    The city of Zurich's shape has changed dramatically during the last two decades. In the late 1970s and in the 1980s, such a transformation seemed impossible due to political polarisation and different urban development agendas of Zurich's important stakeholders – i.e. the local government, private investors and land owners. This article sheds light on the political transformation processes that took place in the 1990s, using urban regime theory. Urban regimes are defined as a stable and longstanding form of cooperation between the most important political and private actors, which enables them to draw a common agenda and to use common resources. The emergence of such an urban regime had a crucial impact on the development processes in Zurich, because it has been able to bridge the different interests of the relevant political and private stakeholders. The result was a much more coherent and stable development agenda and a massive development of new construction projects. The most important factors why such a cooperation scheme could be established have been the abandoning of the industrial areas in the late 1980s; the globalisation processes that made a new city development strategy necessary; the mutual need for long-term security in planning; but also the new established policy goals of the social democratic party and its leaders in the city government

    Who governs and how: governance arrangements, decision making and implementation processes of spatial development policies in Swiss suburban municipalities

    Swiss metropolitan areas and their municipalities face challenges as e.g. the increasing number and the bigger mobility of their inhabitants, economic structural changes or the on-going urban sprawl in suburban regions. Whereas the core cities of such areas have been studied intensively, there exist little theoretical and empirical knowledge about the political decision-making and implementation processes in smaller suburban municipalities concerning the important relations between the public and the private for planning and generating the built environment. I thus investigate the following research questions: What different kinds of governance arrangements exist in suburban municipalities and which factors let these types emerge? How then can public and private stakeholders influence the decision making and implementation processes of local development policies within these arrangements? Theoretically I draw on literature about local governance-types, recent work on small democracies and on urban regime theory. The case selection bases on two criteria theoretically relevant for the emergence of different governance arrangements: The size and the economic situation of a municipality. The results of the qualitative analysis show that different governance arrangements exist in the four suburban municipalities related to the collaboration between relevant actors, the decision and implementation rationales and the political resources used. Bigger municipalities tend to be governed by urban regime-like forms of cooperation between public and private actors. Governance arrangements in smaller municipalities are however characterised by looser forms of cooperation. Where public actors are able to dominate the local governance arrangements in economically positive surroundings, they are more dependent on private actors in shrinking municipalities, but only when it comes to pivotal building projects because the mayors interpret the role of the state more in an active, than only in an intervening way

    Prozesswissen zur Entstehung der gebauten Umwelt kann nur mittels eines inter-.und transdisziplinären Vorgehens generiert werden. Dank drei verschiedener Blickwinkel auf die Arenen Politik, Projektierung und Administration machen wir die Vielschichtigkeit dieser Prozesse zugänglich. Für eine interdisziplinäre Synthese der methodisch und theoretisch durchaus divergierenden disziplinären Arbeiten, braucht es eine gemeinsame Ontologie, eine koordinierte Fall-Auswahl und eine systematische Aufbereitung der erhobenen Daten. Nicht zuletzt braucht es aber auch gegenseitigen Respekt, Zeit und finanzielle Mittel. Knowledge of the processes behind how a built environment develops can only be created with an inter- and transdisciplinary approach. Through three different perspectives on the political, project planning and administrative arenas, we are making the complexity of these processes accessible. For an interdisciplinary synthesis of discipline-oriented work that is completely divergent both methodically and theoretically, a common ontology<m a coordinated selection of cases and systematic processing of the data collected are required. However, mutual respect time and financial resources are also important

    Going Beyond Counting First Authors in Author Co-citation Analysis

    The present study examines one of the fundamental aspects of author co-citation analysis (ACA) - the way co-citation counts are defined. Co-citation counting provides the data on which all subsequent statistical analyses and mappings are based, and we compare ACA results based on two different types of co-citation counting - the traditional type that only counts the first one among a cited work's authors on the one hand and a non-traditional type that takes into account the first 5 authors of a cited work on the other hand. Results indicate that the picture produced through this non-traditional author co-citation counting contains more coherent author groups and is therefore considerably clearer. However, this picture represents fewer specialties in the research field being studied than that produced through the traditional first-author co-citation counting when the same number of top-ranked authors is selected and analyzed. Reasons for these effects are discussed
