis dalam mencetak lulusan yang kompeten sebagai Aparatur Sipil Negara (ASN) yang siap berkontribusi pada pelayanan publik dan tata kelola pemerintahan. Salah satu permasalahan yang muncul adalah kurikulum IPDN cenderung terlalu generik dan kurang adaptif terhadap kondisi yang dihadapi oleh berbagai daerah di Indonesia. Hal ini menyebabkan lulusan IPDN mengalami kesulitan dalam memberikan solusi yang sesuai dengan kebutuhan daerah yang spesifik, sehingga kontribusi mereka dalam pengembangan daerah bisa kurang optimal. Tujuan penulisan policy paper ini adalah untuk menemukenali akar permasalahan yang dihadapi dalam perumusan kebijakan pengembangan kurikulum pendidikan vokasi berbasis kompetensi di IPDN. Metode yang dipergunakan adalah metode deskriptif dengan pendekatan kualitatif. Teknik pengumpulan data menggunakan teknik wawancara, studi dokumentasi/studi kepustakaan. Kesimpulan yang diperoleh adalah pengembangan kurikulum pendidikan vokasi berbasis kompetensi di IPDN mencakup integrasi teknologi digital dan sistem e-government, soft skills, dan pembelajaran berbasis masalah dan proyek akan lebih relevan dengan kebutuhan zaman, melahirkan lulusan yang tidak hanya kompeten secara teknis, tetapi juga memiliki kecakapan digital, kemampuan kepemimpinan, serta kemampuan berpikir kritis dan inovatif dalam memecahkan masalah. Rekomendasi kebijakan yang diusulkan, yaitu Rektor IPDN segera membentuk Tim perancang kurikulum yang mengintegrasikan teknologi digital dan e-government sebagai bagian penting dari pembelajaran; mengembangkan modul khusus yang berfokus pada penguatan keterampilan komunikasi, etika, kolaborasi, dan kepemimpinan; serta merancang kurikulum yang menggunakan masalah-masalah nyata yang dihadapi oleh pemerintah pusat dan daerah sebagai materi pembelajaran.

PROSEDUR PENJUALAN KAMAR HOTEL MENGGUNAKAN TRAVELOKA DI SYARIAH HOTEL SOLO
Penjualan kamar hotel merupakan hal yang penting bagi suatu hotel.
Lewat penjualan kamar perusahaan akan mendapat laba. Penjualan lewat OTA
(Online Travel Agent) saat ini sedang di giatkan perusahaan-perusahaan yang
bergerak disektor perhotelan. OTA (Online Travel agent) adalah agen jual beli
tiket kamar hotel maupun tiket transportasi yang berperan sebagai marketing atau
pencari pasar. Dengan adanya kerjasama dengan OTA (Online Travel agent)
dapat meningkatkan penjualan kamar hotel. Syariah hotel Solo juga bekerjasama
dengan OTA (Online Travel Agent). Salah satunya bekerjasama dengan
Traveloka.com. Traveloka.com merupakan agen jual beli tiket pesawat dan kamar
hotel secara online dengan fokus perjalanan domistik di Indonesia. Traveloka
memiliki basis operasional di Jakarta. Aplikasi Traveloka dapat diakses langsung
dalam web Traveloka.com dan dapat mengunduh aplikasi mobile baik android
maupun IOS.
Jenis Pengamatan yang digunakan dalam penulisan Tugas Akhir ini yaitu
dengan deskriptif kualitatif.Teknik pengumpulan data dilakukan dengan
wawancara, observasi berperan aktif, mengkaji dokumen dan arsip.
Hasil dari pengamatan mendiskripsikan tentang prosedur penjualan kamar
menggunakan Traveloka di Syariah Hotel Solo. Dalam pelaksanaan prosedur
penjualan kamar menggunakan Traveloka terdapat beberapa bagian dari Syariah
Hotel Solo yang saling berkaitan. Bagian itu adalah Direktur Sales & Marketing,
Bagian Reservation, Bagian Receptionist, Bagian Accounting Receivable,
Financial Controller. Kelemahan penjualan menggunakkan Traveloka adalah time
limit yang hanya kurang dari 1.5 jam. Jika lebih dari 1,5 jam bookingan kamar
dari pembeli akan hangus.

Civil Servants' Literacy Regarding Their Main Duties And Functions: A Study Of Functional Officials Equalized In 2020-2021 At The Governance Institute Of Home Affairs
Abstract
Problem Statement: The initiative to transform administrative positions into functional roles via the equalization mechanism at the Governance Institute of Home Affairs (IPDN) during 2020-2021 has, overall, not succeeded in fostering professionalism in the performance of duties for Civil Servants (ASN). A significant challenge that has surfaced is that functional officials, as a result of equalization processes, often exhibit a deficiency in knowledge and understanding of their duties and functions. This deficiency is attributed to a lack of literacy concerning their respective functional positions. Purpose: The objective of this research is to ascertain the literacy of Functional Officials resulting from equalization processes concerning their functional roles. Method: This study is a descriptive research with a qualitative approach. The data collection techniques include interviews, literature studies, and documentation studies. The analysis of scientific literacy employs the Programme for International Student Assessment (PISA) 2018 framework according to The Organisation for Economic Co-operation and Development (OECD) as utilized by Nurhidayah (2020:11), covering the aspects of Context, Knowledge, and Competence. Result: This study reveals that concerning the context, Functional Officers resulting from equalization were not actively engaged in the process and discussions related to their role transitions. Regarding knowledge, they demonstrated an insufficient understanding and lack of knowledge regarding their roles and functions. Meanwhile, in terms of competence, these officers were found to lack the necessary skills and competencies to effectively fulfill their duties and functions. Conclusion: This research concludes that the literacy of Functional Officers resulting from equalization regarding their functional roles at IPDN during 2020-2021 is generally insufficient. It is suggested that the policy related to role transitions should consider their academic background capacities. Furthermore, there is a need for capacity-building and technical training to enhance the competencies of functional officers resulting from equalization, ensuring they can carry out their duties effectively, ultimately contributing to the achievement of organizational goals.

Policy Formulation for The Establishment of Professional Certification Agency to Produce Competitive Graduates At Institute of Public Administration
The Institute of Public Administration (IPDN) is an Official Education Institution organizing the Vocational Education Program with the function of producing superior, professional, competitive, and integrity domestic government cadres. This institution faces a problem related to the policy formulation for the establishment of a Professional Certification Agency (LSP) to produce competitive graduates. This study aims to provide policy recommendations for the establishment of LSP to produce competitive graduates. This descriptive study used a qualitative approach. The data source was 30 respondents. Data collection techniques covered interviews, documentation studies, and literature studies. Data were analyzed in stages, namely data reduction, data presentation, and conclusions. The results of the analysis showed that the introduction and formulation of problems related to the lack of specific competencies possessed by IPDN Praja were carried out well; IPDN prioritized handling the problem related to the unavailability of LSP outside IPDN whose competency field specifications are in accordance with the study programs in IPDN and then set a strategy for the formation of the IPDN LSP; the establishment of an IPDN LSP did not face any serious obstacle; and the Rector of IPDN together with all Work Units within IPDN carried out the formulation and produced policies, namely the Rector's Decree Number: 500.10.2.2-225 of 2023 concerning the Establishment of the Professional Certification Agencies of the Institute of Public Administration. In this case, IPDN needs to prepare LSP establishment documents in accordance with BNSP Regulation Number 2/BNSP/III/2014 concerning the Establishment of LSP and LSP-P1 IPDN educational institutions. Going Beyond Counting First Authors in Author Co-citation Analysis
The present study examines one of the fundamental aspects of author co-citation analysis (ACA) - the way co-citation
counts are defined. Co-citation counting provides the data on which all subsequent statistical analyses and mappings
are based, and we compare ACA results based on two different types of co-citation counting - the traditional type that
only counts the first one among a cited work's authors on the one hand and a non-traditional type that takes into
account the first 5 authors of a cited work on the other hand. Results indicate that the picture produced through this non-traditional author co-citation counting contains more coherent author groups and is therefore considerably clearer. However, this picture represents fewer specialties in the research field being studied than that produced through the traditional first-author co-citation counting when the same number of top-ranked authors is selected and analyzed. Reasons for these effects are discussed
Variations on the Author
“Variations on the Author” discusses two of Eduardo Coutinho’s recent films (Um Dia na Vida, from 2010, and Últimas Conversas, posthumously released in 2015) and their contribution to the general question of documentary authorship. The director’s filmography is characterized by a consistent yet self-effacing form of authorial self-inscription: Coutinho often features as an interviewer that rather than express opinions propels discourses; an interviewer that is good at listening. This mode of self-inscription characterizes him as an author who is not expressive but who is nonetheless markedly present on the screen. In Um Dia na Vida, however, Coutinho is completely absent form the image, while Últimas Conversas, on the contrary, includes a confessional prologue that moves the director from the margins to the center of his films. This article examines the ways in which these works stand out in the filmography of a director who offers new insights into the notion of cinematic authorship
Appropriate Similarity Measures for Author Cocitation Analysis
We provide a number of new insights into the methodological discussion about author cocitation analysis. We first argue that the use of the Pearson correlation for measuring the similarity between authors’ cocitation profiles is not very satisfactory. We then discuss what kind of similarity measures may be used as an alternative to the Pearson correlation. We consider three similarity measures in particular. One is the well-known cosine. The other two similarity measures have not been used before in the bibliometric literature. Dispelling the Myths Behind First-author Citation Counts
We conducted a full-scale evaluative citation analysis study of scholars in the XML research field to explore just how different from each other author rankings resulting from different citation counting methods actually are, and to demonstrate the capability of emerging data and tools on the Web in supporting more realistic citation counting methods. Our results contest some common arguments for the continued
use of first-author citation counts in the evaluation of scholars, such as high correlations between author rankings by first-author citation counts and other citation
counting methods, and high costs of using more realistic citation counting methods that are not well-supported by the ISI databases.
