    RoMEO Studies 4: An analysis of Journal publishers' Copyright Agreements

    This article is the fourth in a series of six emanating from the UK JISC-funded RoMEO Project (Rights Metadata for Open archiving). It describes an analysis of 80 scholarly journal publishers’ copyright agreements with a particular view to their effect on author self-archiving. 90% of agreements asked for copyright transfer and 69% asked for it prior to refereeing the paper. 75% asked authors to warrant that their work had not been previously published although only two explicitly stated that they viewed self-archiving as prior publication. 28.5% of agreements provided authors with no usage rights over their own paper. Although 42.5% allowed self-archiving in some format, there was no consensus on the conditions under which self-archiving could take place.     Building Quality Assurance into Metadata Creation: an Analysis based on the Learning Objects and e-Prints Communities of Practice

    This paper challenges some of the assumptions underlying the metadata creation process in the context of two communities of practice, based around learning object repositories and open e-Print archives. The importance of quality assurance for metadata creation is discussed and evidence from the literature, from the practical experiences of repositories and archives, and from related research and practices within other communities is presented. Issues for debate and further investigation are identified, formulated as a series of key research questions. Although there is much work to be done in the area of quality assurance for metadata creation, this paper represents an important first step towards a fuller understanding of the subject.

    RoMEO Studies 5: IPR issues for OAI Data and Service Providers

    This paper is the fifth in a series of studies emanating from the UK JISC-funded RoMEO Project (Rights Metadata for Open-archiving). It reports the results of two surveys of OAI Data Providers (DPs) and Service Providers (SPs) with regards to the rights issues they face. It finds that very few DPs have rights agreements with depositing authors and that there is no standard approach to the creation of rights metadata. The paper considers the rights protection afforded individual and collections of metadata records under UK Law and contrasts this with DP and SP’s views on the rights status of metadata and how they wish to protect it.     Open access self-archiving: An author study

    This, our second author international, cross-disciplinary study on open access had 1296 respondents. Its focus was on self-archiving. Almost half (49%) of the respondent population have self-archived at least one article during the last three years. Use of institutional repositories for this purpose has doubled and usage has increased by almost 60% for subject-based repositories. Self-archiving activity is greatest amongst those who publish the largest number of papers. There is still a substantial proportion of authors unaware of the possibility of providing open access to their work by self-archiving. Of the authors who have not yet self-archived any articles, 71% remain unaware of the option. With 49% of the author population having self-archived in some way, this means that 36% of the total author population (71% of the remaining 51%), has not yet been appraised of this way of providing open access. Authors have frequently expressed reluctance to self-archive because of the perceived time required and possible technical difficulties in carrying out this activity, yet findings here show that only 20% of authors found some degree of difficulty with the first act of depositing an article in a repository, and that this dropped to 9% for subsequent deposits. Another author worry is about infringing agreed copyright agreements with publishers, yet only 10% of authors currently know of the SHERPA/RoMEO list of publisher permissions policies with respect to self-archiving, where clear guidance as to what a publisher permits is provided. Where it is not known if permission is required, however, authors are not seeking it and are self-archiving without it. Communicating their results to peers remains the primary reason for scholars publishing their work; in other words, researchers publish to have an impact on their field. The vast majority of authors (81%) would willingly comply with a mandate from their employer or research funder to deposit copies of their articles in an institutional or subject-based repository.     Self-archiving practice and the influence of publisher policies in the social sciences

    Authors in different disciplines exhibit very different behaviours on the so-called ‘green’ road to open access, i.e. self-archiving. This study looks at the self-archiving behaviour of authors publishing in leading journals in six social science disciplines. It tests the hypothesis that authors are self-archiving according to the norms of their respective disciplines rather than following self-archiving policies of publishers, and that, as a result, they are self-archiving significant numbers of publisher PDF versions. It finds significant levels of self-archiving, as well as significant self-archiving of the publisher PDF version, in all the disciplines investigated. Publishers’ self-archiving policies have no influence on author self-archiving practice

    ISC/OSI Journal Authors Survey Report

    On behalf of the Joint Information Systems Committee (JISC) and the Open Society Institute (OSI) a survey of journal authors has been carried out by Key Perspectives Ltd. The terms of reference were to poll a cohort of authors who had published on an open access basis and another cohort of authors who had published their work in conventional journals without making the article available on open access. The survey’s aims were to investigate the authors’ awareness of new open access possibilities, the ease of identification of and submission to open access outlets, their experiences of publishing their work in this way, their concerns about any implications open access publishing may have upon their careers, and the reasons why (or not) they chose to publish through an open access outlet

    Journals and repositories: an evolving relationship?

    It is now widely accepted that there are two routes to open access (OA): OA repositories and OA journals. It is often assumed these are distinct alternative parallel tracks. However, it has recently become clear that there is potential for repositories and journals to interact with each other on an ongoing basis and between them to form a coherent OA scholarly communication system. This paper puts forward three possible models of interaction between repositories and journals; services such as arXiv and PubMed Central, and the work carried out by the RIOJA project, are working exemplars and pilot implementations of these models. The key issues associated with the widespread adoption of these models include repository infrastructure development; changing ideas of the ‘journal’, ‘article’, and ‘publication’; version management; quality assurance; business and funding models; developing value-added features; content preservation; policy frameworks; and changing roles and cultures within the research community

    “Open” initiatives in higher education. Developing a coherent strategy

    “Open” approaches have the potential to enhance research, learning, and global knowledge sharing, and contribute to social justice. The open movement in higher education now extends beyond open access to content through a vision of transparent collaborative processes. We use an inclusive definition of Open, considering activity alongside content, and also incorporating infrastructures. We propose a high-level typology and model of Open to inform policy design and strategy delivery. Our preliminary work (2014) categorizes 12 domains of open as 3 broad types, elaborated in a relational model depicting interactions and reciprocal influences in an evolving open culture and worldview. Our emerging findings reveal important commonalities in the theoretical bases and practical benefits of the multiple open domains, supporting the case for promoting a unified policy agenda. Some guides exist for atomistic policies, but few studies have explored what a coherent holistic open strategy might look like for higher education institutions. Our goal is to fill this gap with a multi-country survey and policy analysis

    Authors and open access publishing

    Surveys were carried out to learn more about authors and open access publishing. Awareness of open access journals among those who had not published in them was quite high; awareness of "self-archiving" wasless. For open access journal authors the most important reason for publishing in that way was the principle of free access; their main concerns were grants and impact. Authors who had not published in an open access journal attributed that to unfamiliarity with such journals.
