Les je(ux) de partitions d’Assia Djebar : un Quatuor algérien pour corps féminins
L’amour, la fantasia (1985), Ombre sultane (1987) et Vaste est la prison (1994) sont les trois premiers opus d’une tétralogie, toujours en devenir, de l’écrivaine algérienne Assia Djebar. Ils s’inscrivent dans un second cycle d’oeuvres, qui fascinent tant par leur architecture narrative et l’invention stylistique que par la place singulière qu’elles concèdent à des corps tenus habituellement au secret, parce que féminins. Ces polygraphies des corps que propose l’écrivaine sont à envisager non seulement à partir des interdits desquels elles émergent — au creuset de l’histoire personnelle ou au carrefour des destinées collectives —, mais aussi pour ce qu’elles mettent en perspective.Fantasia: An Algerian Cavalcade (1985), A Sister to Scheherazade (1987) and So Vast the Prison (1994) are the three first novels of a tetralogy, still in progress, by the Algerian writer Assia Djebar. They fall within a second cycle of works, fascinating as much for their narrative architecture and stylistic invention as for the singular place they accord to bodies habitually relegated to the background because they are female. A Deep Learning Framework for Recognizing Both Static and Dynamic Gestures
Intuitive user interfaces are indispensable to interact with the human centric smart environments. In this paper, we propose a unified framework that recognizes both static and dynamic gestures, using simple RGB vision (without depth sensing). This feature makes it suitable for inexpensive human-robot interaction in social or industrial settings. We employ a pose-driven spatial attention strategy, which guides our proposed Static and Dynamic gestures Network—StaDNet. From the image of the human upper body, we estimate his/her depth, along with the region-of-interest around his/her hands. The Convolutional Neural Network (CNN) in StaDNet is fine-tuned on a background-substituted hand gestures dataset. It is utilized to detect 10 static gestures for each hand as well as to obtain the hand image-embeddings. These are subsequently fused with the augmented pose vector and then passed to the stacked Long Short-Term Memory blocks. Thus, human-centred frame-wise information from the augmented pose vector and from the left/right hands image-embeddings are aggregated in time to predict the dynamic gestures of the performing person. In a number of experiments, we show that the proposed approach surpasses the state-of-the-art results on the large-scale Chalearn 2016 dataset. Moreover, we transfer the knowledge learned through the proposed methodology to the Praxis gestures dataset, and the obtained results also outscore the state-of-the-art on this dataset.Learning & Autonomous Contro
Genetic Fuzzy Prediction of Mass Perception in Non-Functional 3D Shapes
When designers create new forms they integrate both quantitative objective elements and qualitative subjective elements. However, users will generally react to these forms without knowing the intended Kansei integrated into them by the designer. Human beings are doted with a complex brain structure and it is argued that human attributes originate from three different levels of the brain: the visceral level; the behavioral level and the reflective level. This paper focuses upon the visceral level of reaction by automatically building a link between geometric properties of non-functional 3D shapes and their perception by observers. The link between geometry and human perception is created using a genetic learning algorithm combined with a fuzzy logic decision support system. Human evaluations of the non-functional 3D shapes against two contrary perception adjectives (massive versus lightweight) are used as the learning data set. The non-functional 3D shapes were designed by engineering design students from the Technical University of Denmark who were asked to design non-functional 3D shapes evoking either the adjective massive or light. Eight fuzzy models were developed: three (3) models constructed manually by the author and five (5) genetically generated. The fuzzy models were constructed using different sets of inputs of quantitative geometric properties. Combination of the different inputs resulted in different sets of fuzzy rules that can eventually be used as design guidelines for designers. The results obtained and presented in this paper are very promising. Correlations as high as 99% between fuzzy and human perception were obtained along with errors as low as 0.14 on a scale ranging from -3 to 3
A Theoretical Approach to Netsourcing Research
NetSourcing has recently gained some importance in the IS literature. However, although the customer side of Netsourcing has drawn a lot of interest, its supply-side remains under-researched. One of the challenges faced by Netsourcing vendors is the difficulty in sourcing the components of the infrastructure on which they rely. This paper proposes to investigate the sourcing strategies used by Netsourcing vendors in order to access the different infrastructural components. The paper uses Transaction Cost Economics (TCE) and the Resource-based View (RBV) to predict in order to predict the possible sourcing modes for each component. However, when trying to validate these using a series of cases studies, the outcome was that an important part of the predictions were not verified. The author concluded that although TCE and RBV are important theories for IS research, their combination has the potential to yield even stronger results

L1 Adaptive Augmentation of an Incremental Nonlinear Dynamic Inversion Autopilot for Dual-Spin Guided Projectiles
This article covers the design of an L1-adaptive Incremental Nonlinear Dynamic Inversion (INDI) autopilot applied to the control of the ballistic trajectory of a 155mm dual-spin projectile supplied with a roll-decoupled course-correction fuze. Associated with a Zero Effort Miss guidance law, the discrete-time INDI baseline successfully controls the lateral load factors of the projectile, resulting in a ballistic dispersion reduced to metric precision. However, aerodynamic data for dual-spin projectiles are often not very accurate because they rely on simplified CFD simulation and time-consuming wind tunnel tests aren’t always possible. Therefore significant parametric uncertainties are present in the model. Even if INDI is a sensor-based control technique, this approach is still sensitive to model mismatch. For this reason, L1-adaptive control theory was used to compensate for the degraded inversion of the INDI autopilot under the presence of parametric uncertainties. Nonlinear simulation results show the interest of an L1-adaptive augmentation of an INDI autopilot where the performance of the autopilot is guaranteed under a large range of time-varying matched uncertaintie
Le défi des Fonds littéraires contemporains : pour une “poétique de l’archive”
La gestion des archives littéraires diffère sensiblement selon le lieu. Université, bibliothèque ou musée ont chacun leur spécificité à l’égard du traitement des données : exploitation scientifique ou valorisation bibliophilique et patrimoniale. Les institutions doivent proposer des procédés de conservation (normes, traitement, veille technologique…) adaptés aux créations littéraires, et entre autres gérer la mixité médiologique caractéristique des corpus contemporains. Il faut considérer l’importance des options prises du vivant de l’auteur, qui construit une représentation de soi par l’archive : ce qu’il lègue ou non, ou sous condition, l’effacement de certaines correspondances, l’ordre des brouillons, etc. contribue à forger une image auctoriale qui infléchit, pour une part, l’appréhension de son œuvre. Cette « poétique de l’archive », qui constitue une tentative de contrôle par l’écrivain de son image post mortem, peut être comprise comme une forme d’autobiographie par l’archive.The administration of literary archives differs according to the location. A University, a library and a museum each have a specific treatment of data: scientific exploitation, bibliophilic or patrimonial valorisation. The institutions have to offer conservation modes (norms, handling, technology…) adapted to literary creations, and to manage the mixture of media that characterizes contemporary creation. It is necessary to acknowledge the importance of the decisions of the author, who builds up an image of himself by managing his manuscripts: what he decides to give or not, or under conditions, the hiding of some letters, the order of drafts… contribute to draw a portrait of the author that influences the interpretation of his published work. This “poetics of archives”, that shows an attempt to control the post mortem image of the writer, may be understood as a kind of autobiography by means of archives

Highlights the lack of open and accessible data on the performance of key public services. If the political and social impacts of open data are to be realised, work to increase the supply of datasets from right across government will be needed, alongside sustained investment in capacity building, training and support for effective data use.
Introduction
The core idea behind Open Government Data (OGD) is a simple one: public data should be a shared resource. Making data open is valuable not only for the government departments that collect and release the data, but also for citizens, entrepreneurs and other parts of the public sector.
The implementation of OGD takes dedicated and sustained policy attention. Affecting widespread impact through the release of OGD relies not only upon the supply of high-quality data, but also upon the capacity of users to work with the data, and the ability of government to engage proactively with those users.
In our complex world, access to OGD has the power to secure enhanced government accountability, empower coordinated action to improve public services and civil society, and inspire new business ideas. Yet far too often, access to data, along with the skills to understand and make use of it, are distributed unequally, and would-be users frequently encounter unnecessary technical and legal restrictions that prevent data re-use. Calls for a “Data Revolution” — led by the United Nations — have placed renewed attention on ensuring the collection and management of high-quality data around the world through strengthened statistical capacity, and are driving a focus on the use of new “big data” resources in policy making. Against this backdrop, questions concerning who has access to data, and whether citizens have the capability and freedoms to create, access, and analyse data about their own communities and concerns, become ever more important for securing a fair balance of power in our societies
