Leadership without authority: Iain Duncan Smith as leader of the Conservative Party
This chapter analyses the tenure of Iain Duncan Smith as leader of the Conservative Party in opposition between September 2001 and October 2003. It argues that his leadership was fatally undermined by a lack of authority within his own party. This problem was derived in part from the manner of his election, during which he received the explicit endorsement of less than a third of his parliamentary colleagues, but flowed more fundamentally from his limitations as a political leader.
Duncan Smith’s leadership weaknesses are considered in relation to three main themes. Firstly, he was an ineffectual public communicator. As leader of the opposition he had three main audiences to address: the Parliamentary Conservative Party (PCP), the wider party (i.e. the membership), and the electorate. In each case he failed to connect successfully, making little impact with the general public and losing the confidence of his parliamentary colleagues and, eventually, the party members whose votes had installed him as leader. Secondly, his leadership was plagued with party management problems, and as the chapter explores, many of these were self-inflicted and eminently avoidable. Thirdly, the chapter suggest that Duncan Smith’s personality was ill-suited to the role of leader of the opposition, as his handling of moments of crisis demonstrates the difficulties he experienced coping with the pressures of leadership
New Models for Data Envelopment Analysis. Measuring Efficiency Outwith the VRS Frontier
Some models are presented in this paper which extend the concept of measuring superefficiency to the useful case of variable returns-to-scales (VRS), thus enabling the ranking of efficient as well as inefficient units. Two models, namely the Universal Radial Model and the Universal Additive Model, are presented that also have strong invariance properties (units and translation invariance). For both of these models a method for normalising the efficiency scores on a (0-1+) scale is presented. These models have been implemented in a software package and applied to the ranking of units in an industrial context.Data envelopment analysis (DEA), Superefficiency, Universal models

EPISTEMOLOGI AYAT MUTASHĀBIHĀT: Analisis Kaidah Nafiy pada Surah Āli ‘Imrān Ayat 7
This study aims to analyze the mutashābihāt verse in surah Āli ‘Imrān verse 7 through the perspective of Nafiy (negation) rules in order to understand its epistemological implications. Mutashābihāt verses, which contain implied meanings and multi-interpretations, often result in challenges to the interpretation of the holy verses of the Qur'ān. In Surah Āli ‘Imrān verse 7, Allah Swt. confirms the existence of clear verses (muḥkamāt) and vague verses (mutashābihāt), and states that Allah is the only one who knows the true meaning of the mutashābihāt verses. Using the rule of Nafiy, this study seeks to describe how the rejection or negation of certain meanings helps in understanding and interpreting mutashābihāt verses. This approach also examines how the method affects the formation of knowledge and understanding in the context of Islamic scholarship. The analysis shows that the Nafiy rule plays a significant role in maintaining the integrity and consistency of interpretation, as well as in guiding Muslims towards a deeper and more accurate understanding of divine revelation. The author hopes that this research can make a meaningful contribution to the study of Qur'anic interpretation and Islamic epistemology.
Measles cluster at a university in the United Kingdom
BACKGROUND: Measles remains an infection of public health importance. We describe a cluster of measles in a university setting between April and May 2007.CASE PRESENTATION: The outbreak took place over a period of six weeks and involved nine students, eight of whom lived in halls of residence. Due to the potential for significant spread in an institutional setting, a public health investigation was initiated to identify the source of the outbreak. Follow up of cases was undertaken proactively with the university and local general practitioners. Salivary fluid test kits and questionnaires were sent to suspected cases. Seven salivary test kits were returned, but only one questionnaire was returned. Four cases were confirmed as measles. Although seven students had been previously immunised, immunity was only demonstrated in three.CONCLUSIONS: Public health investigations were hampered by the poor return rate of questionnaire and oral fluid sampling kits despite proactive follow up by public health staff, as well as the break for summer vacation. Nevertheless, our report highlights the public health effort in investigating such outbreaks and the importance of reinforcing immunisation to college and university students.</p
Mobile-Based E-Sociometry Application Development at the Counseling Guidance Laboratories of the State Islamic Institute (IAIN) Bukittinggi
Sociometry is something that can be used in studying the structure of social relations among a group of individuals on the basis of research on social relations and social status of each member of the group concerned. It is done manually using the distribution of questionnaires, Ms.Excel, which is still combined with Ms.Acces, which is not online yet , so that it can only be distributed in labor, and the next problem is that the application that uses Ms.Excel cannot yet display sociometric reports graphically. The research method that the author uses is the R&D Research & Development method with a waterfall SDLC (System Development Life Cycle) system development model consisting of the Communication.Planning.Modeling stages. Construction.Deployment. For the product test that the author did, the results obtained: the validity test by the validator obtained a value of 0.85 with valid criteria, the practicality test by the practitioner obtained a value of 0.83 with the Very Practical criteria, and the effectiveness test by the effectivator obtained a value of 0.75 with the Very Effective criteria
