    The emerging legal framework for private sector development in Viet Nam's transitional economy

    A major objective of Viet Nam's transition to a market economy has been to reactivate the private sector in a mixed economy. Several new laws have been introduced in the past five years to implement this policy and to create an enabling environment for the private sector. The author reviews some of the more important laws and regulations that affect Viet Nam's private sector activities, including laws on real property, intellectual property, companies, domestic investment, foreign investment, bankruptcy, contracts, and dispute resolution. Anti-monopoly law has not yet been introduced in Viet Nam. The issue of competition is addressed in the context of trade law, the relative roles of the state and private sector, and restrictions in company law. These areas all establish the foundation of a legal framework for a market economy. The author concludes that Viet Nam's legal framework, like China's, is still influenced by ideology, which causes problems in such areas as private ownership of real property and with such fundamental legal concepts as"due process of law."It is noted that the private sector is constrained by the lack of an independent judiciary, the absence of private land ownership, other uncertainties in property law that limit the develpoment of financial markets, and the inherent bias of the system in favor of the state sector (and collective ownership). Also noted is a law-abiding attitude, equally important to development has been slow to develop. The author goes on to point out that the foreign investment process is too complicated, and its company law too restrictive. A first priority should be to strreamline regulations, as well as liberalize trade policy and increase efforts in privatization of state enterprises. In this respect the author notes that export processing zones may be a useful interim instrument to attract foreign investment but should be phased out over time.     Understanding the Intention to Use the Grab Service in Ho Chi Minh City

    The primary objective of this study was to identify the factors that influence Grab’s intention to use its services in Ho Chi Minh City and assess the impact of these factors. The ultimate goal was to provide appropriate recommendations to enhance Grab’s services. The study involved 200 participants from Ho Chi Minh City. To achieve this objective, a quantitative research method was employed, and several analytical techniques were used, including reliability testing using Cronbach’s Alpha coefficient, exploratory factor analysis, correlation analysis, and regression. The analysis results revealed three factors that significantly influence the intention to use Grab services, ranked in descending order of influence: (1) Perceived Usefulness, (2) Price Value, and (3) Alternative Vehicles. These factors play a significant role in shaping customers’ intentions to use Grab’s services. The study acknowledges its limitations and suggests future research directions for similar studies to further explore and refine the understanding of customer behavior in the ride-hailing industry.     Export of some key Agricultural products of Vietnam

    Purpose: The article is made to analyze the current situation of export activities of some key agricultural products of Vietnam, especially in the context of the world economy being heavily affected by the Covid-19 pandemic. Economies including Vietnam’s agricultural exports. Stemming from that practical requirement, the author proposes a number of solutions to overcome supply chain disruptions, to cope with the new context that creates momentum for the recovery and growth of Vietnam's agricultural economy by 2025.   Design/methodology/approach: Research using the export approach of key agricultural products in a dynamic state, considering the impact of many factors, in which the influence of the Covid-19 pandemic is emphasized. disruption of supply chains from production to consumption of Vietnamese agricultural products. The study uses the research method to synthesize documents from reliable data and information sources of the economy such as MBS, CEIC, GSO of Vietnam, Ministry of Agriculture and Rural Development of Vietnam.   Findings: The research results achieved the following contents: theoretical overview of key agricultural exports, agricultural development in a new context. The article analyzes the current status of the role of agriculture and the export of key agricultural products in economic development in Vietnam; Impact of the Covid-19 epidemic on the production of key agricultural products of Vietnam; Impact of the Covid-19 pandemic on Vietnam's key agricultural exports. The article proposes some solutions to export Vietnam’s key agricultural products in the new context from the perspective of the state to actors in the value chain of Vietnam’s key agricultural exports in the new context until 2025.   Research, Practical & Social implications: Research results are references for scholars interested in the field of agricultural economics, business and commerce; policy makers of agricultural economics in Vietnam. The Vietnamese government seeks and expands new markets in the direction of official channels to avoid price pressure. To do this, businesses need to pay attention to product quality, traceability, and packaging to comply with regulations and standards of key importing countries of Vietnam’s agricultural products by 2025.   Originality/value: On the basis of a theoretical overview of the export of key agricultural products, agricultural development in a new context.     The impact of ChatGPT on research and learning methods of university students in Ho Chi Minh City

    This study examines the impact of ChatGPT on learning and research methods among university students in Ho Chi Minh City, employing a mixed-methods design. Data were collected from 577 participants, including students, lecturers, and educational administrators, via surveys and 28 in-depth interviews. Modern statistical techniques and content analysis ensured comprehensive and objective results. Over 70% of students found ChatGPT helpful for rapid information retrieval and enhancing learning efficiency, while around 65% indicated that it improved writing skills, particularly in grammar checking and idea organization. However, 60% expressed concerns that excessive reliance on ChatGPT might diminish critical thinking and creativity. Lecturers and administrators also raised issues regarding the verification of information and adherence to academic ethics. The study emphasizes that while ChatGPT can support academic tasks, it should be used in conjunction with strategies that promote independent thinking and creativity. Recommendations include skill training, establishing clear usage policies, and integrating ChatGPT into curricula to optimize its benefits and sustain academic development, aligning with global trends in AI-enhanced higher education. The results offer valuable global insights

    Effect of large graphene particle size on structure, optical property and photocatalytic activity of graphene-titanate nanotube composites

    Available online 19 October 2021In this work we investigate the crystal transformation and optical properties of hydrothermal titania nanotube (TNT) when combining with large size of exfoliated graphene achieved by electrochemical process (EC-Gr). The TNT monoclinic structure has been changed to TiO2 anatase phase when TNT was grown in the presence of graphene dispersion. The effect of graphene on the evolution of TNT crystal could be understood by the interaction of carbon elements in graphene and Ti4+ ions in the titania structure. Due to the carrier separation which reduced recombination rate of excited photoelectrons and holes revealed by photoluminescence characterizations, the visible light photocatalytic activity in degradation of methylene blue in solution of the composite was enhanced. In this paper, the author has presented and analyzed the contents of these two methods and applied them to orient the working activities of the Vietnamese district-level cadres in the process of organizing and implementing the guidelines, lines of the Party, and policies laws of the State. This application not only highlights the great value of the Marxist dialectical logic methods, but it also provides tools for the current Vietnamese district-level cadres to perform their duties and responsibilities well, which contributes to the renovation process, making the country more and more powerful

    The relationship between educational level and choice sefl-medication or professional health care providers of patients in Hochiminh City

    Self-medication is a common practice in many developing countries. In Vietnam, self-medication has grown in recent years due to the increasing availability of drug vendors and pharmacy shops throughout the country. Beside the convenience, time and cost saving, self-medication is associated with risks such as misdiagnosis, use of irrational drug dosage that lead to the harmful consequences not only for patient himself but also for community as a whole. This study focuses on examining the impact of educational level on self-medication practice in Ho Chi Minh city, the national center of educational and health care of the country. The descriptive statistics and econometric analyzes have been applied to answer the question whether the adult individuals with a higher education are more likely to be self-medicated. The study had been employed the theory of consumer choice as the foundation theory, the Andersen’s behaviour model, and two empirical studies to construct a health-seeking model which describes the way individuals make choices regarding health care utilization to get the highest level of utility. The findings based on the survey conducted by the author in Ho Chi Minh city show that the more educated individual is, the more self-medication they have in treating minor illness. However, the level knowledge of safe medicine use is relatively low among patients

    Better Management in Real Estate Industry from Quality Perspectives - A Case in Real Estate Industry in Vietnam

    There are several factors affecting enhancing management capabilities of real estate companies in Vietnam. For instance: management of quality of construction and real estate projects, better organization of human resources, better practices of corporate governance, etc. With OLS regression method, the article suggests a total quality management perspective for managing real estate activities and propose recommendations for macro policies that affect firm performance. For instance, exchange rate policy need to be in favor of USD/VND just little bit while inflation policy need to be controlled well. Moreover, Applying TQM not only improves the quality of products and services but also improves the operational efficiency of the whole system thanks to the principle of always doing the right thing the first time. Limitation of the research is that the model can be expanded for other markets
