Tudo isso era maré: origens, consolidação e erradicação de uma favela de palafitas em São Luís do Maranhão
In order to reveal the specificities of a brazilian stilt-house slum, a historical reconstruction of the expansion process was made. In mangrove, such territory was produced autonomously by the residents, away from the eyes and interests of dominant economic and political institutions. In recent years, however, a slum upgrading program is being implemented in the area. The origins of the territory date back to the late nineteenth century. The first chapter, origins, was made through the use of city plans, official documents, linked to literary writings, chronicles and press reports. The consolidation period had residents as protagonists, who told in the first person their experience of building the houses in the mangrove. That chapter also integrates aerial photographs and satellite images that allowed to identify the morphology of the expansion process. Finally, the eradication observes the present time, where a cut to the previous phases is made by the upgrading project, intended to deconstruct what had been produced by the community. By realizing the specificities of the territory, it is concluded that the way slum upgrading program was implemented, contributed to reduce the autonomy of residents and thus had deepened inequalities. There are alternative ways for such programs, not by suppressing what exists but by valuing local resources, adopting solutions that can begin with the recognition of stilt-houses as a constructive and spatial culture.Através da reconstituição dos primórdios e do processo de expansão de uma favela na cidade de São Luís do Maranhão, revela-se a história de um lugar que foi construído no mangue às margens do rio Anil, de forma autônoma e longe dos olhos e dos interesses das instituições econômicas e políticas dominantes, ali chegadas recentemente para implementar um projeto de urbanização e erradicação das palafitas. O início de tal história, sobre a produção do espaço urbano pelos mais pobres, remonta ao final do século XIX. As suas origens foram (re)construídas através do recurso a plantas da cidade, relatórios e documentos oficiais, articulados com escritos literários, crônicas e notícias da imprensa. O período de consolidação teve como protagonistas os moradores, em entrevistas que permitiram resgatar um tempo e um espaço contado pelas vivências na primeira pessoa, tendo sido possível integrar também fotografias aéreas e imagens de satélite que permitiram perceber a morfologia do processo de expansão. Finalmente, a erradicação observa o tempo presente, em que se dá uma ruptura com as fases anteriores, com a formalidade se impondo à realidade do lugar, rumo à desconstrução e à desvalorização do que foi produzido pela comunidade. Ao perceber-se o que existia de próprio, específico e concreto no território, conclui-se que o modo como foi concebido e implementado o projeto governamental de urbanização diminuiu a autonomia dos moradores e com isso aprofundou desigualdades. Há outros caminhos possíveis para tais programas, não suprimindo o que existe mas valorizando o que foi sendo construído e os recursos locais, em soluções que podem começar pelo reconhecimento das palafitas como cultura construtiva e espacial própria
A produção do território e da moradia e da moradia no quilombo Bom Jardim da Prata
The rural area of the municipality of São Francisco, north of Minas Gerais, between the Acari and Pardo rivers, from the period of colonization, served as a refuge and resistance to the slave system with the formation of the quilombo Bom Jardim da Prata. The present work hopes to analyze the process of formation of this quilombola community, as well as the production of space, housing and its territorialities. For this purpose, the ethnographic and oral history method was used to collect data with the residents of the community. At present there are no statistical data on this community, but it is estimated that there are 630 families living in small dispersed sites or in three denser villages in the territory. Nonetheless, there were always other Negroes as well, such as Indians and whites, who traveled throughout this region and founded, from the earliest farms to cattle and urban centers. However, from the 1950s, new economic arrangements changed the way of appropriation of the territory, generating new territorialities, mainly with the process of enclosure promoted by the great landowners. Some of the former residents of the quilombo stayed in the midst of large and medium-sized farms, often unable to continue to use areas formerly occupied collectively by their ancestors. Many residents then had to work for the region's large farmers or undergo seasonal work in other cities as a way to improve their income. In this kind of fragmented territory, which was being formed, we have the presence of quilombolas and nonquilombolas, farmers, besiegers, rural workers, gypsies, all living in the same area. However, in the last decade, the quilombola association of Bom Jardim da Prata is claiming the titling of its lands, which, in fact, would be occupied by several non-quilombola residents. Thus, if approved, a new collective territory with more than 63,000 hectares will be created to be managed by the Quilombola Association of Bom Jardim da Prata. However, the fate of other non-Quilombola residents in the disputed territory is not yet clear. It is also possible to question the community character in this territory, since its inhabitants seem little cohesive and many of them indifferent to the quilombola question. In recent years, new external processes have once again impacted this region, from the possibility of building the bridge over the São Francisco River and the arrival of the National Rural Housing Program (PNHR), all of these elements of the new economic, territorial and social relations. It is true that each year the quilombo residents seem to be less autonomous, since they seem to live with total dependence on public policies and external agents. I see, therefore, a long process of struggle for the consolidation of the community and the territory, that yes, essential for the reproduction, maintenance and resignification of the quilombo.A zona rural do município de São Francisco, norte de Minas Gerais, entre os rios Acari e Pardo, desde o período da colonização, serviu de uma espécie de refúgio e de resistência ao sistema escravocrata com a formação do quilombo de Bom Jardim da Prata. O presente trabalho espera analisar o processo de formação dessa comunidade quilombola, bem como a produção do espaço, da moradia e suas territorialidades. Para tanto utilizou-se do método etnográfico e da história oral para a coleta de dados com os moradores da comunidade. Não existem até o presente momento dados estatísticos sobre essa comunidade, todavia estima-se a presença de 630 famílias que vivem em pequenos sítios dispersos ou em três vilas mais adensadas no território. Não obstante, sempre existiram, além dos negros, outros moradores como índios e brancos, que percorriam essa região e fundaram, desde os primórdios fazendas para a criação de gado e núcleos urbanos. No entanto, a partir da década de 1950, novos arranjos econômicos mudaram a forma de apropriação do território, gerando novas territorialidades, principalmente com o processo de cercamento promovido pelos grandes fazendeiros. Parte dos antigos moradores do quilombo ficou ilhada em meio a médias e grandes propriedades rurais, muitas vezes, sem condições de continuar utilizando as áreas anteriormente ocupadas de forma coletiva pelos seus ancestrais. Muitos moradores então tiveram que trabalhar para os grandes fazendeiros da região ou se submetem ao trabalho sazonal em outras cidades como forma de melhorar a sua renda. Nessa espécie de território fragmentado, que foi se constituindo, temos a presença de quilombolas e de não quilombolas, fazendeiros, sitiantes, trabalhadores rurais, ciganos, todos vivendo na mesma área. Todavia, na última década, a associação quilombola de Bom Jardim da Prata está reivindicando a titulação de suas terras, que, na verdade, estariam sendo ocupadas por diversos moradores não quilombolas. Assim, caso seja aprovado, será criado um novo território coletivo com mais de 63.000 hectares a ser gerido pela Associação Quilombola de Bom Jardim da Prata. No entanto ainda não está muito claro o destino dos outros moradores não quilombolas do território em disputa. Também é possível questionar o caráter comunitário nesse território, uma vez que seus moradores parecem pouco coesos e muitos deles indiferentes à questão quilombola. Nos últimos anos, novos processos externos voltaram a impactar essa região, desde a possibilidade de construção da ponte sobre o rio São Francisco e a chegada do Programa Nacional de Habitação Rural (PNHR), todos esses elementos ordenadores das novas relações econômicas, territoriais e sociais. Certo é que a cada ano parece diminuir a autonomia dos moradores do quilombo, pois parecem que ainda vivem com total dependência das políticas públicas e dos agentes externos. Vislumbro, assim, um longo processo de luta pela consolidação da comunidade e pelo território, esse sim, imprescindível para a reprodução, manutenção e ressignificação do quilombo
Narrativas sócio-espaciais do bairro São Francisco
The discussion brought by this dissertation mainly concerns the production of the São Francisco neighborhood’s space, in São Luís, Maranhão, under the perspective of its inhabitants’ narra-tives, as they were interviewed during thefield research. The urban planning initiatives, that took place in São Luís throughout the 1950s, designated that space, by that time classified as a settlement, apart from the city, as the place for expanding São Luís ́ limits, embedding urban plans, and public construction works with ideals of progress and modernity, and also with the concept of surpassing São Luís’ historical center, the foundational core of the city, characterizing it as the ‘old city’ in opposition to the ‘newcity’ that was to be founded. This new city was sup-posed to be inaugurated by the construction of a bridge over the Anil river, connecting the his-torical center to the soon to be São Francisco neighborhood. This plan, however, was both jus-tified and basedon the claim that such space was a void ready to be filled with middle and upper classes housing and public spaces that could embody the ideals of the current dictatorial gov-ernment in Brazil, when in fact, the basis of this whole discourse was the invisibility of a different way of living, especially connected to activities such as fishing, that was conceived as non-legit-imate. In the present time, the space of São Francisco is the place where two ways of living, very distinct from each other, coexist. The one inhabited by the middle class, the other, the place of the lower classes. Between them, issues concerning social and spatial segregation, urban vio-lence and insecurity and the very concept of city, as expressed by opposition to São Luís’ center, or comparison with nearby neighborhoods.Esta dissertação tem como objetivo discutir a produção do espaço do bairro São Francisco em São Luís do Maranhão, sob a perspectiva das narrativas dos moradores do lugar. Na década de 1950, as iniciativas do planejamento urbano em São Luís passaram a designar o local como es-paço de expansão da cidade, imbuindo os planos urbanos e as obras públicas dos ideais de pro-gresso, modernidade e de superação da ‘cidade velha’, representada pelo Centro Histórico, nú-cleo fundacional de São Luís. A ponte do São Francisco, construída sobre o Rio Anil, e concluída em 1970, em plena ditadura militar no Brasil, foi o símbolo de inauguração da dita ‘cidade nova’, criada sobre um suposto vazio, num lugar onde se afirmava que nada havia. Porém, essa narra-tiva, reiterada frequentemente pelos discursos políticos e presente ainda nas memórias dos mo-radores do bairro, estava respaldada, sobretudo, na deslegitimação e invisibilização do modo de vida existente no espaço antes mesmo de a ponte ser construída, aquele dos imigrantes do in-terior do estado que tinham a pesca como principal atividade e moravam junto à maré. Atual-mente, o espaço do São Francisco é o lugar de um forte antagonismo da classe média, que habita um loteamento residencial na porção central do bairro, em relação aos moradores mais pobres, que residem no entorno, observável tanto nos pontos de vista dos moradores da classe média, quanto nos usos do espaço, que se distingue, para alguns, entre o São Francisco ‘de cima’ e o ‘de baixo’. O conjunto das narrativas dos moradores resultam numa pluralidade de pontos de vista e em conflitos que denotam como o espaço é experienciado e percebido pelas pessoas, levantando questões relativas à segregação espacial, ao tema da violência e mesmo à própria ideia de cidade, expressada pela oposição ao Centro Histórico, inicialmente, e em comparação com os bairros de classes média e alta vizinhos ao São Francisco, na atualidade.CAPES - Coordenação de Aperfeiçoamento de Pessoal de Nível Superio
Between the node and de fait accompli, the location of the poors in the city: an study on ZEIS (Special Zones of Social Concern) and the impasse of urban reform in the present
As ZEIS (Zonas Especiais de Interesse Social) foram implantadas no Brasil num contexto de transição democrática, no início dos anos de 1980, e desde então se consolidaram conceitualmente e na legislação urbanística como um dos principais instrumentos da luta pela Reforma Urbana. Duas modalidades prevaleceram neste histórico: as ZEIS de áreas vazias, não utilizadas ou subutilizadas -- que tem a intenção de estimular a produção de Habitação de Interesse Social (HIS) -- e as ZEIS de áreas ocupadas por assentamentos precários (favelas, loteamentos irregulares, conjuntos habitacionais de promoção pública) -- que devem cumprir o objetivo de facilitar a regularização urbanística e fundiária ao admitir parâmetros físicos diferentes daqueles estabelecidos pelas leis e normas. O presente trabalho aborda o instrumento urbanístico -- que é afinal a categoria de Zoneamento Urbano que demarca nos mapas os territórios habitados pelas classes populares -- observando em seu histórico algumas das contradições e os discursos que prometem realizar a integração dessas classes à cidade, pelo reconhecimento (fato consumado) ou pela produção de habitações em terra urbana bem localizada (nó). Essas análises estão ancoradas em um conjunto de impasses da política (e da política urbana) contemporânea no Brasil, onde reformas têm sido implementadas, elevando níveis de consumo, emprego e rendimentos na base da pirâmide social, sem que, contudo, haja alterações nas estruturas que condicionam a própria desigualdade.The ZEIS (Special Zones of Social Concern) were implemented in Brazil in the context of democratic transition in the early 1980s, and has since consolidated conceptually and in the urban law as a major instrument in the struggle for Urban Reform. Two categories prevailed in history: ZEIS of empty, unused or underused areas -- which intends to stimulate the production of social and affordable housing (HIS) -- and ZEIS of areas occupied by slums (favelas, subdivisions, public social housing) -- which aim to facilitate settlement and urban land regularization, in the moment it allows special parameters, other than those established by the laws and regulations. This thesis discusses the urban instrument -- which is after all the category of Urban Zoning that show in the maps the territories inhabited by the popular classes -- noting on his historic some contradictions and speeches that promise to achieve the integration of these classes to the city, for recognition (fait accompli) or the production of social and affordable housing in well located urban land (node). These analyzes are anchored in a set of policy (and urban policy) impasses in contemporary Brazil, where reforms have been implemented, increasing levels of consumption, employment and income in the base of the social pyramid, however, without changes structures that affect the very inequality
Going Beyond Counting First Authors in Author Co-citation Analysis
The present study examines one of the fundamental aspects of author co-citation analysis (ACA) - the way co-citation
counts are defined. Co-citation counting provides the data on which all subsequent statistical analyses and mappings
are based, and we compare ACA results based on two different types of co-citation counting - the traditional type that
only counts the first one among a cited work's authors on the one hand and a non-traditional type that takes into
account the first 5 authors of a cited work on the other hand. Results indicate that the picture produced through this non-traditional author co-citation counting contains more coherent author groups and is therefore considerably clearer. However, this picture represents fewer specialties in the research field being studied than that produced through the traditional first-author co-citation counting when the same number of top-ranked authors is selected and analyzed. Reasons for these effects are discussed
Variations on the Author
“Variations on the Author” discusses two of Eduardo Coutinho’s recent films (Um Dia na Vida, from 2010, and Últimas Conversas, posthumously released in 2015) and their contribution to the general question of documentary authorship. The director’s filmography is characterized by a consistent yet self-effacing form of authorial self-inscription: Coutinho often features as an interviewer that rather than express opinions propels discourses; an interviewer that is good at listening. This mode of self-inscription characterizes him as an author who is not expressive but who is nonetheless markedly present on the screen. In Um Dia na Vida, however, Coutinho is completely absent form the image, while Últimas Conversas, on the contrary, includes a confessional prologue that moves the director from the margins to the center of his films. This article examines the ways in which these works stand out in the filmography of a director who offers new insights into the notion of cinematic authorship
Appropriate Similarity Measures for Author Cocitation Analysis
We provide a number of new insights into the methodological discussion about author cocitation analysis. We first argue that the use of the Pearson correlation for measuring the similarity between authors’ cocitation profiles is not very satisfactory. We then discuss what kind of similarity measures may be used as an alternative to the Pearson correlation. We consider three similarity measures in particular. One is the well-known cosine. The other two similarity measures have not been used before in the bibliometric literature. Dispelling the Myths Behind First-author Citation Counts
We conducted a full-scale evaluative citation analysis study of scholars in the XML research field to explore just how different from each other author rankings resulting from different citation counting methods actually are, and to demonstrate the capability of emerging data and tools on the Web in supporting more realistic citation counting methods. Our results contest some common arguments for the continued
use of first-author citation counts in the evaluation of scholars, such as high correlations between author rankings by first-author citation counts and other citation
counting methods, and high costs of using more realistic citation counting methods that are not well-supported by the ISI databases.
