    ‘Bastion of Italian-ness’: the nationalization of welfare and the changing meaning of rehabilitation in post-war Italy (1945–59)

    The article analyses social welfare programmes set up by the Italian state to manage and provide assistance to refugees coming first from Dalmatia, then from Istria and finally by the territories near Trieste, between the immediate post-war period and the late 1950s. It connects the literature on these refugee flows and the historiography of the Italian welfare state by providing new insights into how the recognition of minority rights deeply affected the organization of the social welfare system throughout the 1940s and the 1950s. The article focuses on the shifting meaning of the term ‘rehabilitation’, an outcome of post-war transnational circulations of ideas about the renewal of welfare. It identifies three chronological sections: the aftermath of the war, when social assistance to refugees was organized in Italy in the context of a project to renew the state and its relations with the individual and society; the period after the signing of the Luxembourg Peace Treaty, when in response to the emergency but also out of purely political considerations public authorities significantly changed the guidelines of the entire social welfare system’s development; and finally, the policies set up in the 1950s, which aimed not only at providing stable accommodation for refugees but also at other geopolitical, socio-cultural, social engineering and electoral objectives. Thus, this contribution not only explains how the construction of the welfare state in Italy has been shaped by the problem of refugees, but also shows another side of the same issue: the role of welfare provision in constructing social groups, which in this case took on a strong ethnic and political character

    Dalla concessione al diritto soggettivo : cittadinanza e assistenza nel dibattito sull’attuazione costituzionale

    La questione del diritto all’assistenza nella legislazione italiana è spesso ridotta all’analisi dell’articolo 38 della Carta costituzionale. In realtà, la legittimazione del diritto soggettivo del cittadino all’assistenza fu l’esito di un lungo processo: la continuità dei principi della carità legale crispina, il carattere programmatico dei diritti sociali e la situazione di stratificazione normative ne comportarono per un trentennio la sostanziale negazione nella prassi amministrativa. L’articolo si propone di svolgere una ricognizione sul dibattito politico, amministrativo e giuridico che seguì l’approvazione dell’articolo 38, concentrandosi sui fattori ideali e ideativi che ispirarono le politiche pubbliche. L’autore ripercorre le tappe dell’allargamento della cittadinanza sociale, soffermandosi in particolare sull’assistenza post-bellica nel dopoguerra, sulla protezione sociale dei ciechi civili varata nel 1954, sulla stagione della programmazione economica e sulla regionalizzazione.From grants to entitlements. Citizenship and assistance in the constitutional debate The issue of the right to assistance in Italian legislation is often limited to the analysis of article 38 of the Constitution. However, the legitimation of the citizen’s subjective right to assistance was the result of a long process: the continuity of the principles of Crispi’s “legal charity”, the programmatic character of social rights, and the stratification of regulations led to its substantial denial in administrative practice for thirty years. The article aims to carry out a study of the political, administrative, and legal debate that followed the approval of article 38, focusing on the ideal and conceptual factors that inspired public policies. The author reviews the stages of the enlargement of social citizenship, focusing in particular on post-war assistance, on the social protection of the civil blind launched in 1954, on the period of economic planning during the 1960s, and on regionalization during the 1970s

La vastissima corrispondenza, donata dal Prof. Gino Loria nel 1925, è conservata presso la Biblioteca Universitaria di Genova nella Cassetta Loria. Il carteggio, qui preso in esame, è quello con Giusto Bellavitis (Bassano del Grappa 1803 –Tezze 1880). Gli argomenti generali sono: politica, istruzione, tutto ciò che riguarda la “Società Italiana dei XL” (elezione membri, pubblicazioni, ....). In ambito più strettamente matematico, si trovano discussioni su problemi risolti col metodo delle equipollenze , riferimenti agli immaginari, alle geometrie non euclidee, alle funzioni ellittiche, al calcolo delle probabilità

    Continuous Active Sonars for Littoral Undersea Surveillance

    Recent advances in transducer and computing technology have pushed the concept of continuous active sonar (CAS) or high duty cycle sonar as an area of interest for application to antisubmarine warfare. Unlike conventional pulsed active sonars, CAS processing aims at detecting echoes while transmitting with a nearly 100% duty cycle. This paper describes the signal processing chain developed at the Centre for Maritime Research and Experimentation (CMRE), La Spezia, Italy, for real-time CAS processing within an autonomous networked multistatic sonar system. The algorithm uses subband processing, which can potentially provide a higher target update rate than the traditional pulsed active sonar, while maintaining the same search radius. The higher rate of contact information can improve target tracking performance. Performance results are given from the COLLAB-NGAS14 sea trial where the CAS processor was deployed on two autonomous underwater vehicles (AUVs) acting as receivers of the CMRE experimental multistatic demonstrator. Results show the feasibility of the CAS concept in littoral scenarios, using AUVs as real-time receivers

    This article retraces the institution of the Ministero per l'assistenza post-bellica, in June 1945, by reconstructing its structure and the cultural background that shaped it. It breaks up the social, cultural and institutional aspects of the postwar transition, showing how the development of social policies combined with an effort to reform public administration and with a project aimed to change the Italians' civic morality. By analysing the peculiarity of the management of the Ministry and evaluating the influence of some important international models in its creation, it describes the planning and the development of public services for the citizens. The article finally shows how the emergency nature of the postwar humanitarian intervention, the achievement of the new national cultural code of mourning and the difficulties in articulating public and private action precludes the fulfillment of this project which aimed to make the right to social assistance the basis of the new democracy
