Milan’s inclusive entrepreneurship policies: The risk of ’differentiated inclusion’
Using Milan’s entrepreneurship policies as a case-study, this paper explores the diversity that the broad policy category of ’inclusive entrepreneurship’ may entail in terms of policy instruments and participants’ experiences. To this end, the study considers policymakers, practitioners and young adults receiving local support to establish their own businesses. It does so by drawing on qualitative interviews. It argues that inclusive entrepreneurship policies may entail a ’differentiated inclusion’ that is produced by the simultaneous interaction between diversified policy instruments and a system of inequalities that affect individual capacities to strategise entrepreneurial risks and opportunities
Municipal entrepreneurship support policies: convergence or divergence?
This paper develops a critical understanding of municipal entrepreneurship support policies (MESPs) by investigating the strength of convergence and divergence trends with respect to neoliberal modes of governance in this policy field. To do so, it draws on a comparison between Milan and Barcelona’s MESPs and investigates the ways local policy actors interpret, invalidate or reproduce a neoliberal approach to entrepreneurship policies. Findings from the analysis of grey literature and interviews with policy actors and practitioners show the role municipal governments and local socio-economic and institutional conditions play in shaping compound and divergent approaches to MESPs. On this basis, the article reflects on the agency of local governments and the way urban policies and governance may deviate from neoliberal trajectories

The essay, focused on the idea of “substantive criminal law”, explores the ways criminal legal system can adequately conveyan interpretation of norms really compliant with legality principle , being well known how the hermeneutic process is deeply affected by a pre-comprehension of facts to which norms are applied thus exposing judicial decisions to the risk of arbitrariness. In order to guide in the selection of relevant facts or features thereof, and then to rejuvenate a really weakened ability of criminal law ro substtaìtially steer legal decisions, the ultima ratio principle should be considered not just in the law-making, but also in judicial decisions, just for a better understanding of other basic principles like the harm and legality ones. This can be achieved through the awareness of the “positional” logic (in a meaning the author draws from Ludwig Wittgestnein’s philosophy) just inherent in the idea of criminal law as ultima ratio, namely to be deployed for social control only after having considered the ability of other means to protect relevant interests
Going Beyond Counting First Authors in Author Co-citation Analysis
The present study examines one of the fundamental aspects of author co-citation analysis (ACA) - the way co-citation
counts are defined. Co-citation counting provides the data on which all subsequent statistical analyses and mappings
are based, and we compare ACA results based on two different types of co-citation counting - the traditional type that
only counts the first one among a cited work's authors on the one hand and a non-traditional type that takes into
account the first 5 authors of a cited work on the other hand. Results indicate that the picture produced through this non-traditional author co-citation counting contains more coherent author groups and is therefore considerably clearer. However, this picture represents fewer specialties in the research field being studied than that produced through the traditional first-author co-citation counting when the same number of top-ranked authors is selected and analyzed. Reasons for these effects are discussed
