IMPLEMENTATION OF THE E-PROCUREMENT SYSTEM IN THE PROCUREMENT PROCESS OF GOODS AND SERVICES AT PT PERTAMINA INTERNATIONAL SHIPPING (JAKARTA)
Technological developments have changed the way business is done in Indonesia, pushing companies to adapt quickly. Both digital and non-digital technologies play an important role in managing an increasingly connected and competitive business. In the logistics sector, especially in procurement, technology plays an important role in improving efficiency and transparency. The provision of resources through procurement is a key aspect of logistics management, which requires appropriate regulations and policies to ensure effective fulfillment of needs. This procurement process often involves bidding, both with local and international companies, to select qualified and suitable providers. However, the procurement process certainly has some problems such as the non-processing of a document. One of the state-owned companies that has implemented e-procurement is PT Pertamina International Shipping (PIS). This study aims to identify the application of the e-procurement system and inhibiting factors in the application of the e-procurement system in the process of procuring goods and services at PT Pertamina International Shipping (PIS). The research method used by the author is descriptive qualitative. The data used by the author is obtained through interviews with supporting data related to the problems that occur. The results of this study indicate that the implementation of the e-procurement system at PT Pertamina International Shipping (PIS) has not run optimally because there are still inhibiting factors, namely human resources who have not mastered e-procurement, unstable internet and system errors.

PENGARUH WING TIP SUDU ROTOR BLADE TERHADAP UNJUK KERJA WIND TURBIN DENGAN MENGGUNAKAN BLADE NACA 0021
The use of energy in Indonesia currently has a growing need for energy, this will have an impact on the condition of the energy crisis, dependence on fossil fuels has a very serious threat, therefore there must be alternative energy as a substitute or as a saver of fuel reserves. Currently available fossils such as wind energy, water energy, and solar energy are very abundant in Indonesia. This study aims to develop wind power plants as a source of alternative energy to produce electrical energy, namely wind turbines. A wind turbine is a tool that functions to convert wind power into mechanical power in the form of a shaft rotation, then this shaft rotation is utilized for power generation. This tool is used to meet energy needs and is also used for alternative energy as an effort to save and reduce dependence on fossil energy. In this problem, the author will develop a tool for the influence of the wing tip of the rotor blade on the performance of the wind turbine. The purpose of this research is to calculate how much influence the wing tip has on the performance of the wind turbine on the electric current produced by the wind turbine. By adding variations to the wing tip using NACA 0021. The data obtained in this study are current (A), voltage (V), turbine power (watts), from the results of the research data it was found that the performance of the wind turbine using NACA0021 was the most optimal using a wing tip. at an angle of 15〗^0 in layer 2 with a voltage value of 12.5 (V), current 2(A), turbine power of 25.35 (watts), and efficiency of 0.844
Did John Stuart Mill Write ‘On Social Freedom’?
During his final years, John Stuart Mill reportedly attempted to update the argument of On Liberty (1859). Published posthumously in 1907, ‘On Social Freedom’ represents the initial, unrefined draft of his reworked ideas. This article argues that John Stuart Mill was not the author of ‘On Social Freedom’. First, we revisit the question of the essay’s authorship traditionally: the emphasis is on the essay’s content and the historical context of the mid-twentieth-century debate on Mill as its author. We trace the disagreement to two broad reactions to Mill’s thought. Ultimately, the question of whether the manuscript’s substantial divergence from J. S. Mill’s renowned works is enough to refute his authorship depends on one’s interpretation of Mill as a systematic philosopher. Second, we tackle this task non-traditionally: the focus shifts to the tools of computer-assisted authorship identification and the use of machine learning (ML) techniques. Once we establish some key ideas, methods, and limitations of this field of studies, we present our attempts at a computer-assisted solution to the puzzle. The results of our experiments, using ML techniques, corroborate the conclusions reached via the traditional route

Finding a Dead Dove in the Refrigerator. The Anti-Shippers’ Call for Exclusion of Sensitive Content as a Means of Establishing Position in the Field of Fan Production
The author of this paper uses Pierre Bourdieu’s field theory to discusses the anti-shipper movement and its call for exclusion of problematic content from online repositories of fanwork. Anti-shippers, who oppose indiscriminate inclusion of potentially harmful content and its creators in the field of fan production, are a relatively new and vocal faction inside the field. While the research on antis has focused on their methods of harassment and its effects on fan community, this paper discusses the conditions inside the field before the movement’s emergence, focusing on the affordances and terms of service of online fanwork repositories. The author proposes to treat the question of exclusion of sensitive content and its creators as one concerning the field’s autonomy, and presents the anti controversy as a way for newcomers to establish their position in the field and change its problematic
