    The government's implementation of various forest management policies often fails to protect forest and reduce the number of poor communities around it. This study aims to discover disctimination in forest management oplicies issued and implementation by the State, the erultant structural proverty, and social resistance from by communities within and around forest conservation areas. this study was a qualitative one using a descriptive analytical approach conducted at the State level, Husserl's phenomenology at an individual level and Berger at collective level. The location of the result of the study indicate that the logging done by the local community was due to their displeasure with the goverment's policies, considered discriminatory in their application to the timber company and community. Implementation of deliberative policy to resolve conflicts between the government and Atar Lebar community int the TNBBS forest conservation area is necessary for the resolution of the socio-structural problems in Atar Leba

This study aims tofind out discrimination in forest management policy issued and implemented by State, the resultant structural poverty, and social resistance done by communities within and around the forest conservation area. This study was a qualitative study with both descriptive analytical approach conducted at a State level and Husserl\u27s phenomenology at an individual level and Berger at collective level. The location of the study was Atar Lebar Village in Forest Conservation Area of TNBBS West Lampung Regency. The results of the study indicate that the logging done by the local community was due to their displeasure against the government policy to be discriminatory between timber company and community. Solution that should be given to the socio-structural problems of Atar Lebar area is the implementation of deliberative policy to resolve conflicts between the government and Atar Lebar in forest conservation area ofTNBBS. Keywords: Policy, Poverty, Social Resistance Berbagai implementasi kebijakan pengelolaan sumber daya alam hutan oleh pemerintah seringkali gagal melindungi hutan maupun menekan jumlah masyarakat miskin di sekitar hutan. Kajian ini bertujuan untuk mengetahui mengenai diskriminasi kebijakan pengelolaan hutan oleh negara, kemiskinan struktural yang ditimbulkannya serta perlawanan sosial yang dilakukan masyarakat setempat di dalam . dan di pinggir kawasan hutan konservasi. Penelitian ini merupakan penelitian kualitatif dengan pendekatan deskriptif analitis di tingkat negara maupun fenomenologi Husserl pada tingkat individu dan Berger pada tingkat kolektif masyarakat, dengan lokasi penelitian berada di Desa Atar Lebar Kawasan Hutan Konservasi TNBBS Kabupaten Lampung Barat. Hasil kajian ini menunjukkan bahwa temyata penebangan hutan yang dilakukan oleh masyarakat disebabkan oleh ketidaksenangan mereka terhadap kebijakan pemerintah yang bersikap diskriminatif antara pengelola HPH dan masyarakat lokal. Untuk itu solusi utama yang perlu diberikan dalam permasalahan sosio-struktural di wilayah Atar Lebar adalah penerapan kebijakan deliberati£ untuk mengatasi konflik antara pemerintah dengan masyarakat Atar Lebar dalam kawasan hutan .konservasi TNBBS.     Forest is a very strategic resources, both for local community and State. Community forest use patterns often conflict with forest management policy by the State. The dominant perspective of the State often makes the local community increasingly marginal and structurally repressed. This study aims to find out the TNBBS forest management policy, the resultant structural poverty, and social resistance against the State in Atar Lebar village within forest conservation areas of TNBBS, West Lampung regency. The study was conducted by using a descriptive qualitative method with a phenomenological approach. Location of the study was Atar Lebar village in the conservation forest areas of TNBBS West Lampung Regency. The data used were primary data obtained through observation and in-depth interviews, and secondary data obtained through documentary studies. The collected data were analyzed by using a qualitative technique. The results of this study indicate that the logging done by people was not caused by poverty, but by their displeasure against the government policy to be discriminatory between the licensing of forest management to timber company and the prohibition of forest use to local communities. In addition, the concept of illegal logging was used inappropriately to describe the case of social resistance from Atar Lebar community in conservation forest areas because of the concept of illegal logging whose implementation was imposed by government. On the one hand, the government has applied a double standard of forest management, where there is government favoritism toward business concessions by granting logging license that makes the process legal, but actually the case indicates that almost all timber companies are expansionists with impact of forest destruction in a massive scale. On the other hand, the local people trying to retain access to the sources of livelihood in forest ecosystem was accused as the perpetrators of illegal logging, but not all of the local community was expansionist. Some local people behave as conservationists, while some immigrants were expansionists. However, the State has extremely insisted that the local people living around the protected areas cause deforestation over TNBBS, in turn treating all of them with the same policy, i.e. the transfer of population through local transmigration, the abolition of village, repressive actions against farmer, the prohibition of forest use to local community, and the reforestation of conservation forest. With poor socio-economic conditions and threatened survival strategies, Atar Lebar population show a variety of social resistance as a form of protest to the State and show that they are entitled to live in dignity as citizens. These results suggest that the same policy, implemented in the same society and in the same location of study, led to different responses, because of social differentiation resulting in different consequences. Therefore, the model of pro-local community forest management should be initiated: the adoption of local knowledge, affirmative policy, and deliberative policy by the establishment of conservation village. It is expected that structurally poor marginal communities will still be located in the conservation areas with their existence supporting the preservation of forests rather than destroying it
