    A Measure of Core Inflation in the UK

    We develop a measure of core inflation in the UK over the period January1987 - December 1998, following the work of Bryan and Cecchetti (1996),Bryan, Cecchetti and Wiggins (1997) and Roger (1997). Disaggregation is into85 price categories. Given the high kurtosis of the price change distribution over this period, a trimmed mean is a more robust estimator of core inflation than other published measures such as the RPIX widely used in the UK, in particular by the Bank of England when targeting inflation. We discuss the relative advantages of our measure of core inflation, with emphasis on the determination of an optimal trimming point and on the analysis of the products whose price changes are excluded from our measure in each time period. The resulting measure appears well behaved, but differs noticeably from a number of published measures.

    The ECJ’s Approach to Dual Preliminarity 5 Years after the ITCC’s Judgment no 269/2017

    This article examines the European Court of Justice (ECJ)’s perspective on dual preliminarity (doppia pregiudizialità) five years after the notorious obiter dictum of the Italian Constitutional Court (ItCC) in its judgment No. 269/2017. More precisely, the article aims at unravelling the essential requirements that any such “triangular” relation (between ordinary national courts, national Constitutional Courts, and the Kirchberg Court) shall satisfy to comply with European Union (EU) law. This analysis builds both on the “classics” and on the recent cases involving (blatant or disguised) restrictions on Hungarian and Romanian judges to refer to the ECJ or apply EU law. Against this backdrop, the compatibility of the current configuration of dual preliminarity in Italy with EU law will be assessed. Although a specific assessment in this regard has not been carried out by the ECJ (yet?), we contend that the refinements and adjustments in the more recent ItCC’s case-law have remedied the main issues envisaged in the obiter dictum. Therefore, the current configuration seems to pose no serious threats to the EU systemic principles involved nor to EU law’s uniformity, coherence, and effectiveness. Indeed, provided that national judges continue to enjoy the actual power to refer freely to the ECJ and immediately set aside national law provisions incompatible with EU law rules, the ECJ has adopted a “secularist” approach and respects the Member States’ constitutional models. This article also argues that the early-stage involvement of ItCC’s (“first word”) in the dialogue with the ECJ may well serve the interests of a composite and pluralist system of fundamental rights protection in the EU. We will offer as an example the recent case on the Italian rules on childbirth and maternity allowances, which marks a step down the path of a “cooperative” dialogue between the two courts and shows the potentialities (and the little drawbacks) of such an early involvement

    발레 역사상 위대한 인물 중의 한사람인 Enrico Cecchetti는 많은 무용수를 배출한 가문에서 태어났다. 젊은 시절에 그는 The Academy of Dancing에 입학하여 Giovanni Lepri의 엄격한 훈련아래서 무용수로서의 자질을 개발시켜 나갔으며, 末年에는 무언배우와 지도자로서 活動하면서 20세기의 위대한 舞踊手들을 양성했다. 1980年 St. Petersburg에서 Imperial Theater의 ballet-master로 임명되면서 부터 그는 제 1무용수에서 교사로 전환하는 계기가 되었고, 그 후 교사로 활동하면서 Blasis의 밀라노 學校制度를 기초로 한 자신의 교수법인 Cecchetti Method를 발전시켰다. 理論的인것과 실제적인 원리원칙에 완전히 기초를 둔 이 Method속에서 Cecchetti는 학생들에게 움직임 하나하나에 대한 原則들을 모방하기보다 이해하도록 가르쳤고, 動作과 感情이 일치된 생동감 있는 舞踊만이 完全한 무용이 될 수 있다고 주장하였다. 그는 또한 많은 舞踊動作과 step, 정확한 Program^(1) 등을 고안해 냄으로써 무용수들에게 명확한 規則과 이론을 갖추게 하였고, 최초로 舞臺에 方向설정을 함으로써 무용수들이 공간 感知를 할 수 있도록 하는데 크게 寄與하였으며, Classic Ballet의 다양한 技法들을 체계화 시켰다. 러시아와 더불어 발레의 歷史를 형성한 최상급의 무용수인 Anna Pavloval Tamars Karsavina, Niclolas Legat, Michel Fokin, Vaslav Nijinsky, L.F. Massine, Ninette de Valois, Serge Lifar등이 그의 가르침을 받은 제자들이다. Cecchetti를 통한 이탈리아식 교육방식은 오늘날 러시아무용을 높은 水準에 이르게 했으며, Diaghilev의 Ballet Russe에서 교사로서 눈부신 공적을 남긴 그는 많은 위대한 무용수들을 輩出하여 20세기 新古典主義의 발레로 向하는 과도기에 핵심적인 역할을 했다. 本 論文에서는 교사들의 개인적인 特異性이나 스타일에 따라 전승되거나 무대에서 公演되는 19세기 Ballet에 반발함으로써 명백한 기준을 세워 純粹발레를 습득하도록 한 Cecchetti Method를 硏究대상으로 삼아, 오늘날 그가 Classic Ballet에 미친 影響을 考察하는데 그 중점을 두려한다.;Enrico Cecchetti, one of the greatest teachers, dancers, and mimes in the history of ballet, came from the family which had produced many celebrated dancers. He entered the Academy of Dancgng at the age of 13,and developed his gifts as a dancer under the strict instruction of Giovani Lepri, and soon, gained fame as a dancer. His Life as a master of Ballet began from 1890,when he was he was appointed as a ballet master of Imperial Theatre in st. Petersburg. His most important contributions to the ballet were results of his life as a teacher. As a teacher, he established his own teaching method which is called Cecchetti Method. This method was made up of systematic training and study of basic movements and theories of ballet, and came from his belief that true and vital dances can be performed only by harmony beteen movements and emotion. Because he wanted his pupils not so much to imitate as to understand movements, he deviced various and basic steps and movements, and taught them to his pupils according to the systematic program so as to make this understanding possible. He, also, organized various techniques of classic Ballet systematically, and by dividing stage into eight imaginary fixed points, he endowed dancers with perception of space. With the help of his teaching method, he also produced large number of first-late dancers who took a leading part in the history of ballet in twentieth century, especially in Russia. The most celebrated dancers among them are Anna Pavlova, Tamara Karsavina, Nicholas Legat, Michel Fokin, Vaslav Nijinsky, L.F. Massine, Ninette de Valois, Serge Lifar. Cecchetti resisted against 19c Ballet prevailing with individual techniques and styles, and asserted the performance of pure classic ballet under the distinct principles, and played a role as a bridge in a transitional period toward modem ballet.     Case Report: An Atypical Form of Familial Partial Lipodystrophy Type 2 Due to Mutation in the Rod Domain of Lamin A/C

    Purpose: Familial partial lipodystrophy type 2 (FPLD2) patients generally develop a wide variety of severe metabolic complications. However, they are not usually affected by primary cardiomyopathy and conduction system disturbances, although a few cases of FPLD2 and cardiomyopathy have been reported in the literature. These were all due to amino-terminal heterozygous lamin A/C mutations, which are considered as new forms of overlapping syndromes. Methods and Results: Here we report the identification of a female patient with FPLD2 due to a heterozygous missense variant c.604G>A in the exon 3 of the LMNA gene, leading to amino acid substitution (p.Glu202Lys) in the central alpha-helical rod domain of lamin A/C with a high propensity to form coiled-coil dimers. The patient’s cardiac evaluations that followed the genetic diagnosis revealed cardiac rhythm disturbances which were promptly treated pharmacologically. Conclusions: This report supports the idea that there are “atypical forms” of FPLD2 with cardiomyopathy, especially when a pathogenic variant affects the lamin A/C head or alpha-helical rod domain. It also highlights how increased understanding of the genotype-phenotype correlation could help clinicians to schedule personalized monitoring of the lipodystrophic patient, in order to prevent uncommon but possible devastating manifestations, including arrhythmias and sudden death

    Il contributo esamina la sentenza resa dalla Corte di giustizia dell’Unione europea nella causa C-715/20, K.L., con la quale il già articolato panorama di eccezioni al divieto di effetto diretto orizzontale delle direttive è stato ulteriormente ampliato e complicato. In particolare, la Grande Sezione ha esteso il c.d. “schema Mangold” a situazioni in cui non sussiste una corrispondenza “immediata” ed “essenziale” tra il diritto protetto dalla direttiva ed il diritto fondamentale in combinato disposto con il quale esso è invocato. Pur non negando i benefici in termini di effettività dei diritti conferiti ai lavoratori dall’ordinamento giuridico dell’Unione, verrà sostenuto che nessuna delle cinque brevi argomentazioni poste a fondamento di tale estensione appare condivisibile.This blog post examines the judgment of the Court of Justice of the European Union in Case C-715/20, K.L., which further extends and complicates the already articulated panorama of exceptions to the prohibition of horizontal direct effect of directives. In particular, the Grand Chamber extended the so-called “Mangold scheme” to situations where there is no “immediate” and “essential” correspondence between the right protected by the directive and the fundamental right in connection with which it is invoked. Without denying the benefits in terms of the effectiveness of the rights conferred on workers by the Union legal order, it is argued that none of the five brief arguments put forward in support of such an extension appear to be tenable
