Understanding and explaining civil service reform: A reply to Dowding and James
Dowding and James's response to our critique of the bureau-shaping model makes some important criticisms that we welcome.(1) However, we suggest that they ignore the empirical evidence we presented in our original article (because of their narrow definition of acceptable data) and we believe that they misunderstand our arguments because of the positivist paradigm within which they operate. Our response covers three main issues – epistemology, methods and evidence.

MeSH term explosion and author rank improve expert recommendations
Information overload is an often-cited phenomenon that reduces the productivity, efficiency and efficacy of scientists. One challenge for scientists is to find appropriate collaborators in their research. The literature describes various solutions to the problem of expertise location, but most current approaches do not appear to be very suitable for expert recommendations in biomedical research. In this study, we present the development and initial evaluation of a vector space model-based algorithm to calculate researcher similarity using four inputs: 1) MeSH terms of publications; 2) MeSH terms and author rank; 3) exploded MeSH terms; and 4) exploded MeSH terms and author rank. We developed and evaluated the algorithm using a data set of 17,525 authors and their 22,542 papers. On average, our algorithms correctly predicted 2.5 of the top 5/10 coauthors of individual scientists. Exploded MeSH and author rank outperformed all other algorithms in accuracy, followed closely by MeSH and author rank. Our results show that the accuracy of MeSH term-based matching can be enhanced with other metadata such as author rank
Going Beyond Counting First Authors in Author Co-citation Analysis
The present study examines one of the fundamental aspects of author co-citation analysis (ACA) - the way co-citation
counts are defined. Co-citation counting provides the data on which all subsequent statistical analyses and mappings
are based, and we compare ACA results based on two different types of co-citation counting - the traditional type that
only counts the first one among a cited work's authors on the one hand and a non-traditional type that takes into
account the first 5 authors of a cited work on the other hand. Results indicate that the picture produced through this non-traditional author co-citation counting contains more coherent author groups and is therefore considerably clearer. However, this picture represents fewer specialties in the research field being studied than that produced through the traditional first-author co-citation counting when the same number of top-ranked authors is selected and analyzed. "Closing the R&D Gap, Evaluating the Sources of R&D Spending"
Both spending and tax policies have been implemented in the United States with the goal of stimulating private sector research and development (R&D). Karier questions whether current R&D policy, especially the research and experimentation tax credit, can contribute to closing the gap between nondefense expenditures on R&D in the United States and such expenditures in other countries, such as Japan and Germany. He also explores possible changes to our current R&D policy to make it more effective.
Making vision into power : Britain's acquisition of the world's first radar-based integrated air defence system 1935 - 1941
This thesis represents the first application of a current conceptual model of defence acquisition to analyse the historical process, the 1935 - 1941 British acquisition of an integrated air defence system pivoted upon the innovative technology of radar. For successful acquisition of a military capability, the model posits that balanced attention must be focused acoss eight 'lines of developmen' - not only equipment, but also doctrine and concepts, logistics, structures, personnel, organisation, training and information with an overarching requirement for interoperability. This thesis contrasts what turned out to be a successful acquisition, of radar to achive air interception capability by day in the Battle of Britain, with less successful acquisition, or radar to achieve the same capability at night, where an effective system arrived too late to ward off the Blitz. The results establish the validity of the model and its attendant lines of development concepts, and furnish new insights into acquisition processes and military history. Acquisition lessons are derived for the capability-based involvement of industry, for the experience and personality necessary for key managers at different 'life stages' of an acquisition and for the avoidance of over-rapid 'dysfunctional diffusion' of innovative technologies. Historical insights for the Battle of Britain include the sub-optimal performance, for trivial reasons, of key South Coast radars, and the critical importance of the human elements of the radar-based air defence system. For the Blitz, airborne radar hardware has previously been identified as a key problem, whereas research here exposes the greater need for accurate ground control radar, the sound selection and training of pilots and operators in new tactics, and provision of equipment maintainers and test gear. New evidence illustrates that pursuit of an alternative to radar significantly delayed the optimal solution, and throws fresh light both on personalities and on development process management
Dispelling the Myths Behind First-author Citation Counts
We conducted a full-scale evaluative citation analysis study of scholars in the XML research field to explore just how different from each other author rankings resulting from different citation counting methods actually are, and to demonstrate the capability of emerging data and tools on the Web in supporting more realistic citation counting methods. Our results contest some common arguments for the continued
use of first-author citation counts in the evaluation of scholars, such as high correlations between author rankings by first-author citation counts and other citation
counting methods, and high costs of using more realistic citation counting methods that are not well-supported by the ISI databases. It is argued that increasingly available digital full text research papers make it possible for citation analysis studies to go beyond what the ISI databases have directly supported and to employ more

Management implications of the Macquarie Island trophic cascade revisted: a reply to Dowding et al.(2009)
1. The management of non-indigenous species is not without its complications. In Bergstromet al.’s(2009) study, we demonstrated that feral cats Felis catus on sub-Antarctic Macquarie Island were exerting top-downcontrol on the feral rabbit Oryctolagus cuniculus population, and that the eradication of the cats led to a substantial increase in rabbit numbers and an associated trophic cascade. 2. Dowding et al. (2009) claim our modelling was flawed for various reasons, but primarily that a reduction in the application of the rabbit control agent,Myxoma virus, coinciding with cat removal, was a major driver of rabbit population release. 3. We explore this proposition (as well as others) by examining rates of Myxoma viral release between 1991 and 2006 (with an attenuation factor for the years, 2003–2006) in association with presence ⁄ absence of cats against two estimates of rabbit population size. Myxoma viral release was a significant factor in the lower estimates of rabbit population, but the effect was small, and was not significant for higher rabbit population estimates. By contrast, the presence or absence of cats remained highly significant for both estimates. 4. Synthesis and applications. We re-affirm our position that top-down control of rabbit numbers by cats, prior to their eradication, was occurring on Macquarie Island. Nonetheless, we agree with Dowding et al. (2009) that systems with multiple invasive species represent complex situations that require careful scrutiny. Such scrutiny should occur in advance of, during, and following managementinterventions

This article sets out some background information and reflections of the author on the R&D tax incentive schemes included in the Common Corporate Tax Base (CCTB) Proposal. In particular the author analyzes the stimulus to private R&D through ad hoc tax incentives included in the CCTB Proposal and dives into the actual provisions included in the Proposal highlighting the most relevant issues connected with their design and interpretation. Moreover, the author explores the interaction between the CCTB Proposal and the granting by Member States of domestic R&D tax incentives
