How Do Interest Groups Access Independent Rulemaking? The Case of Energy and Competition Sectors in Italy
No full textTheories on the regulatory state have long stressed on the emerging role of differing actors contributing to shape the regulatory environment. Contextually, better regulation approaches introduced tools and theories to improve regulatory quality. Among these, is public engagement through consultations. Consequently, regulatory independent authorities adjusted themselves to those principles and procedures. However, scholars long neglected investigating what happens with «quasi-regulatory» authorities. Through a comparison between the energy «regulatory» authority and the competition «quasi-regulatory» authority, we argue that private interests are able to harness differing venues to access decisionmakers with quasi-regulatory spillovers. Through a comprehensive analysis, we demonstrate that public consultations represent only some possible venues; but also, that shifting from elected to non-elected actors prompted changes in how interested parties manage to access rulemaking

di un trombo in una vena profonda, prevalentemente negli
arti inferiori. Segni non specifici possono includere dolore, gonfiore,
arrossamento, calore e gonfiore delle vene superficiali 1. L’embolia
polmonare, una complicanza potenzialmente pericolosa per la vita,
è causata dal distacco (embolizzazione) di un coagulo che viaggia
verso i polmoni 2. La TVP e l’embolia polmonare costituiscono un
unico processo patologico noto come tromboembolia venosa 1 2. La
sindrome post-trombotica, un’altra complicanza, contribuisce in
modo significativo ai costi sanitari se si considera che ogni anno nei
pazienti anziani in Italia l’embolia polmonare e la sua causa principale,
la trombosi venosa profonda, sono responsabili di circa 500
000 ricoveri ospedalieri
Croce e Gramsci su dialettica e arte in Hegel
No full textQuesto contributo si propone di mostrare come il giudizio sulla dialettica hegeliana sia, tanto in Croce quanto in Gramsci, strutturalmente legato alle rispettive concezioni della natura e della posizione dell’arte. La critica crociana alla dialettica hegeliana è motivata, tra l’altro, proprio dalla necessità di evitare la tesi hegeliana della morte dell’arte: l’introduzione della categoria della “distinzione” fornisce la base teorica per preservare l’indipendenza storico-concettuale dell’arte rispetto alla filosofia. Gramsci, al contrario, lamenta la neutralizzazione crociana della dialettica hegeliana, ridotta a «quistione scolastica di parole», a superstruttura sradicata dalla struttura, e lo fa, non da ultimo, attaccando la visione crociana dell’arte come puro contenuto mentale separato dalle contraddizioni della realtà storica, materiale e del concetto, riavvicinandosi, seppur implicitamente, alla concezione hegeliana del rapporto di arte e filosofia
Going Beyond Counting First Authors in Author Co-citation Analysis
Full text linkThe present study examines one of the fundamental aspects of author co-citation analysis (ACA) - the way co-citation
counts are defined. Co-citation counting provides the data on which all subsequent statistical analyses and mappings
are based, and we compare ACA results based on two different types of co-citation counting - the traditional type that
only counts the first one among a cited work's authors on the one hand and a non-traditional type that takes into
account the first 5 authors of a cited work on the other hand. Results indicate that the picture produced through this non-traditional author co-citation counting contains more coherent author groups and is therefore considerably clearer. However, this picture represents fewer specialties in the research field being studied than that produced through the traditional first-author co-citation counting when the same number of top-ranked authors is selected and analyzed. Reasons for these effects are discussed
