Dinas Perhubungan Kota Padang merupakan instansi pemerintah di Kota Padang yang mempunyai tugas, pokok dan fungsi yaitu menjalankan sebagian urusan pemerintah dalam bidang pelayanan perhubungan. Dinas Perhubungan melakukan pelaksanaan aktivitas yang berkaitan langsung dengan pelayanan Perhubungan bidang lalu lintas, salah satunya yaitu peningkatan disiplin berlalu lintas. Salah satu yang menjadi permasalahan dalam lalu lintas adalah masih ditemukan adanya parkir liar di Kota Padang. Sebagai pihak yang berwenang, tentunya Dinas Perhubungan Kota Padang harus memiliki strategi dalam mengatasi hal tersebut dalam rangka untuk dapat meningkatkan kinerja lalu lintas sesuai dengan sasaran strategis Dinas Perhubungan Kota Padang yang tertera dalam Recana Strategis Dinas Perhubungan Kota Padang Tahun 2019-2024. Penelitian ini berkaitan dengan strategi penertiban parkir liar yang dilakukan oleh Dinas Perhubungan Kota Padang. Penelitian ini bertujuan untuk mengetahui dan mendeskripsikan strategi penertiban parkir liar oleh Dinas Perhubungan Kota Padang. Penelitian ini menggunakan metode kualitatif deskriptif. Adapun teknik pengumpulan data yang digunakan dalam penelitian ini adalah dengan melakukan observasi, wawancara dan dokumentasi. Sedangkan teknik keabsahan data menggunakan triangulasi sumber. Adapun landasan teori yang menjadi pisau analisis dalam penelitian ini adalah teori inti strategi yang dikemukakan oleh Richard P. Rumelt yang terdiri dari diagnosis, kebijakan penuntun dan tindakan koheren. Hasil dari penelitian ini adalah dapat diketahui bahwa Dinas Perhubungan Kota Padang telah memenuhi ketiga variabel dari teori inti strategi yang dikemukan oleh Richard P. Rumelt tersebut. Dinas Perhubungan Kota Padang telah melakukan pelaksanaan strategi dalam upaya penertiban parkir liar di Kota Padang dengan cukup baik, namun ada kekurangan sehingga pelaksanaan strategi yang telah dilakukan belum berjalan optimal. Adapun strategi penertiban parkir liar oleh Dinas Perhubungan Kota Padang yaitu dengan melakukan tindakan seperti penguncian ban, pengempisan ban, dan penderekan atau pemindahan kendaraan. Secara keseluruhan, tindakan yang dilakukan tersebut mampu menjadi salah satu upaya Dinas Perhubungan Kota Padang dalam mewujudkan sasaran strategisnya yaitu meningkatkan kinerja lalu lintas di Kota Padang.     It is ironic that Madeleine Leininger, the founder of Transcultural Nursing which was developed to "promote and protect the clients of diverse cultural groups" (Leininger 1996, p.13) was apparently not well informed about the Aotearoa/New Zealand context when she made her response to the Cooney article in Nursing Praxis in New Zealand, Vol. 11 NO. 2.  It seems that Leininger, despite having written "whenever cultural imposition or negative ethnocentrism occur ... one will find culturally unsafe practices and outcomes", (Leininger, 1996b, p.13) is prepared to respond to a New Zealand author without an indepth knowledge of the New Zealand scene.  It is not surprising therefore, that her response contains inaccuracies and misconceptions

    Cognitive realism and memory in Proust's madeleine episode

    The famous 'madeleine episode' of Proust's In Search of Lost Time is investigated with reference to cognitive realism in the evocation of memory, by asking how this literary memory experience compares with the conceptualization of memory in current cognitive science. Furthermore, what does close reading of the episode informed by current scientific findings and debates on memory and agency tell us about Proust's categorization of this memory event as involuntary memory, and his presentation of voluntary and involuntary memory as a distinct opposition? I show that the madeleine episode (1) corresponds partly to cognitive realities as documented by recent science and partly to prevalent expectations about cognition or its narration, and (2) undermines the neat voluntary/involuntary distinction it initially seems to illustrate. I suggest how these qualities may affect readers' responses to Proust's famously evocative object. © The Author(s) 2013
