Penelitian ini bertujuan untuk mengetahui bagaimana pelaksanaan Peraturan Pemerintah 8 Tahun 2008 Tentang Tahapan, Tatacara Penyusunan, Pengendalian, Dan Evaluasi Pelaksanaan Rencana Pembangunan Daerah Terkait Partisipasi Masyarakat Dalam Musyawarah Rencana Pembangunan Daerah Di Kota Mojokerto. Sesuai dengan pasal 1 angka 3 Peraturan Pemerintah Republik Indonesia Nomor 8 Tahun 2008 Tentang Tahapan, Tata Cara Penyusunan, Pengendalian Dan Evaluasi Pelaksanaan Rencana Pembangunan Daerah. Perencanaan Pembangunan Daerah adalah suatu proses penyusunan tahapan-tahapan kegiatan yang melibatkan berbagai unsur pemangku kepentingan didalamnya, guna pemanfaatan dan pengalokasian sumber daya yang ada dalam rangka meningkatkan kesejahteraan sosial dalam suatu lingkungan wilayah/daerah dalam jangka waktu tertentu. Partisipasi Masyarakat (public participation) pada tatanan pemerintahan yang demokratis menghendaki adanya keterlibatan publik dalam proses pengambilan keputusan (decision-making process) yang semakin penting artinya di era otonomi daerah. Jenis penelitian ini adalah jenis penelitian empiris dengan metode penelitian Yuridis Sosiologis yang dilakukan dengan cara penelitian langsung untuk memperoleh data atau informasi mengenai partisipasi masyarakat di dalam kegiatan Musrenbang Kota Mojokerto sesuai dengan Peraturan Pemerintah Nomor 8 tahun 2008 Tentang Tahapan, Tata Cara Penyusunan, Pengendalian Dan Evaluasi Pelaksanaan Rencana Pembangunan Daerah. Berdasarkan hasil penelitian ini maka dapat diketahui bahwa pelaksanaan Peraturan Pemerintah 8 Tahun 2008 Tentang Tahapan, Tatacara Penyusunan, Pengendalian, Dan Evaluasi Pelaksanaan Rencana Pembangunan Daerah Terkait Partisipasi Masyarakat Dalam Musyawarah Rencana Pembangunan Daerah Di Kota Mojokerto tidak terlaksanana secara efektif diakrenakan ada beberapa kelurahan di dua kecamatan di Kota Mojokerto yang tidak mengikutsertakan masyarakatnya dalam kegiatan Musrenbang di Kota Mojokerto. In accordance with Government Regulation Number 8 Year 2008 Article 1 Paragraph 3 on stages, preparation, control, and evaluation of the implementation of regional development planning. This planning involves stages of activities including competent personnel in order to use and allocate available resources to improve the welfare of society in a region within a certain period. Public participation in democratic governance requires public participation in dicision-making process, which is considered essential in the era of regional autonomy. This is an empirical research employing socio-juridical method of research done by conducting direct research to collect data or information concerning public participation in a discussion in Mojokerto as in line with Government Regulation Number 8 Year 2008 on stages, preparation, control and evaluation of regional development planning. The research result implied the implementation of Government Regulation Number 8 Year 2008 on Stages, Preparation, Control, and Evaluation of The Implementaion of Regional Development Planning in regard to public participation in a discussion about regional development planning in Mojokerto was not effectively executed because two districts in Mojokerto did not involve their public representatives in the discussion.
