L’istituzione della Città metropolitana nel disegno di legge Delrio
No full textA partire da un’analisi della legge Delrio recante “Disposizioni sulle città metropolitane, sulle province, sulle unioni e fusioni di comuni”, le osservazioni svolte prendono in considerazione la disciplina relativa all’istituzione della Città metropolitana e cercano innanzitutto di mettere in luci aspetti positivi ed eventuali criticità contenuti nella legge, proponendo possibili interventi migliorativi nella creazione dell’ente. Ci si sofferma, in particolare, sulla scelta operata nell’individuazione delle Città metropolitane e sui criteri adottati per la perimetrazione del relativo territorio, sugli organi del nuovo ente ed infine sui rapporti tra Comuni dell’area e Città metropolitana in merito all’esercizio delle funzioni. In secondo luogo, viene presa in considerazione la dimensione “europea” della Città metropolitana e la creazione di una cooperazione orizzontale tra Città metropolitane europee. Il nuovo ente riveste, infatti, un ruolo chiave anche per le Istituzioni europee, che auspicano la creazione di un modello globale di sviluppo urbano e favoriscono la cooperazione integrata e intersettoriale fra Città metropolitane diverse

Estimating the effects of global uncertainty in open economies
Get PDFThis paper investigates the effects of a global uncertainty shock in open economies and the role of country relative risk exposure in the transmission of the shock. We employ an Interacted VAR model to take the time-varying dimension of country relative risk exposure into account. Evidence of nonlinearities in the real effects of a global uncertainty shock is found. The reduction in real activity is larger when the country is more exposed to aggregate risk. These findings support recent theoretical contributions on the role of risk exposure in the transmission of uncertainty shocks
