NRRP—Italy’s Strategic Reform and Investment Programme: Sustaining an Ecological Transition
In Chapter 4, G. Barbieri, F. Cerniglia, G. F. Gori, and P. Lattarulo provide a general overview of the Italian National Recovery and Resilience Plan (NRRP) with a focus on the investment needs to ensure an ecological transition. The NRRP contains six missions, of which Mission 2 is specifically dedicated to the ecological transition (approximately 59.5 billion euros); however further resources for the transition are also available in other Missions under climate objectives. In total, the available resources are around 71.7 billion euros. This means that out of the total funding allocated to the NRRP (191 billion euros), 37.5% is dedicated to green investment, which is slightly above the minimum threshold set by the EU. In absolute terms, because of the size of the Italian NRRP, this is by far the most significant investment out of all the EU countries. The NRRP is a huge gamble for the future of Italy due to the sheer number of resources involved, the deep structural lags that must be overcome, and the major political consensus needed on the overall objectives and/or missions

Italy’s Public Investments The NRRP and Beyond
This chapter provides the country report on Italy with an analysis of the role the Italian National Recovery and Resilience Plan in boosting public investment up to and beyond 2026. Italy’s NRRP has more than 235 billion euros available for investments and reforms, making it one of the most remarkable modernization initiatives in the last seventy years. The impact of the NRRP is assessed and specific implementation challenges are highlighted, some of which have been caused by factors such as fragmented governance, a lack of effective monitoring, and compliance issues. Overcoming these difficulties is crucial for continuing to receive disbursements from the Commission. The effectiveness of its governance is examined. An open question is how to ensure a positive capital-spending trajectory in Italy (especially after 2026) in compliance with the new rules set out in the Stability and Growth Pact
Italy, NRRP and Industrial Policy
This chapter assesses the National Recovery and Resilience Plan (NRRP) as
an industrial policy tool within the Next Generation EU framework, despite
limited explicit reference to an industrial strategy. The NRRP emerges during a
unique moment for the European Union (EU), characterized by the suspension
of the Stability and Growth Pact and the relaxation of state aid restrictions,
which have collectively expanded public intervention opportunities. This marks
a significant shift from the post-1990s ideological emphasis on competition over
state involvement, particularly in Italy, where reductions in capital expenditure
since 2009 have constrained public infrastructure and private investment. This
chapter delves into the current landscape highlighting the potential for a more
effective approach to industrial strategy using public investment. By focusing
on “Mission 1” (Competitiveness) and “Mission 4” (Education and Research),
the chapter aims to elucidate the NRRP’s industrial policy direction including
reinforcing the special economic zones (SEZs) established in 2017

A case study on the evaluation of friction stir welds by ultrasonic inspection technique
Friction stir welding (FSW) is an innovative process that has been successfully used in joining aluminum alloys,
normally difficult to weld. Important advantages over fusion welding are better retention of baseline material
properties, lower residual stresses and excellent mechanical properties. Defects that occur in FSW joints are due
to improper tooling or setup. Non-destructive techniques used to inspect FSW joints are X-rays, eddy current,
conventional ultrasonic testing and dye penetrant proper only for surface breaking defects. Currently there is no
non-destructive technique that can guarantee absence of flaws in friction welds during manufacturing. In this
work, non-destructive remote testing of friction welds, based on laser ultrasonic technique, was investigated to
detect and quantify defects in the joint. The laser ultrasonic system generates ultrasonic acoustic waves by
thermal expansion and detects the surface vibration by an interferometric receiver. Several specific FSW samples
were inspected; some, manufactured with optimum parameters, used as calibration samples, and others,
manufactured with modified settings, with defects. The results of the tests conducted on the FSW samples show
that the system is able to detect the defect. A quantitative analysis of the defects was extrapolated from the
ultrasonic signals acquired across the weld. Since the defect evaluation can be done in-line, during the friction
weld manufacturing process, the laser ultrasonic technique plays an important role in containing the FSW
production cost
