    Öğretmen, yazar, çevirmen, siyasetçi olan Adnan Cemgil, 20. Yüzyılı neredeyse başından sonuna kadar yaşamış ve Türkiye Cumhuriyeti'nin yaşadığı pek çok tarihsel olaya tanıklık etmiştir. 1909 yılında İstanbul'un Fatih ilçesinin Zeyrek semtinde dünyaya gelmiştir. İlk ve orta öğrenimini Kadıköy İlkokulu ve Kadıköy Ortaokulunda tamamlayan Cemgil, lise eğitimini ise Kabataş Lisesi'nde tamamlamıştır. 1932 yılında Darülfünun'da Felsefe Bölümünde lisans eğitimine başlamış, 1933 yılında üniversite reformuna tanıklık etmiştir. Öyle ki Darülfünun'da başladığı üniversite eğitimini 1935 yılında İstanbul Üniversitesi'nde tamamlamıştır. 29 Mart 1939 tarihinde Ankara Erkek Sanat Okulu'na tayin edilmiş, Ankara Musiki Öğretmen Okulu ve Ankara Atatürk Lisesi gibi okullarda meslekten istifa ettiği 21 Şubat 1947 tarihine kadar öğretmenlik mesleğini sürdürmüştür. İlk yazıları üniversite yıllarında içerisinde yer aldığı Milli Türk Talebe Birliği'nin çıkardığı "Birlik" dergisinde yayınlanmıştır. Üniversite sonrasında eski hocası İsmail Hakkı Baltacıoğlu'nun çıkardığı "Yeni Adam" dergisinde de bir süre yazan Cemgil, 1941 yılında Dil ve Tarih Coğrafya Fakültesi'nde öğretim üyesi olan Pertev Naili Boratav, Behice Boran, Niyazi Berkes ve Mediha Berkes ile "Yurt ve Dünya" dergisini çıkarmıştır. 21. sayıdan itibaren derginin Neşriyat Müdürlüğü'nü yapan Cemgil'in yazılarında Irkçılık ve Faşizm karşıtlığı, pozitivizm, halkçılık, inkılâpçılık, demokrasi gibi düşünceler ön plana çıkmaktadır. Dergi; savaş yıllarında siyasi tartışmaların şekillenmesinde etkili olduğu kadar sosyolojik araştırmalar, edebiyat incelemeleri, güncel bilimsel konular hakkındaki yazıları ile de kültür hayatına katkısı olmuştur. Ülkedeki siyasi gerilimin artması ve basın üzerindeki denetimin artması sonucu Yurt ve Dünya dergisi yayın hayatına son vermiştir. İkinci Dünya Savaşı sonrası Türkiye'nin çok partili hayata geçtiği yıllarda Adnan Cemgil, demokratik bir düzenin kurulabilmesi için çaba göstermiştir. Cumhuriyet Halk Partisi'ne muhalif olan ve farklı eğilime sahip isimlerin bir araya geldiği "Görüşler" dergisinin yazar kadrosunda yer almış, ancak bu derginin ömrü çok kısa olmuştur. Kalıcı barışın sağlanması için dünya çapında gelişen barış hareketinden etkilenmiş ve Temmuz 1950'de Türk Barışseverler Cemiyeti'nin kurucuları arasında yer almış ve Genel Sekreterliğini yapmıştır. Cemiyetin kurulmasından çok kısa bir süre sonra Demokrat Parti hükümeti Kore Savaşı'na asker gönderme kararı almıştır. Bu karara tepki gösteren cemiyet üyeleri; Türkiye Büyük Millet Meclisi'ne telgraf çekmiş, kararı protesto eden bir bildiri yayınlayıp halka dağıtmışlardır. Hükümetin bu karara tepkisi sert olmuş, Adnan Cemgil ve diğer cemiyet üyeleri tutuklanmışlardır. 27 Mayıs 1960'ta gerçekleşen askeri müdahale sonrası yeni bir anayasa ilan edilmiş, bu anayasada siyasi özgürlükler, ifade özgürlüğü, kişi hak ve özgürlükleri, sendikal haklar gibi konular oldukça geniş bir şekilde yer almıştır. Yeni anayasanın getirdiği demokratik ortamda daha önce engellenen sosyalist parti, yayın ve derneklerin faaliyetlerine de olanak tanınmıştır. Türkiye İşçi Partisi, bu olanaktan yararlanılarak 13 Şubat 1961 tarihinde sendikacılar tarafından kurulmuştur. Sendikacıların kurdukları partiye bir sene sonra aydınlar da katılmış ve Genel Başkanlığa Mehmet Ali Aybar seçilmiştir. Adnan Cemgil, bu dönemde eşi Nazife Cemgil ile Türkiye İşçi Partisi'ne katılmış ve partinin önemli kademelerinde yer almıştır. Bir dönem partinin genel yönetim kurulunda bulunmuş; 1965 genel seçimlerinde Bursa milletvekili adayı, 1968 senato seçimlerinde Zonguldak'tan senatör adayı olsa da seçilememiştir. Türkiye İşçi Partisi, 1965 seçimlerinde 15 milletvekili ile temsil hakkı kazanma başarısını elde etmiş ancak sonraki süreçte yaşanan gelişmeler partiyi zor durumda bırakmıştır. Milli bakiye sistemi kaldırılması, parti içi görüş ayrılıklarının meydana gelmesi, partinin öğrencilerin ve sendikacıların desteğini yitirmesi gibi gelişmeler sonucu Türkiye İşçi Partisi istediği başarıyı elde edememiş, 12 Mart muhtırası ile kapatılmıştır. Partinin kapatılması ile Adnan Cemgil de politika ile bağlarını koparmıştır. Tercüme Bürosu kapsamında çeviriler yapan Adnan Cemgil, İnönü Ansiklopedisinde redaktörlük yaparak Türk kültür hayatına katkıda bulunmuştur. Hayatının önemli bir bölümünü çeviri yaparak geçiren Cemgil'in tamamı Fransızcadan olmak üzere Edebiyat, Tarih, Felsefe ve pek çok alanda 40'ı aşkın çevirisi bulunmaktadır. As a teacher, author, translator and politician, Adnan Cemgil, has almost lived the entire 20th century and witnessed many events in the history of Republic of Turkey. He was born in 1909 in the neighborhood of Zeyrek in Fatih, Istanbul. Cemgil completed his primary and secondary education in Kadıköy Primary School and in Kadıköy Secondary School and then he completed Kabataş Highschool. He began studying in Darülfünun (university) in Philosophy in 1932 and he witnessed the university reform in 1933. His university education began in Darülfünun was ended in Istanbul University in 1935. He was appointed to the Ankara Men's Art School on March 29, 1939, and he continued his career until March 29, 1393when he resigned from Ankara Music Teaching School and Ankara Atatürk Highschool. His earliest articles were published in the journal of "Birlik" issued by National Turkish Students Unity (Milli Türk Talebe Birliği) which he took part during his undergraduate study. Having written in the journal "Yeni Adam" published by his former teacher İsmail Hakkı Baltacıoğlu, Cemgil started publishing the journal "Yurt ve Dünya" with Pertev Naili Boratav, Behice Boran, Niyazi Berkes and Mediha Berkes, academicians at the faculty of languages, history and geography. In the articles of Cemgil, who worked as the publication director of the journal as of the 21st issue, the opinions such as anti-racism and anti-fascism, positivism, populism, reformism, and democracy come to the forefront. During the war years, the journal contributed to the cultural life with the articles written on sociological studies, literature reviews, and current scientific issues, as well as having an impact on political debates. With the escalating political tension in the country and the increase in control over the press, the journal 'Yurt ve Dünya' ceased to be published. After the Second World War, during the multi-party period of the Republic of Turkey, Adnan Cemgil made an effort to establish a democratic order. He served as a member of the author staff of the journal "Görüşler" (Opinions), where people opposing the Republican People's Party and having different tendencies. However, the publication of the journal was quite short. Cemgil has been influenced by worldwide peace movements in terms of providing a permanent peace and he was among the founders of Turkish Peaceful Community on June 1950 and served as General Secretariat of this Association. Not long after the establishment of the community, Democrat Party Government has decided to send troops to Korean War. The Community members reacting this decision, drafted a telegram to the Turkish Grand National Assembly and distributed leaflets protesting the decision to the public. The government showed serious reaction against their action and Adnan Cemgil and other community members were arrested. After the military intervention on March 27, 1960, a new constitution was declared and issues such as political freedoms, individual rights and freedoms, trade union rights were included comprehensively in this new constitution. In this democratic environment provided by the new constitution, the activities of Socialist Party, publications and associations which were previously prevented were also allowed to be carried out. Taking the advantage of such an opportunity, The Labor Party of Turkey was founded by trade unionists on February 13, 1961. The intelligentsia joined the party founded by trade unionists after a year and Mehmet Ali Aybar was elected as the party leader. Adnan Cemgil joined the Turkish Labor Party with his wife Nazife Cemgil at that time and he took part in key positions of the party. He became a member of the Board of Directors of the party for a while as well. Even though he was nominated as a member of the parliament from Bursa in the 1965 general elections, and as senatorial candidate from Zonguldak in 1968, he could not be elected. Labor Party of Turkey has succeeded by gaining right of representation with 15 deputies in the 1965 elections. However, the following developments experienced put the party in a difficult situation. As the result of abolition of National Balance System, disagreements within the party and the loss of the support of students and trade unionists, the Labor Party of Turkey could not be successful, and it was dissolved on with the memorandum issued on March 12th. As a result of the dissolution of the party, Adnan Cemgil also disassociated with politics. Adnan Cemgil, who performed translations for translation companies contributed to the Turkish cultural life by working as an editor for the İnönü Encyclopedia as well. Having spent most of his life by translation, Cemgil has more than 40 translations in Literature, History, Philosophy, and many other fields

    A generative model for music transcription

    In this paper, we present a graphical model for polyphonic music transcription. Our model, formulated as a dynamical Bayesian network, embodies a transparent and computationally tractable approach to this acoustic analysis problem. An advantage of our approach is that it places emphasis on explicitly modeling the sound generation procedure. It provides a clear framework in which both high level (cognitive) prior information on music structure can be coupled with low level (acoustic physical) information in a principled manner to perform the analysis. The model is a special case of the, generally intractable, switching Kalman filter model. Where possible, we derive, exact polynomial time inference procedures, and otherwise efficient approximations. We argue that our generative model based approach is computationally feasible for many music applications and is readily extensible to more general auditory scene analysis scenarios. © 2006 IEEE

    Variations on the Author

    “Variations on the Author” discusses two of Eduardo Coutinho’s recent films (Um Dia na Vida, from 2010, and Últimas Conversas, posthumously released in 2015) and their contribution to the general question of documentary authorship. The director’s filmography is characterized by a consistent yet self-effacing form of authorial self-inscription: Coutinho often features as an interviewer that rather than express opinions propels discourses; an interviewer that is good at listening. This mode of self-inscription characterizes him as an author who is not expressive but who is nonetheless markedly present on the screen. In Um Dia na Vida, however, Coutinho is completely absent form the image, while Últimas Conversas, on the contrary, includes a confessional prologue that moves the director from the margins to the center of his films. This article examines the ways in which these works stand out in the filmography of a director who offers new insights into the notion of cinematic authorship
