    Reinvention of Turkish Foreign Policy in Latin America: the Cuba case

    The current research has the purpose of analyzing Turkey’s approach toward Latin America and the Caribbean region through the prism of so power theory, and through a specic case study, i.e. Turkey-Cuba relations. e working assumption is that Turkey has been able to increase its presence and inuence in the region, thanks to a particular so power-oriented approach known as multi-dimensional policy, which reects both new behavior and new agents. An analysis of Turkey-Cuba relations will not only help to improve the literature about Turkey’s foreign policy on a subject which has not yet been adequately examined, but will also underline features and peculiarities of Turkey’s so power, such as the emerging “Mosque Diplomacy.

    Flow past a sphere at the free-surface using URANS

    The flow past a sphere located at the free-surface, was studied over the critical Reynolds number range: 2x10^5 to 4x10^5. Experiments were carried out in the Lamont tank at the University of Southampton. Due to the inclusion of a free-surface, the solver interFoam (version OF-2.2.0) was used to simulate the flow past the sphere with a Courant number of 1.2 to allow the simulations to run faster without compensating on the results’ accuracy. Maximum wave resistance occurs when the sphere is half-submerged due the maximum crosssectional area of the sphere. The wave resistance component becomes negligible at an immersion depth greater than 175%D

    "Henry Rider Haggard’s Posthumanist Eco-consciousness"

    In this essay I argue that the late Victorian and early Edwardian novelist Henry Rider Haggard had a distinct eco-consciousness that was reminiscent of twenty-first century posthumanist philosophies as early as the 1880’s. Writing his “imperial romances” in the wake of the beginnings of what is now called the Anthropocene age, Haggard observed and understood the changing relationships between the human society and the more-than-human world in this historical period. In a manner that would be unexpected of an author widely labeled as ‘a man of his times’—and therefore a pro-imperial propagandist—in postcolonial literary criticism, he was critical of the anthropocentric ways of western civilization. Ranging from a Darwinian notion of the oneness of all living animals to a highly skeptical attitude toward the reckless exploitation of the resources of colonial lands and peoples, Haggard’s Weltanschauung included notions that were not only antithetical to imperialist discourses, but also ‘ahead of [their] times’ by more than a century. In this essay I elaborate on Haggard’s posthumanist eco-consciousness with reference to his fiction and conclude that a renewed understanding of Haggard’s literary and intellectual heritage would show how his works are still very much relevant and valuable in our time

    Parâmetros de Strain Diastólico Estão Associados à Mortalidade em Curto Prazo e à Reinternação em Pacientes com Insuficiência Cardíaca Avançada

    Resumo Fundamento A insuficiência cardíaca é uma das principais causas de hospitalização e mortalidade em todo o mundo e representa um grande fardo económico para os sistemas de saúde. A identificação de fatores prognósticos em pacientes com IC é de grande importância para estabelecer estratégias de manejo ideais e evitar procedimentos invasivos e dispendiosos desnecessários em pacientes em estágio terminal. Objetivos No presente estudo, nosso objetivo foi investigar a associação entre parâmetros de strain diastólico, incluindo E/e’ SR, e resultados de curto prazo em pacientes com IC avançada. Métodos O estudo populacional incluiu 116 pacientes com insuficiência cardíaca avançada com fração de ejeção reduzida (ICFEr) avançada. Avaliações clínicas, laboratoriais e ecocardiográficas dos pacientes foram realizadas nas primeiras 24 horas de internação. Os pacientes foram acompanhados por um mês e qualquer reinternação por piora dos sintomas de IC e qualquer mortalidade foi registrada. O nível de significância adotado na análise estatística foi de 5%. Resultados A E/e’ SR foi significativamente maior no grupo de pacientes em comparação ao grupo controle (p=0,001). Durante o acompanhamento de um mês, 13,8% dos pacientes morreram e 37,1% dos pacientes foram reinternados. NT-ProBNP sérico (p=0,034) e E/e’ SR (p=0,033) foram considerados preditores independentes de mortalidade e o uso de IECA (p=0,027) e strain 3C apical (p=0,011) foram considerados independentes preditores de reinternação no grupo de pacientes. Conclusão Os resultados do presente estudo prospectivo demonstram que a E/e’ SR medida pela ecocardiografia com speckle tracking é um preditor independente e sensível de mortalidade em curto prazo em pacientes com ICFEr avançada e pode ter um papel na identificação de pacientes com ICFEr em estágio terminal

    Haritalar; coğrafi ve mekânsal verilerin görüntülenmesi, yorumlanması ve analizinde kullanılan yaygın araçlardır. İnsanlar haritaları günlük hayatlarında yön ve adres bulmasında kullanırlar. Haritalar deprem araştırmaları, yurtiçi güvenlik ve erken uyarı sistemleri gibi çeşitli disiplinlerde uygulama ve kullanım alanlarına sahiptir. Toplu taşıma araçlarını kullanan birçok insanın duraklarda beklemelerinden kaynaklı zaman kaybı yaşanmaktadır. Bu çalışmada, toplu taşıma uygulamalarında araçların duraklarda bulunması gereken zamanı akıllı bir şekilde web tabanlı olarak kullanıcılara sunan bir sistem önerilmiştir. Ayrıca kullanıcılar her bir hattın güzergâhını harita üzerinde görebilmekte ve SMS veya e-posta yoluyla istediği hattın durağa geliş zamanını öğrenebilmektedir. Sistemin etkinliği, sentetik veriler üzerinde test edilmiş olup kullanıcılara zaman kazandırması açısından çok faydalı sonuçlar verdiği görülmüştür.

    Opinnäytetyössä luotiin mielikuvia aiheesta ”itä ja länsi kohtaavat” ja suunniteltiin yritys Globe Hopelle printti/printtejä. Haluttiin ymmärtää entistä paremmin turkkilaisten ja suomalaisten kulttuurisia erilaisuuksia ja yhtäläisyyksiä. Mitä tapahtuu kun ”itä ja länsi kohtaavat”? Jotta saataisiin vastaus tähän kysymykseen, haettiin tietoa turkkilaisten ja suomalaisten juurista. Suunnittelutehtävää varten esiteltiin myös yksityiskohtaisemmin joutsenta suomalaisuuden symbolina ja sutta turkkilaisuuden symbolina. Suunnittelussa haluttiin ottaa huomioon tietoa menneisyydestä, mutta myös käsitys nykypäivän sekä suomalaisuudesta että turkkilaisuudesta koettiin tärkeänä. Tietoa turkkilaisten käsityksistä omasta kansallisesta identiteetistä nykypäivänä saatiin keskusteluin turkkilaisten kanssa. Suomalaisuutta työssä edusti tekijä itse. Tämä kaikki tieto muodosti tekijän kokemuksen molemmista kulttuureista. Suunnittelussa inspiraation lähteenä toimivat itse tehdyt maalaukset ja omat kokemukset suomalaisuudesta ja turkkilaisuudesta. Harjoittelu Globe Hopella tuotti jo paljon ideoita printtien suhteen ja heti harjoittelun jälkeen printtien suunnittelu jatkui. Työn tuloksena parani ymmärrys idän ja lännen eroavaisuuksista ja yhtäläisyyksistä, syntyi omia mielikuvia ja mielikuvista printtejä Globe Hopelle.In the thesis some images of the topic "East meets west" were created, and some prints were planned for the company Globe Hope. The aim was to gain a better understanding of Turkish and Finnish cultural differences and similarities. What happens when the "East meets West"? In order to answer this question, information on the Turkish and Finnish roots were sought. For the planning process the swan was also presented in more detail as a symbol of the Finnish culture and the wolf as a symbol of the Turkish culture. In the design process information from the past had to be taken into consideration, but also the perception of the present-day Turkish and Finnish cultures was seen as important. Information about Turkish perceptions of their own national identity today were gained by discussions with the Turks. The Finnish culture was represented by the author herself. All this information created the author's experience in both cultures. In the design process, the self-made paintings and own experience of Finnish and Turkish cultures were the source of inspiration. Work practice at Globe Hope already produced a lot of ideas in terms of prints, and print designing continued immediately after the work practice. The result of the work was the improved understanding of the East-West differences and similarities. Some own mental images were born and from those images some prints for Globe Hope were created

    KAMU SEKTÖRÜNDE DİJİTAL YAPILANMA: TÜRKİYE’DE ELEKTRONİK DEVLETTEN AKILLI DEVLETE GEÇİŞ

    Bilgi ve iletişim teknolojileri alanındaki gelişim ile birlikte ülkeler kamu sektöründe vatandaşa daha hızlı, verimli hizmet verme yönünde bir yapılanma süreci içerisine girmiştir. Özellikle son dönemde ülkemiz, kamu sektörü alanında teknolojik ilerlemelere kayıtsız kalmayıp e-devlet (elektronik devlet) uygulamalarını geliştirerek dijital dönüşüm reform çalışmalarına başlamıştır. Bu kapsamda Cumhurbaşkanlığı Hükümet Sistemine geçilmesiyle birlikte a-devletin (akıllı devlet) en önemli aşaması sayılan Dijital Dönüşüm Ofisi (DDO) oluşturulmuştur. DDO ile birlikte ülkemizde e-devletten a-devlete geçiş süreci başlamış olup kamu yönetiminde köklü değişimlere adım atılmıştır. Böylece siber güvenlik, kritik altyapılar, büyük veri, yapay zeka gibi konularda koordinasyonun aynı çatı altında toplanması amaçlanmıştır. Bu çalışmanın amacı, gelişen teknolojiyle birlikte kamu yönetimi alanındaki değişimleri aşamalı bir biçimde ele alarak Türkiye’nin e-devletten a-devlete geçiş sürecinde etkili bir rol oynayan DDO görev ve yapısını incelemektir.Upon the development of information and communication technologies (ICTs), countries embarked on a structuring process in the public sector in order to provide faster and more efficient services. Acting positively towards technological developments in the public sector, Türkiye started digital transformation reform studies and developed “e-Government applications” especially in the recent years. In this context, during the transition to the Presidential Government System, Türkiye established the Digital Transformation Office (DTO), which is considered the most important stage of the smart government (s-Government). With the establishment of DTO, the transition process from “e-Government” to “s-Government” has started and radical changes have taken place in the Turkish public administration. With this office, consolidation of the coordination functions under the same entity was aimed regarding the issues such as cyber security, critical infrastructures, big data and artificial intelligence. By considering the associated changes in the public sector along with the development of technology, this study attempts to examine the functions and structure of DTO, which played an effective role in the transition from “e-Government” to “s-Government” in Türkiye
