No full textThe Diallo Case before the International Court of Justice seems to offer a unique opportunity to declare both the minimum standard of treatment of aliens and the fair and equitable treatment standard as customary international law. This article analyzes the set of factors in play simultaneously in public international law and in international investment law that supports such expectations. However, the article also presents the other set of factors in these fields that does not provide strong support for the said hopes. The article concludes, first, that the Diallo Case could give the long-awaited clarification of the content of the minimum standard of treatment of aliens with regard to foreign investors; and, second, that it is unlikely that the fair and equitable treatment standard will end up receiving the official status of customary international law.El caso Diallo que cursa en la actualidad ante la Corte Internacional de Justicia parecería ofrecer la oportunidad perfecta para la declaración de los estándares de trato mínimo de extranjeros y de trato justo y equitativo como costumbre internacional. El articulo analiza el conjunto de factores presentes hoy en el derecho publico internacional y en el derecho de las inversiones que justificaría la mencionada posibilidad. Sin embargo, el articulo también ilustra la otra serie de elementos en estas áreas jurídicas que se oponen a tal resultado. El articulo concluye, primero, que el caso Diallo constituye una oportunidad para la muy esperada clarificación del contenido del estándar del trato mínimo debido por los Estados a los ciudadanos o empresas extranjeros; y, segundo, que es improbable que el estándar de trato justo y equitativo sea elevado al rango de costumbre internacional

Around the beginning of the 18th century, in stages and successive groups, Fulani pas-toralists from the Niger river valley infiltrated Boobola ("Bwaland") in the search for pastures in the lands lying between village communities. After having taken root in the Barani area, the Sidibe Fulani managed, in the 19th century, to ruie over the native Bobo and Bwa. Barani's history is marked by Widi Sidibe, its most outstanding chief. In the last decade of the 19th century, the Barani chiefdom was under the sway of the region's big state formations ; but it also lay in an area crossed by trade routes. Hence, this chiefdom dealt with various partners: it clashed with the Diina, formed a military alliance with Tijaani Tall and managed both to keep up diplomatie relations with Yatenga and trade with Samori.Diallo Youssouf. PAMAM Dendrimers Undergo pH Responsive Conformational Changes without Swelling
No full textAtomistic molecular dynamics (MD) simulations of a G4-NH(2) PAMAM dendrimer were carried out in aqueous solution using explicit water molecules and counterions (with the Dreiding III force field optimized using quantum mechanics). Our simulations predict that the radius of gyration (R(g)) of the dendrimer changes little with pH from 21.1 angstrom at pH similar to 10 (uncharged PAMAM) to 22.1 angstrom at pH similar to 5 (charged with 126 protons), which agrees quantitatively with recent small angle neutron scattering (SANS) experiments (from 21.4 angstrom at pH 10 to 21.5 angstrom at pH 5). Even so we predict a dramatic change in the conformation. The ion pairing in the low pH form leads to a locally compact dense shell with an internal surface area only 37% of the high pH form with a dense core. This transformation from "dense core" at high pH to "dense shell" at low pH could facilitate the encapsulation and release of guest molecules (e.g., drugs) using pH as the trigger, making dendrimers a unique drug delivery vehicle

No full textNous avons menés une enquête sur l'état actuel des infrastructures nécessaire à l'hygiène des mains qui a concerné : Les salles d'hospitalisation, les lits, les lavabos, les containeurs avec objet tranchant et les produits hydro-alcooliques. Dans le Département, il y avait vingt (20) lavabos pour quatre vingt un (81) lits et neuf (09) containeurs avec objets tranchants. Les infrastructures nécessaires à l'hygiène des mains n'étaient pas dans les normes pour pratiquer une bonne hygiène des mains. L'observance a concerné différentes catégories professionnelles au moment des soins. On a observé huit (08) actions dont sept (07) réalisées par les infirmiers et une (01) par les Médecins, parmi ces actions il y a six (06) frictions et deux (02) lavages des mains. Selon les cinq (05) indications à l'hygiène des mains, on eu une observance de 0,9 p.100 avant de toucher le patient et une observance de 1,5 p.100 après avoir touché le patient. Dans les autres indications il n'y a pas eu d'action réalisée. Au moment de l'observance on a eu neuf cent huit (908) opportunités à faire l'hygiène des mains avec un taux d'observance global de 0, 8 p.100 donnant un niveau d'hygiène des mains médiocre dans le Département

Get PDFEste trabajo examina los conflictos en torno a la Plaça d’Idrissa Diallo en Barcelona, destacada por la retirada del monumento al esclavista Antonio López en 2018. A partir de datos etnográficos, se analizan los discursos oficiales, provenientes de instituciones públicas, museos y políticas de memoria, así como también las contranarrativas de colectivos antirracistas, migrantes y racializados, que desafían la visión hegemónica del patrimonio. El cambio de nombre de la plaza en 2022 y los debates públicos reflejan un intento de crítica a la historia esclavista, aunque persisten narrativas eurocéntricas que perpetúan imaginarios coloniales. Los movimientos antirracistas exponen la historia colonial que las políticas de memoria olvidan explicar, visibilizando además sus legados en el presente. Las disonancias de un patrimonio incómodo exponen las limitaciones de las políticas institucionales de memoria, y desafían a las instituciones al cambio estructural. Se concluye que la descolonización del espacio público requiere transformar prácticas simbólicas y materiales y redistribuir el poder en la construcción de memorias colectivas
